Promoting connectivity and socio-economic development in the Red River Delta region quickly, comprehensively and sustainably

The 4th Conference of the Red River Delta Regional Coordination Council discussed priority tasks for implementing the planning, assessing difficulties, challenges, and obstacles to determine directions and solutions to overcome and effectively implement the Regional Planning.

On the morning of August 17, in Hanoi, Prime Minister Pham Minh Chinh, Chairman of the Red River Delta Coordination Council, chaired the Council's fourth meeting to assess the implementation of a number of key projects in the Red River Delta and review specific mechanisms and policies for socio-economic regions.

Also attending the conference were comrades: Bui Thi Minh Hoai, Politburo member, Secretary of the Hanoi Party Committee; Deputy Prime Ministers Tran Hong Ha and Le Thanh Long; Council members, leaders of ministries, branches, central agencies; leaders of 11 provinces and cities in the Red River Delta.

Representatives of Hai Duong province's leaders included: Le Van Hieu, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, Head of the Provincial National Assembly Delegation; Tran Van Quan, Vice Chairman of the Provincial People's Committee; and leaders of a number of departments and branches attending the conference.

Promoting development and regional linkages is an important political task.

Speaking at the conference, Prime Minister Pham Minh Chinh emphasized that General Secretary Nguyen Phu Trong, during his lifetime, was always concerned about the development of regions; always reminded and directed the Government and the Prime Minister on linking and developing regions. During this term, the Politburo issued 6 resolutions on regions and the Government had action programs and established regional councils. Recently, General Secretary and President To Lam continued to discuss and direct the Prime Minister on promoting the development and linking of regions according to the resolutions of the Politburo.


The Prime Minister emphasized that rapid, comprehensive and sustainable socio-economic development of the Red River Delta is a very important political task, with many difficulties, challenges, expectations and responsibilities, contributing to the completion of the 13th National Party Congress and Party Congresses at all levels of provinces and cities in the region.

Regarding the tasks in the coming time, the Prime Minister requested that management must be flexible and effective, and the implementation of the Planning and Regional Development must meet the legitimate needs and aspirations of the people and businesses. Strictly comply with and synchronously implement the planning; in accordance with the overall planning of the country, industry, field, region and locality. Strongly promote democracy and collective intelligence; organize the implementation of scientific, methodical, focused and key planning.

Mobilize and effectively use all resources; harmoniously and effectively combine internal and external resources, central and local, state and society. Promote decentralization, delegation of power, along with resource allocation and strengthening inspection, supervision and control of power.

Renewing traditional growth drivers and promoting new growth drivers; developing the economy in depth towards industrialization, modernization, strong application of science and technology, startups, innovation, digital transformation, green transformation, circular economy, sharing economy. Developing a synchronous and modern infrastructure system associated with a reasonable, effective, unified spatial organization, linking intra-regional, inter-regional, regional and international.

The tasks of Hai Duong and localities in the region

According to the 2024 Action Plan of the Red River Delta Coordination Council, there are 18 specific tasks and projects that ministries, agencies and localities need to focus on implementing.

The Prime Minister requested relevant agencies and localities to focus on ensuring progress, not to delay or extend the implementation time of tasks to 2025. In case of failure to complete on time, it is necessary to report to competent authorities the reasons for failure to complete and the reasons for extending the implementation time.

Innovate coordination thinking, pay more attention to the role of linkage and connection of the Red River Delta region with neighboring regions in the spirit of "resources originating from thinking, motivation originating from innovation, strength originating from the people", "open policies, smooth infrastructure, smart governance". Proactively research and propose specific institutions, mechanisms, and policies to promote linkage and regional development, promote distinct potentials, outstanding opportunities, and competitive advantages of the region.

In particular, the Prime Minister requested provinces and cities in the region to pioneer in innovation, application of science and technology and achievements of the 4th industrial revolution, development of digital economy, green economy, circular economy, sharing economy, knowledge economy, and night-time economy.

The Prime Minister requested ministries, branches, agencies and localities to review the goals and tasks set out in the Resolution of the 13th National Congress, Resolutions of Party Congresses at all levels, resolutions and conclusions of the Central Committee, the National Assembly and the Government, identify the goals that will be achieved, not achieved and difficult to achieve in order to have appropriate solutions, assign tasks clearly to people, tasks, time, responsibilities, products and results.

At the same time, urgently develop a Plan to implement regional planning in the spirit of "open policies, transparent infrastructure and smart governance". Focus on developing in the direction of 1 national dynamic region (including: Hanoi and areas along National Highway 5 and National Highway 18 through the provinces of Hai Duong, Bac Ninh, Hung Yen, Hai Phong city and Quang Ninh province), 2 sub-regions (north of the Red River and south of the Red River), 4 growth poles, 5 domestic economic corridors and international connections (including economic corridors).

Focus on restructuring economic sectors, innovating the growth model towards modernization, prioritizing industries and fields with strengths. Regarding industry, develop high-tech industry, focusing on processing and manufacturing; prioritize mechatronics, semiconductor chips, digital technology products, artificial intelligence, new materials... Regarding services, develop the region into a modern service center according to international standards and diversify service types; promote the development of cultural industry, science and technology services and innovation, education, training, healthcare... Regarding agriculture, develop an effective, sustainable, ecological agricultural economy towards high-tech, organic, circular agriculture associated with new rural construction.

Prioritize investment in key, driving projects that have direct impacts on socio-economic development, have great spillover effects, and have international and inter-regional connectivity; develop power supply sources and grids, new energy sources, renewable energy, irrigation infrastructure, etc.

Promote regional coordination activities, specifically effectively implementing specific mechanisms and policies in Resolution No. 106/2023/QH15 of the National Assembly and other mechanisms and policies; promote investment promotion activities, attract FDI, especially technology investors; promote PPP investment, especially in developing regional and inter-regional transport infrastructure projects; promote linkage activities to synchronously develop socio-economic infrastructure systems, prioritizing transport; promote linkages between urban chains, supply chains, logistics, promote digital transformation, and share databases.

Continue to research and propose key tasks to be included in the working program of the Regional Council for discussion and agreement on implementation in the coming time, including paying attention to the tasks of reviewing legal mechanisms and policies, resource mobilization mechanisms, investment attraction, environmental treatment, and implementation of regional projects.

Emphasizing the spirit of attack in implementing tasks, especially for unachieved goals, there must be solutions to accelerate and make breakthroughs, the Prime Minister noted that localities should pay special attention to promoting public investment and implementing the set goals on developing social housing and workers' housing.

The provinces in the Red River Delta need to proactively review the goals and targets of the resolutions of the provincial and municipal Party Congresses for this term, especially the targets and targets that have not been achieved, in order to make a breakthrough and complete the congress goals.

Regarding cultural connections and tourism development, the three provinces of Hai Duong, Quang Ninh, and Bac Giang need to be proactive in getting the Yen Tu - Vinh Nghiem - Con Son, and Kiep Bac Complex recognized as a World Heritage Site.
