Professor Le Anh Vinh, Director of the Vietnam Institute of Educational Sciences, predicted that by 2045, Vietnam will need to add about 500,000 teachers, managers and staff at all levels, equivalent to about 43,000 teachers per year.
Meanwhile, the teacher training network has a wide coverage across regions and localities, basically meeting the needs of teacher training from preschool to high school. However, the distribution is uneven, with the concentration of large teacher training universities in socio-economic centers, while the role of teacher training colleges is increasingly blurred. Most teacher training institutions operate independently, lacking a unified network, weak connectivity within the system and limited resource sharing, affecting the overall quality and effectiveness of training in the sector.

Professor Vinh said that it is necessary to plan the teacher training system by prioritizing 2-3 key universities and 5-6 regional universities to take on 70% of the enrollment target, improving the system's responsiveness and efficiency.
Ms. Nguyen Thi Kim Phung, former Director of the Department of Higher Education, also expressed special concern about teacher training recruitment, how to operate to attract students, whether to assign quotas to teacher training schools according to the model of the police and army. That is, training according to quotas, assigning jobs after graduation... Dr. Li Tingzhou (Teacher Training Center, Shanghai Normal University, UNESCO Level 2 Training Center) stated that in reality, the shortage of teachers in China is not significant. Currently, there are 226 teacher training universities and nearly 2,000 universities that utilize their specialized strengths to train primary and secondary school teachers. There are about 10 million people registering for the teacher certification exam each year, of which about 500,000 become teachers.
