Enhance responsibility and proactively direct to complete the goals for the period 2021

According to the Ministry of Agriculture and Environment (MARD), for the National Target Program on New Rural Areas (NTM), by March 2025, 77.9% of communes nationwide will meet NTM standards compared to the assigned target of 80%; 39.2% of communes will meet advanced NTM standards compared to the assigned target of 40%; 9.95% of communes will meet model NTM standards compared to the assigned target of 10%.

The rate of district-level units recognized as completing tasks/meeting NTM standards is 47.6% compared to the assigned target of 50%; the rate of advanced NTM districts is 9.1% compared to the assigned target of 20%. In addition, the whole country has 6 provinces recognized by the Prime Minister as completing the task of building NTM.

Regarding the National Target Program on Sustainable Poverty Reduction, up to now, the poverty rate is 1.93%; achieving the assigned target of reducing by 1% - 1.5%/year. Our country has paid attention to poor districts, especially disadvantaged communes in coastal and island areas to invest in infrastructure.

To date, the country has invested in over 2,500 projects. The rate of stunting and malnutrition among children under 16 years old has decreased to 26.43%, exceeding the assigned target of under 34%. Most of the workers are from poor households, near-poor households, and households that have just escaped poverty and need counseling, career guidance, and connection to the labor market.

Most of the staff working on poverty reduction have been trained in management skills and program implementation. The rate of extremely disadvantaged communes in coastal and island areas that have escaped from poverty is 35.18%, exceeding the assigned target of 30% reduction (19/54 communes).

Nationwide, over 9,300 livelihood models have been deployed (far exceeding the target of supporting over 1,000 models as planned). At the same time, successful job connection support has been provided for nearly 125,000 workers from poor households, near-poor households, and households that have just escaped poverty.

Also according to the Ministry of Agriculture and Environment, the total central budget capital allocated to implement the National Target Program on New Rural Development for the period 2021 - 2025 is 41,179 billion; of which, the capital plan for 2025 has been allocated 9,018 billion VND. Regarding disbursement progress, by the end of 2024, the disbursement rate of central budget capital will reach about 75% of the assigned capital plan, of which, development investment capital will reach 77.4%, and public service capital will reach 68%. Regarding resource mobilization, accumulated to March 2025, the total mobilized resources for developing rural areas nationwide will be about over 3,000,000 billion VND.

For the Sustainable Poverty Reduction Program, the total central budget capital allocated for the 2021 - 2025 period is over VND 44,607 billion. By the end of 2024, the disbursement rate reached 79% of the plan, of which 91% was development investment capital and 67% was public service capital. Regarding resource mobilization, in the 2021 - 2024 period, the whole country mobilized over VND 8,103 billion to implement the program...

Concluding the meeting, Deputy Prime Minister Tran Hong Ha requested ministries, branches and localities to enhance their responsibility and proactively direct the completion of the goals for the 2021-2025 period.

At the same time, it is necessary to research and propose a program for the 2026 - 2030 period to submit to competent authorities in 2025, ensuring implementation from the beginning of 2026.

Localities need to speed up the allocation progress, assign detailed plans for central budget capital, and arrange sufficient counterpart capital for 2025. At the same time, promote disbursement of state budget capital, especially central capital, and guide the adjustment of policies on new rural construction and sustainable poverty reduction in accordance with the rearrangement of administrative units...
