Specifically, the admission plan for grade 10 at public high schools is divided into 2 rounds. In round 1, students will take exams in 3 subjects: math, literature and English. Literature is tested in essay form, math is tested in multiple choice form and English is tested in essay form combined with 3 skills of listening, reading and writing. After completing round 1 and having the exam results, students will register for NV in round 2. Each student can only register for 1 NV in 1 public school with high school level.

The leader of the Quang Tri Department of Education and Training explained that this approach will help students proactively choose the schools they want, suitable for their exam results. In addition, it will also reduce pressure on schools, and application files will be distributed more evenly among schools instead of being concentrated in a certain school.

After Thanh Nien posted the above information, many readers commented in agreement and raised the question: "A seemingly simple and legitimate thing, but for many years no province has been willing to do it, forcing students to register for NV like playing lottery". Many opinions also asked why in university admissions, students only officially register for NV after knowing the exam results (if based on the high school graduation exam results), but grade 10 cannot apply that method.

CAN I CHOOSE MY PREFERENCE AFTER KNOWING MY STANDARD SCORE?

According to records, Quang Tri province is the only province applying this method. In most localities, students must register for NV to enter grade 10 of public high schools before the entrance exam. This leads to many students (due to inappropriate NV registration) failing all NV or entering schools with much lower exam scores.

Recently, at the 10th grade admissions consulting program jointly organized by the Hanoi Department of Education and Training, a parent whose child is preparing for the 10th grade entrance exam frankly raised the issue: "Every year, both parents and students have the mentality of "playing lotto" when registering their children for schools."

This parent also mentioned the unusual decrease in benchmark scores in some schools, causing much regret for parents and students. Specifically, in 2024, Doan Ket - Hai Ba Trung High School had a surprisingly low benchmark score for entering grade 10, only 23.75 points, while in 2023, the benchmark score was 40, and the previous years were approximately the same. The score decreased by 16.25 points. However, even with such an unexpected decrease in benchmark scores, this school still could not recruit enough students for its assigned quota.

Many parents in Hanoi believe that the regulation requiring 9th graders to register for admission to public high schools before knowing their exam scores has led to a difficult situation for parents and students, often having to accept "luck" when deciding on their admission. Furthermore, in recent years, Hanoi has also removed the regulation allowing students to change their registered admission after knowing the "competition ratio" of each public high school. This has also caused many students to "choose the wrong one" and have no chance to correct their mistakes; leading to a situation where high schools have good quality but their admission scores have decreased and vice versa. Therefore, parents hope that policy makers will take measures to overcome this situation.

THE MOST IMPORTANT BASIS WHEN CHOOSING A WISH IS THE STUDENT'S ABILITY

The representative of the Ministry of Education and Training said that the registration of NV to high schools is a regulation of each locality, the Ministry of Education and Training does not stipulate in the admission regulations. However, the phenomenon of abnormally decreasing benchmark scores as happened at Doan Ket High School (Hanoi) also partly shows the lack of confidence in the learning ability of students, seeing that the benchmark scores of the previous year were high, they did not dare to register, leading to the number of registrations being lower than the assigned quota and the benchmark scores dropping sharply.

From that reality, this person believes that when the regulation is applied to a large number, it is inevitable that there will be similar things. It is important that students and parents, when choosing a career, must base their decision on a serious assessment of their learning ability and true desires. They should not lack confidence or follow "trends" to lead to unnecessary regrets.

Mr. Nghiem Van Binh, Deputy Head of the Examination Management and Quality Assessment Department (Department of Education and Training) of Hanoi, explained that for many years, in the guidelines for admission to grade 10 in Hanoi, students were allowed to register for a maximum of 3 students in non-specialized public high schools, not to mention 2 students in specialized schools. This year, this regulation has not changed.

According to Mr. Binh, Hanoi also stipulates 12 areas corresponding to the student's permanent residence but allows students to apply to change the enrollment area. In an enrollment area, there can be from 5 to 12, 13 public high schools. According to the regulations, if choosing all 3 NV, NV 1 and 2 must be in the same enrollment area, NV 3 can choose any area. Therefore, based on the place of residence, learning ability, living and commuting conditions, students can choose any of the 12 enrollment areas.

However, Mr. Binh also emphasized that students can only change the admission area, not the NV after signing the application and submitting it to the Department of Education and Training. If they pass any NV, they will stop there, if they fail, they will continue to be considered, but it is not possible to be admitted to all 3 NV. Therefore, Mr. Binh advised: "Students must consider carefully, need the support of their parents, and choose the right school. That suitability is not suitable according to the majority, friends, or trends, but must be suitable according to the student's learning ability and suitable according to the family's circumstances."

Mr. Binh also recalled the story of Doan Ket High School last year so that students and parents need to consider carefully, to avoid the situation where due to lack of confidence, students have good abilities but do not dare to register for their favorite school, or vice versa. "Every exam has pressure, the important thing is that we overcome the pressure with confidence, with careful preparation, with a clear plan," said Mr. Binh.

Only 3 provinces consider admission to grade 10

In February, localities finalized the plan for admission to grade 10. There are only 3 provinces nationwide that organize admission exams (only for specialized schools), including Vinh Long, Gia Lai, and Ca Mau. Except for Ha Giang, all provinces and cities choose the third subject as a foreign language, mainly English.

Why do big cities let students register for exams before taking them?

Talking to Thanh Nien reporters, leaders of some high schools in Hanoi explained: the scale of schools, classes, and students in Hanoi is the largest in the country, and the competitive pressure is high. If students are allowed to register for NV after knowing the exam results, it is very difficult to imagine a feasible solution. Moreover, there are many problems arising in the organization stage. For example, if students take the exam first and then register for NV later, which school is responsible? Currently, which school is responsible for the facilities of the exam room when students register for NV 1? Therefore, the most important thing is still the research and consultation stage to choose NV for students before the exam. If this stage is done well, it will minimize risks.

Mr. Nguyen Bao Quoc, Deputy Director of the Ho Chi Minh City Department of Education and Training, said that at this stage, the 10th grade enrollment method that Ho Chi Minh City is implementing is suitable for reality, the rights of students, teachers and technical processes. The current 3-NV registration process requires students to have a firm grasp of the regulations and have the skills to find information. Therefore, the change will cause many difficulties for students who have just graduated from junior high school, when they lack management and have difficulty concentrating. At the same time, the junior high school teaching staff cannot provide effective counseling support because they are participating in exam supervision and grading. The serious consequence is that students may make mistakes due to not fully understanding the new process, leading to the risk of losing the opportunity to enter the desired school even though they have fully met the necessary conditions.

According to the 2018 General Education Program, the selection of NV must ensure the development of both knowledge and capacity, and personal qualities of students. This decision requires careful consultation from the school and parents so that students can make choices that are appropriate to their abilities and personal development orientation.

The Department of Education and Training always emphasizes that junior high schools and grade 9 teachers pay special attention to counseling grade 10 students and their parents so that each student chooses a school that is suitable for their abilities, family, and career orientation at high school level.

Based on the exam scores, the students' registered NV and the enrollment quota, the Department of Education and Training's enrollment software will prioritize the students' NV in turn. At the same time, to ensure maximum benefits for students, the Department of Education and Training also has an additional recruitment round.
