Nghe An Provincial People's Committee has no more than 5 Vice Chairmen.

Presenting the draft Resolution on piloting the addition of a number of specific mechanisms and policies for the development of Nghe An province, Minister of Planning and Investment Nguyen Chi Dung said that the draft Resolution stipulates 4 groups of fields with a total of 14 policies, including: State financial and budget management (4 policies); investment management (6 policies); urban and forest resource management (2 policies); organizational structure and staffing (2 policies).

Of these, 2 completely similar policies have been allowed by the National Assembly to be applied in other localities; 8 similar policies have been allowed by the National Assembly to be applied in other localities, with adjustments and supplements to suit the reality of Nghe An province or similar to the draft Law on the Capital (amended).

Similar policies to the draft Law on the Capital (amended) include: Nghe An Provincial People's Council considers and decides on the location, boundaries, and area of land recovered in the vicinity adjacent to traffic connection points and urban traffic routes in the province outside the red line boundary according to the planning; uses the local budget to compensate, support, and resettle the area of land recovered in the vicinity to serve resettlement, creating a land fund to auction land use rights to implement urban development, trade, and service projects.

In addition, the Standing Committee of Nghe An Provincial People's Council decided to adjust the investment policy for group B and group C public investment projects stipulated in the Law on Public Investment and report to the Provincial People's Council at the nearest session.

In 14 policy groups, notably, the draft Resolution stipulates that the People's Committee of Nghe An province has no more than 5 Vice Chairmen; the People's Council of Vinh city is established with 3 committees, with no more than 2 Vice Chairmen and no more than 8 full-time delegates; the People's Committee of Vinh city has no more than 4 Vice Chairmen.

In the report on the draft review, Chairman of the National Assembly's Finance and Budget Committee Le Quang Manh said that it is necessary to more closely follow Resolution No. 39-NQ/TU of the Politburo: "There are specific mechanisms and policies to maximize the potential and strengths, build and develop Nghe An province comprehensively, with focus and key points"; policies need to demonstrate their own unique characteristics in economic and cultural development; policies need to demonstrate more breakthroughs; it is necessary to pay more attention to the rationality, feasibility and effectiveness of policies; it is necessary to perfect regulations on conditions to ensure implementation.

30 specific policies for Da Nang city

Regarding the draft Resolution amending and supplementing Resolution No. 119/2020/QH14 of the National Assembly on piloting the organization of an urban government model and a number of specific mechanisms and policies for the development of Da Nang city, Minister Nguyen Chi Dung said that the policy contents in the draft Resolution of the National Assembly are built on the basis of regulations to continue implementing the policies of Resolution No. 119/2020/QH14 of the National Assembly that are being effectively implemented. At the same time, adjust and remove contents and policies that are no longer suitable when officially implementing the organization of urban government; propose specific mechanisms and policies to be amended and supplemented according to 2 groups of specific mechanisms and policies with 30 specific policies.

Regarding policies on urban government organization in Da Nang city, out of 9 proposed policies, 7 are similar to those applied in other localities and 2 are newly proposed policies.

The specific policies for the development of Da Nang city proposed for pilot implementation include 21 policies, of which 6 are completely similar to those of provinces and cities that have been allowed by the National Assembly to be implemented in specific resolutions, 10 similar policies with adjustments and supplements to suit the city's reality, and 5 newly proposed policies.

In particular, the regulation allowing controlled testing of new technological solutions within the scope of high-tech zones, concentrated information technology zones, innovation and startup support centers, and innovation spaces invested by the city budget is studied from the draft Law on the Capital (amended).

Presenting the review report, Chairman of the National Assembly's Finance and Budget Committee Le Quang Manh said that in order to continue to improve, it is necessary to consider a number of issues: Only include in the Resolution policies that are clearly based on practicality and clear in content; there should be policies that are truly specific and compatible with the specific characteristics of geographical location and advantages in economic and human potential; for current mechanisms and policies that have been applied to other localities, it is necessary to continue to review, calculate and explain specifically to clarify the necessity and feasibility of application.
