Synchronizing sustainable poverty reduction solutions

In 2022, from a loan of 50 million VND for poor households, Ms. Ta Thi Chan's family in Cau Tien residential group, Tan Huong ward (Pho Yen city) invested in livestock farming, purchased agricultural tools for production, and rose up to escape poverty in 2024.

Identifying poverty reduction as a key task in local socio-economic development, the People's Committee of Pho Yen City has closely followed the Central Government's viewpoints and goals and correctly identified the local situation to develop specific plans, focus on directing and mobilizing resources for implementation.

Accordingly, all levels and sectors in the city have promoted the sense of responsibility to help the poor rise up, not to let the poor suffer from inferiority complex; create conditions for the poor and poor households to conveniently access basic social services in health, education, housing, domestic water and environmental sanitation, access to information...

Professional agencies have also actively researched high-income economic development models to introduce, helping poor households access, learn and apply them to family economic development, proactively striving to escape poverty sustainably...

Through preferential loans from the Social Policy Bank, many households in Pho Yen City have invested in developing their family economy and escaped poverty.

Typically, the livelihood diversification models were implemented by the City People's Committee in the period of 2021-2024 with an implementation budget of over 12 billion VND (of which the central budget is over 10.8 billion VND, the city budget is over 1.5 billion VND). Participating in the models, 169 poor, near-poor and newly escaped poverty households in 6 communes and wards were supported with 28 buffaloes and 141 breeding cows. In order for the projects to be implemented effectively, the city's professional department also organized 16 training courses, instructing people on techniques for caring for, preventing and treating diseases for livestock; 2 training courses to improve capacity for 56 households...

As one of the poor households in Minh Duc commune who benefited from the Breeding Cow Project, Mr. Nguyen Van Son, in Thuan Duc 2 hamlet, shared: In September 2024, my family was supported with a breeding cow, weighing about 200 - 220kg. Before handing over the cow, I was allowed by the professional agency to visit the breeding farm and choose the breeding cow of my choice, so I was very excited and assured. Currently, the livestock is growing and developing very well, my family is striving to escape poverty this year.

Along with implementing the livelihood model, the People's Committee of Pho Yen City has also integrated and implemented poverty reduction and social security policies synchronously and effectively, contributing to improving living conditions and increasing access to basic social services for the poor. In the 2021-2024 period alone, the City People's Committee has paid subsidies correctly, sufficiently and promptly to more than 6,000 beneficiaries, with an amount of over 30 billion VND/year; supported housing for 134 households with an amount of nearly 6 billion VND; supported electricity bills for over 3,900 households, with a total cost of over 2.2 billion VND.

The Bank for Social Policies, Pho Yen City Branch, has disbursed loans to over 7,500 households to build clean water and environmental sanitation projects, with a total cost of over VND 147 billion; creating conditions for over 1,500 poor and near-poor households to borrow loans with an amount of over VND 107 billion to develop their family economy...

From the “For the Poor” Fund, in the period of 2021-2024, the Vietnam Fatherland Front Committee of Pho Yen City and its member organizations have supported 165 households to build and repair houses, with an amount of over 2.2 billion VND.

Comrade Nguyen Van Doan, Vice Chairman of Pho Yen City People's Committee, added: To effectively implement poverty reduction work, in addition to the local budget, in the period of 2021-2024, Pho Yen City has also mobilized resources from businesses, philanthropists, groups and individuals to support through the city's "For the Poor" Fund with an amount of over 2.8 billion VND.

From this source of capital, the City Fatherland Front Committee and its member organizations have supported 165 households to build houses with an amount of over 2.2 billion VND; 95 households received support in the humanitarian address attachment program with an amount of 60 million VND and many other meaningful activities. With the advantage of having developed industrial parks and clusters, the City People's Committee has also implemented many programs to connect, consult and introduce jobs for workers. In 2024 alone, the locality organized 25 job fairs in 18 communes and wards, attracting over 1,800 participants; 1 city-level job fair connecting startups with over 1,200 workers participating. Every year, the whole city has more than 4,000 workers with new jobs, contributing to increasing income and improving people's lives.

Thanks to the synchronous implementation of solutions in poverty reduction, by the end of 2024, Pho Yen City will have 520 poor households (accounting for 1.18%), a decrease of 706 households compared to 2021; near-poor households are 913 households (accounting for 2.07%), a decrease of 636 households compared to 2021. Promoting the achieved results, in the coming time, Pho Yen City People's Committee will continue to integrate and effectively use investment capital for poverty reduction work, prioritizing the use of investment capital for essential infrastructure works and projects to serve production development, improve people's lives in remote communes and ethnic minority areas; strengthen connections and introduce jobs for rural workers, especially workers from poor households and ethnic minorities; link vocational training with job creation for poor workers...
