Transport businesses complain

After a period of research and updating features to support convenient vehicle inspection, the Vehicle Inspection Center (VIC) application of the Department of Vehicle Inspection announced in mid-May the launch of the business account registration feature to support transportation companies, garages, auto garages/salons or businesses with a large number of vehicles to register multiple vehicles and schedule inspections. According to the Department of Vehicle Inspection, this feature helps businesses easily register multiple vehicles and schedule inspections, while also helping businesses manage the number of vehicles and the number of inspection appointments at each time.

People and businesses still suffer from prolonged vehicle inspection

However, in reality, whether registering a business account or a personal account, the traffic congestion on the app has not decreased at all. Mr. T., the owner of a transport company in Thu Duc City (HCMC), said that he still struggled to schedule an inspection for 6 trucks whose inspections had just expired. Registering via the TTDK app, Mr. T. received an inspection order number for the vehicle in August, which is 3 months away, without any priority. All 6 vehicles that are the family's breadwinners have been "shelved" and many drivers of this company have become unemployed.

Not only that, the transportation contract has been signed, but the vehicle is not available to drive, Mr. T. is worried about facing a huge amount of compensation for breaking the contract. In the past few days, Mr. T. and his wife have had to split up to go to inspection centers in Ho Chi Minh City and neighboring provinces to find an opportunity to have the vehicle inspected early, but have not been successful.

According to the Department of Vehicle Registration, up to now, vehicle registration congestion has continued to increase again at 177 out of 215 operating vehicle registration centers in 40/63 provinces and cities (accounting for 63%). Many vehicle registration centers in Ho Chi Minh City, Dong Nai, Binh Duong, Long An, and Ba Ria-Vung Tau have closed, causing overload pressure on the remaining vehicle registration centers. Traffic congestion at vehicle registration centers is still increasing due to the number of vehicles.

There are too many cars due for inspection, while there is a serious shortage of inspectors, especially in Hanoi and Ho Chi Minh City, which can only meet about 30% of the inspection needs of people and businesses.

Responding to Thanh Nien on May 24, Mr. Nguyen Van Hung, Permanent Vice President of Binh Duong Transport Association, said: "Many transport enterprises are sending petitions to the association to "call for help" because the current inspection situation is still extremely deadlocked. According to enterprises, when manually drawing numbers to get appointment tickets for inspection dates, the inspection stations announced that appointment tickets were not issued because they had been issued until the end of September 2023. Drawing numbers to get appointment tickets for inspection dates using the app or website is also not possible because the notification system is full."

A container truck business in Binh Duong complained: "Currently, the appointment schedule at the inspection centers is full until July 2023. Although the business has proactively registered 15-30 days in advance for vehicles due for inspection, the TTDK application is often overloaded and has connection errors, causing difficulties and wasting time. When the business successfully registers for inspection via the app, it is automatically canceled because the information is not fully filled in, but the cancellation is not notified by phone or email for timely adjustment. Another limitation is that the vehicle list formatted on the TTDK application separates tractors and trailers, while these two vehicles, although different, are inseparable parts."

Parking lots still have to pay road maintenance fees

According to a survey of opinions from many transport enterprises, the current inspection lists are too cumbersome and complicated, leading to a very high failure rate and time consuming correction and repair for re-inspection.

The representative of Binh Duong Transport Association suggested: "Any items that are damaged or defective and affect the operational function, technical safety, environmental protection, etc. need to be inspected. Currently, there are too many strict criteria but they do not have harmful effects, technical safety loss, affect the operational function of the vehicle, causing waste of time and effort of enterprises and individuals. For example, the error of "incorrect chassis number", the chassis numbering for the vehicle is done by the manufacturer and the state management agency, the using enterprise does not interfere with the chassis number of the vehicle. The paint color of the vehicle over time of use, transportation, and circulation is inevitable to fade, but the paint color does not affect the operational function of the vehicle".

Effective solution

The Vietnam Automobile Transport Association has proposed that the management agency allow private vehicles with less than 9 seats to automatically extend the inspection cycle, because this is the most effective solution to reduce the current overload of inspections. This solution is agreed by most businesses and individuals because it reduces the number of private vehicles that do not have to go to the inspection center for inspection, which will create conditions for commercial transport vehicles to be inspected sooner, thereby removing difficulties for businesses and reducing economic losses.

A member of the Ho Chi Minh City Passenger Car Transport Association also suggested: "Inspection centers should have a separate area for vehicles that need to fix minor defects and damage such as tire pressure, brake pressure, lights, electricity, to avoid wasting time queuing up because they have to go out to fix it. During the inspection process, it is necessary to specifically notify once the list of defects and damage that need to be fixed. Currently, there are many cases where fixing old defects only results in new defects, requiring queuing up and going in and out 5-6 times to pass, causing a waste of time and costs for businesses."

One of the current concerns and questions of vehicle owners, businesses and cooperatives is road maintenance fees. Mr. Minh Long, owner of a transport business in Ba Ria-Vung Tau, reflected: "The delay in vehicle inspection causes great damage to transport businesses. The possibility of losing transportation contracts, reputation, business efficiency but having to bear many repair costs, labor, parking and bank interest rates... What is even more unreasonable is that during the waiting period for inspection which takes several months, the vehicle is not allowed to operate in the transport business but is still charged road maintenance fees according to the deadline in the old cycle, which is very disadvantageous for businesses and we recommend not collecting road maintenance fees until the vehicle is allowed to circulate, or in other words, adjusting the time of collecting road maintenance fees as soon as the inspection is completed".
