On February 13, Deputy Prime Minister Tran Hong Ha led a Government delegation to inspect the Bien Hoa - Vung Tau Expressway and the road connecting Long Thanh Airport; worked with relevant units on the supply of construction materials and resolved problems at key transport projects in the Southern region.
Deputy Prime Minister Tran Hong Ha said: Many Central working delegations came to Dong Nai to work, the reason is that the locality has large projects with a large amount of work, so the Government is interested and handles them promptly. The purpose of the working sessions is to clarify the problems as well as the units responsible for handling them; agree on solutions to ensure the supply of construction materials for the project.
The Deputy Prime Minister requested units to urgently remove obstacles in key projects, especially ensuring the supply of construction stone materials. Dong Nai needs to quickly establish a working group to handle issues related to construction stone, and by this February, must complete procedures and documents to extend mining, increase mine capacity, and coordinate stone for projects.
In the future, the number of vehicles transporting materials on the roads in Dong Nai will be very large. The province needs to arrange forces to regulate and divide traffic, ensuring safety and smoothness. Project investors clearly determine the volume of stone for construction and are responsible for the given figures.
Regarding Long Thanh airport, the Deputy Prime Minister requested the Ministry of Transport to promptly issue a document requesting the Government to assign Dong Nai as the competent State agency to implement the project of supplying fuel to serve Long Thanh airport (from Go Dau port to outside the boundary of Long Thanh airport) and building an airport urban area, creating a basis for adjusting the investment policy of Long Thanh airport.
According to the Deputy Prime Minister, the progress of Long Thanh airport is an issue that needs special attention, because a delay of 1 day can cause tens of billions of dong in damage. Units need to consider and advise competent authorities to allow the application of special mechanisms at the Long Thanh airport project in the spirit of the National Assembly, contributing to speeding up the project's progress.
At the meeting, the most discussed issue was the construction stone materials provided for the Long Thanh airport project, Bien Hoa - Vung Tau expressway, and Ring Road 3 - Ho Chi Minh City. Currently, these 3 projects need about 9 million m3 of stone.
Mr. Nguyen Tien Viet - Deputy General Director of Vietnam Airports Corporation (ACV) said that Long Thanh Airport project needs more than 7 million m3 of rock, currently contractors have imported and used more than 2 million m3. From now until the end of 2025, the project needs nearly 5 million m3, an average of 500,000 m3 per month.
ACV proposed that Dong Nai province increase the capacity and exploitation capacity at mines in the area; allow transportation vehicles to operate overnight because from now on, there will be about 2,000 trips of vehicles carrying materials to and from the construction site every day to meet the construction needs of the packages...
According to Mr. Le Anh Tuan - Deputy Minister of Transport, the Southern region is implementing 15 key transport projects, the demand for construction stone is more than 21 million m3. Dong Nai is considered the "capital" of stone mining in the country with 32 licensed mines, total reserves of nearly 400 million m3. On average, the province can exploit 22 million m3 of stone each year. However, currently, the stone mines in Dong Nai cannot meet the demand for projects. Licensing and increasing the capacity of stone mining is under the authority of the locality.
Mr. Vo Tan Duc - Chairman of Dong Nai Provincial People's Committee informed that in the process of granting licenses for mineral exploitation for common construction materials, Dong Nai encountered some difficulties and problems in extending and adjusting mineral exploitation licenses; granting mining licenses in non-auction areas; and implementing land procedures when granting licenses for group IV mineral exploitation.
Recently, Dong Nai has worked with the Ministry of Natural Resources and Environment, quarry owners, and project investors, thereby agreeing to establish two groups to resolve legal issues regarding extension, increasing mining capacity, and coordinating and allocating construction stone for projects. In the coming days, Dong Nai authorities will work with quarry owners and project investors to agree on a plan to remove obstacles in stone exploitation, ensuring the supply of materials for key traffic projects in Dong Nai and the southern region.
