The reason why people who gave up land to build highways have not resettled

Some resettlement areas of the Tuyen Quang - Ha Giang expressway project through Ham Yen district (Tuyen Quang) have residents but no electricity or water. This is also the reason why many households have not moved or given up land for the project.


"Fishing" for electricity and water for half a year

On December 8, at the resettlement areas in Phu Luu, Minh Khuong, Minh Dan, and Bach Xa communes (Ham Yen district, Tuyen Quang province), reporters from Giao thong Newspaper recorded that roads and sidewalks in the above resettlement areas have basically been built.

However, in all 5 resettlement sites, the electricity and water systems have not been invested in synchronously, making it difficult for households to live. Without electricity and water, they also have difficulty building houses. That is also the main reason why many people have not moved here.

Mr. Hoang Ngoc L, a household receiving compensation in the resettlement area of ​​Minh Dan commune, said: "Currently, it is very difficult for us to build a house because there is no electricity or water. To complete the project, we have to "borrow" electricity and water from the opposite households. We can ask for 1 or 2 days, but for more than half a year we have to share electricity and water for daily activities. We are very reluctant, but there is no other way."

Households constructing houses in the expressway resettlement area are facing difficulties due to lack of electricity and water.

Mr. L said that when he gave up his land to build the Tuyen Quang - Ha Giang Expressway, his family was compensated about 2 billion VND and is building a new house in the resettlement area. His old house had its roof removed but the ceiling is still there to protect him from the sun and rain. During the day, he goes out to watch the construction of the house, and at night he returns to the old house to live. "I have a 3-month-old baby at home, without electricity or water, how can we live?", he lamented.

In the same situation, Mr. Hoang Ngoc M, a household that was compensated to move to the resettlement area of ​​Minh Dan commune, said: "The house had 5,400m2 of land taken, the total compensation amount was 890 million VND and 200m2 of resettlement land. However, until now, my family has not moved because the resettlement area has no electricity or water, so how can we live there?".

Because there is no electricity or water, each resettlement area for this highway in Ham Yen district only has about 3-4 households living there. To have electricity and water, they ask to use it from old households nearby.

Like the family of Mr. Trieu Van T (resettlement area of ​​Phu Luu commune), who handed over 8,000 square meters of land to the investor and received compensation of more than 800 million VND. His house was completed in August, electricity was connected from the old house nearby, "and water had to be taken from the ditch for construction, so it was very inconvenient".

But the house was finished but there was still no water, so Mr. T and other households had to drill wells. "However, the water was contaminated, and when pumped up, it was always black and unsuitable for daily use," he said.

According to Giao thong Newspaper, there are still many households that have not relocated. They have not handed over land for the expressway because there is no electricity or water in the resettlement area. "We also want the resettlement project to be completed soon to hand over the land to the government for road construction," said Mr. T.

Commitment to turn on electricity and water before December 20

The Tuyen Quang – Ha Giang Expressway Project in Tuyen Quang province passes through 11 communes and towns of Ham Yen district with a length of 48.3km. The entire district has 1,676 households that need to be relocated.

To serve the expressway, the district has planned 19 residential and resettlement areas in the area with a total area of ​​nearly 300,000m2, the number of households arranged for resettlement is 288. However, according to data from the People's Committee of Ham Yen district, currently only 104 households have registered to move, of which only 28 households have moved to the resettlement area.

Speaking with Giao Thong Newspaper reporter, Mr. Le Van Thai, Director of the Investment and Construction Project Management Board of Ham Yen district confirmed: "In Ham Yen district, there are 19 resettlement areas, all of which do not have electricity and water systems."

According to him, up to now, the resettlement areas have completed 80% of the contract progress. It is expected that the national grid connection will be completed before December 20, 2014. "At the same time, the transfer of money to support people to drill wells will be completed, ensuring electricity and water sources, stabilizing life," said Mr. Thai.

Many households do not relocate because living conditions are not guaranteed, which risks affecting the progress of the Tuyen Quang - Ha Giang expressway.

It is known that the Tuyen Quang - Ha Giang Expressway resettlement area project through Ham Yen district started construction in March 2023 and is scheduled to be completed on December 31, 2024. However, so far, less than 1/10 of the households have been relocated.

The fact that the remaining households have not yet relocated due to the lack of synchronous infrastructure in the resettlement area and lack of electricity and water can easily lead to a high risk of affecting the progress of the expressway.

According to the leader of the Project Management Board for Investment and Construction of Traffic Works in Tuyen Quang Province: Since the beginning of the year, Ham Yen district is one of the localities that has handed over the most land, with 48km of the total length of the entire route. However, there are still some hot spots that have not been cleared, affecting the progress of the route opening and roadbed construction.

At the progress inspection of the Tuyen Quang - Ha Giang Expressway project (phase 1), the People's Committee of Tuyen Quang province requested departments, branches and local leaders to urgently resolve difficulties and obstacles in compensation and site clearance. The People's Committee also directed the completion of handing over 100% of the site to construction units before November 30, 2024. However, by early December, the contractor was still facing difficulties due to the haphazard handover of the site, potentially causing the project to fail on schedule.
