New investment in 7 urban wastewater treatment plants

Processing capacity 40.8% of demand

The Ho Chi Minh City Department of Construction has just sent a document to the Ho Chi Minh City People's Committee regarding investment in urban wastewater treatment plants in the city.

According to the Department of Construction, Ho Chi Minh City currently has 3 factories and 4 wastewater treatment stations with a total designed wastewater treatment capacity of 644,200 m3/day, the treatment capacity reaching about 40.8% of the demand. The 3 factories include: Binh Hung wastewater treatment plant, treatment capacity of 469,000 m3/day; Binh Hung Hoa wastewater treatment plant, treatment capacity of 30,000 m3/day; Tham Luong - Ben Cat wastewater treatment plant phase 1, treatment capacity of 131,000 m3/day.

4 treatment stations include: Wastewater treatment station in residential area (decentralized), including: Tan Quy Dong Wastewater Treatment Station (District 7), capacity 500m3/day; Vinh Loc B Resettlement Area Wastewater Treatment Station (Binh Chanh District), treatment capacity 3,700m3/day; 17.3ha Resettlement Area Wastewater Treatment Station, Binh Khanh Ward (Thu Duc City), treatment capacity 3,000m3/day; 38.4ha Resettlement Area Wastewater Treatment Station, Binh Khanh Ward (Thu Duc City), treatment capacity 7,000 m3/day.

In addition, Ho Chi Minh City is building the Nhieu Loc - Thi Nghe Wastewater Treatment Plant with a capacity of 480,000m3/day, expected to be completed in 2025 and increase the treatment capacity to about 71.3% of demand.

To achieve the goal of building 11 urban domestic wastewater treatment plants with a total capacity of 3.076 million m3/day by 2030 according to the approved plan, the Ho Chi Minh City Department of Construction has proposed a list of 7 projects expected to call for investment in the form of PPP with the following priority order: Building a wastewater collection system and treatment plant in the Western area of ​​the city (Binh Tan basin, West Saigon basin, Tan Hoa - Lo Gom basin); building a collection system and upgrading the Tham Luong - Ben Cat wastewater treatment plant phase 2.

Along with that is the construction of the South Saigon wastewater collection system and treatment plant; the construction of the North Saigon 1 wastewater collection system and treatment plant; the construction of the North Saigon 2 wastewater collection system and treatment plant; the construction of the Northwest City wastewater collection system and treatment plant.

Prepare land fund to attract investment

According to the Department of Construction, recently, Ho Chi Minh City has called for investment in urban wastewater treatment plants according to the planning. Currently, there are a number of interested investors who have been assigned to prepare project proposals. However, so far, they have not been able to implement them, in which, the biggest difficulty in attracting investment in calling for investment in urban wastewater treatment plants is the lack of land to build the plants.

Accordingly, currently, except for the Binh Tan basin wastewater treatment plant which has land for implementation, the remaining wastewater treatment plants do not have land, and when constructing the plant, land acquisition must be carried out according to regulations.

Therefore, in order to mobilize capital from domestic and foreign organizations and individuals to invest in the construction of wastewater treatment plants in different forms, the Department of Construction recommends that the Ho Chi Minh City People's Committee issue a document recommending the Ministry of Planning and Investment to supplement the medium-term public investment plan for 7 planned centralized wastewater treatment plants.

In particular, the Department of Construction proposed that the City People's Committee assign the Department of Natural Resources and Environment to coordinate with the Department of Planning and Architecture, the Department of Construction, the People's Committee of Thu Duc City and districts (12, Binh Tan, Nha Be, Hoc Mon, Cu Chi) to review land funds, organize the marking of land boundaries at the locations of wastewater treatment plants according to the planning. At the same time, advise the City People's Committee to implement the project of compensation and land recovery for urban wastewater treatment plants to prepare land funds to attract investment.

In addition, the Department of Construction also recommended that the Ho Chi Minh City People's Committee direct the Urban Infrastructure Construction Investment Project Management Board to develop a detailed implementation plan to complete the Nhieu Loc - Thi Nghe wastewater treatment plant in 2025.
