Turning Na Hang - Lam Binh Nature Reserve into a key tourist area in the Northeast region

VHO - Planning to restore and renovate Na Hang - Lam Binh Nature Reserve to become a key tourist area of Tuyen Quang province, connecting with other relics and scenic spots of the province and the Northeast region to form a series of unique tourism products.

Deputy Prime Minister Le Thanh Long signed and issued Decision No. 763/QD-TTg dated April 15, 2025 approving the Task of developing a Plan for the preservation, restoration and rehabilitation of the special national scenic spot Na Hang - Lam Binh Nature Reserve.

The planning objective is to concretize the Tuyen Quang Provincial Planning for the period 2021 - 2030, with a vision to 2050, the Tourism System Planning for the period 2021 - 2030, with a vision to 2045; to form connections between historical - cultural relics with other scenic spots, traditional villages and hamlets in the planning area, to create an outstanding natural - cultural - historical landscape area, to turn Na Hang - Lam Binh Nature Reserve into a key tourist area of Tuyen Quang province, connecting with other relics and scenic spots of the province and the Northeast region into a chain of unique tourism products.

Preserve, restore and promote the typical biodiversity, landscape, cultural, historical and archaeological values of the Na Hang - Lam Binh National Special Scenic Area, the cultural heritage values of the ethnic communities living in the relic area; together with the Ba Be National Special Scenic Area, Ba Be District, Bac Kan Province, aiming for the scientific dossier "Ba Be - Na Hang Natural Heritage Area" to be recognized as a world heritage by the United Nations Educational, Scientific and Cultural Organization (UNESCO).

Determine the boundaries of protected areas, promote the value of the scenic spots of Na Hang - Lam Binh Nature Reserve; create a basis for management, functional zoning and determine land use targets for each area...

The planning research area belongs to the administrative boundaries of communes and towns of Lam Binh district and Na Hang district, Tuyen Quang province; including: communes: Khuon Ha, Thuong Lam, Phuc Yen and Lang Can town (Lam Binh district); communes: Nang Kha, Thanh Tuong, Son Phu, Da Vi, Hong Thai, Thuong Nong, Thuong Giap, Yen Hoa, Con Lon, Sinh Long, Khau Tinh and Na Hang town (Na Hang district); area of about 132,142.59 ha.

The planning scale is the entire area of 61,349.11 hectares of the protected zone I and II of the special national scenic spot Na Hang - Lam Binh Nature Reserve; within the administrative boundaries of the communes: Khuon Ha, Thuong Lam, Lang Can town (Lam Binh district) and the communes: Nang Kha, Thanh Tuong, Son Phu, Hong Thai, Thuong Nong, Thuong Giap, Yen Hoa, Con Lon, Sinh Long, Khau Tinh, Na Hang town (Na Hang district).

Nature of planning area: Special national scenic spot; nature reserve; potential location for development into national tourist area; located in ethnic minority and mountainous areas.

The Decision identifies 9 contents of the Planning Task, including:

Determine requirements for research, survey, and assessment of current status of relics; research and assessment of socio-economic and natural environmental factors related to planning content.

Identify typical features and values.

Determine planning perspectives, goals and vision.

Determine the development forecast indicators for the planning area.

Technical infrastructure planning orientation.

Determine the content of the orientation for preservation, restoration, rehabilitation and promotion of the value of Na Hang - Lam Binh scenic spot.

Orientation of architectural space organization, landscape and construction of new works.

Orientation to promote values associated with tourism development.

Orientation on environmental protection, nature conservation, biodiversity and disaster prevention, response to climate change.

The Deputy Prime Minister assigned the People's Committee of Tuyen Quang province to be responsible for arranging capital sources, approving cost estimates for planning and other costs related to planning work; assigning investment agencies; and selecting planning consultants in accordance with legal regulations.

The People's Committee of Tuyen Quang province shall preside over and coordinate with the Ministry of Culture, Sports and Tourism and relevant ministries and branches to organize the preparation and submission for approval of planning projects in accordance with the provisions of the Law on Cultural Heritage and relevant legal provisions; be responsible for and ensure strict and full implementation of regulations on consulting with the community, experts, scientists on conservation, landscape, architecture and relevant agencies, organizations and individuals in the locality during the planning process.
