According to Deputy Director of the Ho Chi Minh City Department of Education and Training Le Thuy My Chau, preschool education plays a particularly important role in the national education system, laying the foundation for the physical, cognitive, linguistic, social-emotional and aesthetic development of children in the process of developing human resources and developing Vietnamese people.
Regarding Directive No. 31/CT-TTg of 2024 of the Prime Minister on strengthening conditions to ensure effective implementation of tasks for the 2024-2025 school year, localities are required to review the number of teachers, propose to the Central Government to supplement the education sector, especially preschool teachers for the 2024-2025 school year; have appropriate and effective solutions to overcome the shortage of teachers, especially preschool teachers. That shows that preschool education is of great concern to the Prime Minister, especially for preschool teachers.
The Ho Chi Minh City Department of Education and Training requires preschool education facilities to clearly assess the role of the unit and have a long-term orientation on the scale of the school, the number of teachers, and the number of children studying to improve the quality of education at the unit.
Therefore, to effectively implement the development of preschool education in the coming time, the leaders of the Department of Education and Training of Ho Chi Minh City have given instructions. Specifically: To prepare for the promulgation and implementation of the new Preschool Education Program, preschool education facilities are required to clearly assess the role of the unit and have a long-term orientation on the scale of schools, the number of teachers, and the number of children attending to improve the quality of preschool education at the unit.
In addition, Ho Chi Minh City has had specific policies to support non-public educational institutions, paying special attention to workers working in industrial parks and export processing zones. Therefore, teachers and workers must be responsible for fulfilling their roles and duties towards the school.
In particular, investors and leaders of non-public preschools are responsible for: Understanding and fully implementing the city's specific policies for teachers; paying attention to the thoughts, aspirations and policies of the staff; propagating and guiding the effective implementation of policies; creating conditions for teachers to study and improve their training standards according to regulations.
The Department of Education and Training of Ho Chi Minh City assigned the Department of Education and Training to review and advise the People's Committee of Thu Duc City and districts on the timely and proper recruitment of teachers for public preschools in the area; if there are any difficulties or problems, they must promptly propose and recommend to competent authorities for guidance on solutions and remedies to ensure the stability of the unit's staff.
The Department of Education and Training of the City assigned the Department of Education and Training of Thu Duc City and districts to research policies to attract preschool teachers and implement them to the right subjects.
Regarding the shortage of preschool teachers in non-public educational institutions, the Department of Education and Training shall preside over and organize work with investors, leaders of preschool institutions and workers to have plans and solutions to attract and recruit teachers and improve the quality of child care and education.
Assign the Department of Education and Training of Thu Duc City and districts to research policies to attract preschool teachers and implement them to the right subjects; review the actual situation and have a roadmap to improve training standards for unqualified teachers; coordinate with training institutions to have solutions, plans and training methods to support and create favorable conditions for teachers to study to improve their standards.
Previously, the Department of Education and Training of Ho Chi Minh City organized a workshop on “Current situation and solutions to attract preschool teachers” in Ho Chi Minh City. The workshop aimed to evaluate the results of implementing policies for preschool education facilities, policies for teachers and policies for children, and at the same time identify difficulties and shortcomings and propose solutions to attract staff, enhance the responsibility and role of preschool teachers.
