Captain Tran Vinh Chien directly fought and discovered dozens of complex cases such as: breaking up a criminal ring led by Le Thanh Hung, taking advantage of "green lane" trucks during the COVID-19 pandemic outbreak to transport drugs from Cambodia to the city; breaking up a ring of illegal drug preparation, transportation, and trading (ecstasy powder) from France to Vietnam led by "Tri Ca Voi", arresting 21 subjects, seizing more than 18,000 ecstasy pills...

Captain Tran Vinh Chien is being nominated for the Outstanding Young Vietnamese Faces Award 2024.

In the case of "Illegal drug transportation" carried out by Nguyen Thanh Vinh, the mastermind was Tran Van Hai, the police seized more than 104kg of various synthetic drugs. Captain Tran Vinh Chien said that in mid-2022, the Drug Crime Investigation Police Department discovered a drug trafficking and illegal transportation ring in large quantities from Cambodia to Ho Chi Minh City for consumption.

The ringleader, who lives in Cambodia, directed Tran Van Hai and Nguyen Thanh Vinh to distribute to his followers in Ho Chi Minh City.

On the evening of June 4, 2022, Captain Tran Vinh Chien and the reconnaissance force inspected and caught Vinh red-handed while driving a car carrying 99.2 kg of crystal meth disguised in 6 sacks from An Giang to a "warehouse" in Nha Be district, Ho Chi Minh City.

Being arrested, Vinh still stubbornly refused to cooperate, in order to hide his accomplice. Vinh had 4 previous convictions and 6 previous convictions, so he had experience in dealing with the investigation agency, but he loved his wife and children very much. The point to untangle the knot appeared, Captain Tran Vinh Chien encouraged and persuaded Vinh to make merit to redeem himself in order to receive leniency from the law. Vinh changed his attitude and revealed that his accomplice was Hai.

Urgently searching Hai's residences in District 4 and Nha Be District, the police seized more than 5kg of various drugs... As the main investigator in the case of investigating the illegal drug trafficking ring through Tan Son Nhat International Airport involving 4 female flight attendants, Captain Tran Vinh Chien proactively innovated investigative thinking, was creative in the method of collecting evidence, pioneered the application of science and technology, advised the Special Task Force to direct the review and diagram of 7 shipments of illegal drug trafficking of the above criminal ring that had been successfully transported; Following the "flow" of drugs, cutting off 383 branches, branching out criminal lines operating in 36 provinces and cities, exposing each "cover" of drug "bosses", prosecuting 1,332 defendants, seizing 324kg of various drugs, 12 guns, 3 grenades and many related evidences, proving that the amount of money the subjects had traded in drug trafficking was more than 28,000 billion VND.

In addition, Captain Tran Vinh Chien and his teammates also investigated and solved many other major cases such as: "Illegal drug trafficking" and "Illegal drug transportation" cases, which occurred in Ho Chi Minh City area by Chu Ba Chung and his accomplices; evidence collected was more than 94.9 kg of synthetic drugs; Participated in the working group in Vientiane Capital - Laos, extradited 9 subjects who had wanted/searched for decisions in the investigation project coded 923C and 1 wanted subject of District 10 Police back to the country...

Up to now, Captain Tran Vinh Chien has directly and with his teammates participated in handling and investigating more than 40 cases and incidents with 130 defendants, confiscating more than 350kg of various types of drugs and many other related exhibits and assets...

Tran Vinh Chien is also a typical example in participating in the Youth Union movement. Typically with the project "Youth of the Drug Crime Investigation Department takes the lead in propagating the law and preventing the harmful effects of drugs in Ho Chi Minh City", Captain Tran Vinh Chien participated in compiling documents and directly organized with the Youth Union members 4 online training courses and dozens of propaganda sessions at schools in the city with the participation of nearly 50,000 teachers, students and pupils.

For many consecutive years, Captain Tran Vinh Chien has achieved the title of Emulation Fighter at the grassroots level (from 2021 to present), received 10 Certificates of Merit from the Director of the City Police Department, 1 Certificate of Merit from the Ministry of Public Security (in 2023), 2 Certificates of Merit from the Ho Chi Minh City People's Committee (in 2022, 2024), 1 Certificate of Merit from the Central Executive Committee of the Ho Chi Minh Communist Youth Union. In particular, Captain Tran Vinh Chien was also honored to receive 1 Third Class Military Exploit Medal from the President of the Socialist Republic of Vietnam (in 2024).

Captain Tran Vinh Chien was also awarded the title "Excellent Youth Following Uncle Ho's Teachings of the City Police in 2022", "Excellent Young Party Member of the City Police in 2024" and "Excellent
"Outstanding Young Citizen of Ho Chi Minh City Police in 2024". In addition, with his outstanding achievements and contributions to the overall development of the city, Captain Tran Vinh Chien was honored as "Outstanding Young Citizen of Ho Chi Minh City in 2022".
