Also because of its own advantages, along with Mong Cai, Van Don is identified by Quang Ninh as one of the two strategic breakthroughs, promoting the Eastern economic corridor of the province; identified by the Government as a multi-sector, multi-field marine economic zone, entertainment industry center, high-class sea - island tourism, comprehensive services; an international trade gateway to create unique, different, modern products with high quality, brand and international competitiveness; building a green, modern, smart, sustainable sea and island urban area; having a particularly important position in terms of national defense and security...

Possessing a solid foundation with clear orientations and mechanisms, in order to promote the potential and advantages of this land, Van Don has focused on completing the planning. Up to now, the planning projects that are fundamental and oriented for an entire period and development stage in Van Don Economic Zone have been approved by competent authorities. The areas oriented for development and investment attraction until 2030 have basically completed the zoning plan, meeting the requirements of planning management, ensuring consistency and conformity with the higher-level plans, serving as a basis for promoting investment attraction. Currently, the district is strengthening the management of planning, resources, environmental protection and site clearance; promoting administrative reform, promoting potential and advantages to attract investment to the area, urging investors to implement existing projects, resolutely handling projects that do not meet capacity requirements to select capable investors to implement; Focus on accelerating the progress of infrastructure investment projects, especially domestic transport infrastructure.

Currently, Van Don has 59 investment projects using non-budgetary capital with a total registered capital of nearly 39,000 billion VND. Among them, there are many large-scale high-end resort projects, urban complexes, and tourism services, such as: Sonasea Van Don Harbor City resort complex; Van Hai high-end eco-tourism area; Crystal Holidays Harbor Van Don tourism, resort and entertainment complex... The synchronized works and infrastructure are Van Don International Airport; Cai Rong Town Coastal Urban Area; Southeast Urban, Commercial and Service Area of the Airport area; Mixed tourism service center, marina, Van Don Marina residential area and a series of other projects that have been approved for planning...

On the basis of maximizing potentials and advantages, taking advantage of the efficiency brought about by the technical infrastructure system that has been and is being invested, Van Don focuses on in-depth development, based on advanced science and technology, focusing on industries with competitive advantages, bringing clear socio-economic benefits through owning high-quality tourism and service projects, forming modern tourism and service highlights, creating spillover effects. At the same time, closely combining socio-economic development with strict protection of the environment, the environment of Bai Tu Long Bay; preserving and promoting the value of Bai Tu Long National Park; preserving traditional cultural identity; building a civilized and friendly tourism environment; strengthening and expanding foreign cooperation relations.
