Presenting the report, Minister of Culture, Sports and Tourism Nguyen Van Hung said that the National Target Program on Cultural Development for the 2025-2035 period is designed to include 10 components, 153 detailed targets, 42 specific tasks, 186 detailed activities; the Program implementation period is 11 years, from 2025 to 2035, divided into stages.
2025: Carry out activities to develop policy mechanisms, a system of documents guiding the implementation of the Program's tasks, a monitoring and evaluation system; train and improve the capacity of Program management staff; prepare for investment in other tasks and management contents.
Phase 2026-2030: Focus on solving limitations and challenges arising in the past; implementing goals and tasks set for 2030.
Phase 2031-2035: Continue to develop culture to become an endogenous strength of the Vietnamese economy; implement tasks and goals set up to 2035.
The total resources mobilized to implement the Program for the 2025-2030 period are expected to be 122,250 billion VND; the total resources mobilized to implement the Program for the 2031-2035 period are expected to be 134,000 billion VND.

The general objectives of the program include 7 goals: Create a strong and comprehensive change in cultural development and build, perfect, ethical standards, identity, bravery, and value system of Vietnamese people and families; improve people's spiritual life, ability to access and enjoy culture, overcome the gap in cultural enjoyment between regions, areas, population classes, and genders, thereby improving labor productivity and work efficiency; preserve and promote the value of the nation's unique cultural heritages; contribute directly to socio-economic development, mobilize and concentrate investment resources with focus, key points, quality, and efficiency for cultural development; build a team of leading artists and experts, a professional, high-quality workforce; Promote the popular, scientific and national character of culture through innovation, absorbing and researching, applying advanced scientific and technological achievements, digital transformation in the cultural field; enhance the country's position in the international arena through promoting the soft power of Vietnamese culture, international cultural integration, and absorbing the quintessence of human culture.
By 2030, 9 specific target groups will be achieved, including striving for cultural industries to contribute 7% of the country's GDP; every year, there will be at least 5 major international cultural and artistic events abroad with the official participation of Vietnam...

In the review report, Chairman of the National Assembly's Committee on Culture and Education Nguyen Dac Vinh said that the Committee agreed with the necessity of investing in the Program as proposed in the Government's Program Investment Policy Report. The National Assembly's Committee on Culture and Education also said that investing in the Program at the present time fully meets the political, legal, scientific and practical bases; continues to affirm the Party's viewpoints and policies, the State's policies on the position, role and importance of culture in the cause of building, protecting and developing the country sustainably; contributes to the implementation of the goals and targets on cultural development set out in the Party's resolutions.
The implementation of the Program will contribute to increasing investment resources, meeting the urgent need for comprehensive human development and building an advanced Vietnamese culture imbued with national identity, so that culture truly becomes a solid spiritual foundation of society, an endogenous strength, a driving force for national development and national defense.
“The report proposing the investment policy for the National Target Program on Cultural Development for the 2025-2035 period has a wide range of subjects and scope with many difficult contents, and many different viewpoints and approaches in building the Program. Therefore, the Program needs to be comprehensively researched and evaluated; quality assurance documents must be prepared, and appropriate time must be arranged for the National Assembly to give opinions and discuss thoroughly before making a decision. It is recommended that the National Assembly consider and decide according to the process at two sessions, give opinions for the first time at the seventh session, and consider and approve at the eighth session of the 15th National Assembly,” said Mr. Nguyen Dac Vinh.
