Connecting work with farmers
As a worker at Dai Loc Irrigation Branch since 1995, Mr. Le Phuoc Huy (Dai Cuong Commune, Dai Loc) has been working in the fields for 29 years. Graduated from the irrigation college, Mr. Huy said that at that time he was lucky to have a job as an irrigation worker in his hometown.
“The nature of irrigation work is closely linked to food security, so I have to constantly go to the base, inspecting each dam and canal along the lines in the fields.
In the irrigation water management route, there are clear regulations, especially at night, we must go to the construction site, afraid that people will rush to get water to their fields but do not do it properly, affecting the entire canal and other fields.
Mr. Huy was commended and recognized by Dai Loc District Party Committee and Tam Ky City Labor Federation for his good implementation of Conclusion 01 on continuing to implement Directive No. 05 dated May 15, 2016 of the 12th Politburo on promoting studying and following Ho Chi Minh's ideology, morality and lifestyle.
Therefore, irrigation workers work according to the nature and efficiency of their work, not according to administrative hours, and do not count holidays, Tet or weekends. Therefore, the compliance awareness of each irrigation worker is very high to ensure smooth irrigation and drainage operations" - Mr. Huy shared.
The job of irrigation workers is to organize and carry out water distribution according to the process at the sluice gates, calculate the amount of water used according to each growth period of rice plants, calculate the water level balance of the reservoir, and calculate flood forecasts for the dam.
Everything must be done on time, in the right category, with the required quality, in addition to the items already in the plan. During the rainy season, it is necessary to promptly develop a plan for flood and storm prevention and evacuation of people. When an incident occurs, materials and equipment must be fully prepared, based on the implementation of the 4 on-site motto.
As civil servants
According to Mr. Le Phuoc Huy, in addition to regularly working at irrigation works, irrigation officers and workers also ensure the management and protection of canal works, the progress of clearance plans, actively prevent new violations from arising and promptly detect and resolve them.
At the same time, there are plans and measures to coordinate with farmers' associations and localities to propagate the management and protection of canal works in the system of works under the management of the branch. Therefore, in addition to professional work, irrigation officers sometimes also do mass mobilization work.
For example, in the case of people encroaching on irrigation works, in addition to sending documents to localities requesting coordination in handling, irrigation workers must go to their homes to explain in detail and guide them in implementing procedures and documents to build works in accordance with regulations.
The branch coordinated with the Farmers' Association of Dai Cuong commune and the People's Committee of Ai Nghia town to organize a seminar and direct dialogue with people about the management and protection of irrigation works with 31 members participating.
Through that, people have had perceptions and awareness about the work of participating in the management and protection of construction works, local authorities have also seen their responsibility in disseminating laws and inspecting and handling related violations according to assigned responsibilities.
Mr. Nguyen Van Khanh - Chairman of the Trade Union of Quang Nam Irrigation Exploitation Company Limited commented that Mr. Le Phuoc Huy always strives to improve his knowledge to become more and more perfect in his work.
From the position of a laborer, he gradually gained the trust of his superiors and was promoted to manager, and is now Deputy Director of Dai Loc Irrigation Branch (under Quang Nam Irrigation Exploitation Company Limited).
The branch is assigned the task of regular repair, maintenance of works, area management, irrigation management, directly monitoring and directing activities at Khe Tan Irrigation Cluster and Dai Phong Irrigation Cluster.
Mr. Nguyen Van Khanh commented: "No matter what position he holds, Mr. Huy is always attached to irrigation work, makes efforts in the innovation movement, and encourages workers to strive to complete their tasks well.
When things happen at the grassroots level but the new people have not been able to handle them, he always takes the lead to go to the grassroots level to talk with the people, mobilizing the people to work with the branch to ensure irrigation, drainage, and dam safety.
