On September 13, within the framework of the 54th regular session of the Human Rights Council (HRC), Ambassador Le Thi Tuyet Mai, Head of the Permanent Mission of Vietnam to the United Nations (UN), the World Trade Organization and other international organizations in Geneva, spoke at the general discussion on the updated report of High Commissioner for Human Rights Volker Türk on the human rights situation worldwide.
In her speech, Ambassador Le Thi Tuyet Mai expressed her appreciation for the active role and efforts of the High Commissioner for Human Rights in promoting the activities of the Human Rights Council and affirmed that Vietnam supports the activities of the Office of the High Commissioner for Human Rights to promote and protect human rights for all people.
Ambassador Le Thi Tuyet Mai clearly stated Vietnam's policy on promoting and protecting the enjoyment of human rights by all people, in which she emphasized Vietnam's development policy of taking people as the center, considering people as the subject, goal and driving force of development, aiming to achieve sustainable development goals.
Vietnam believes that it is necessary to promote initiatives and actions at the national, regional and international levels to address the negative impacts of global challenges such as climate change and food insecurity, which are currently threatening the enjoyment of human rights of people around the world, especially vulnerable groups, as well as the ability to achieve the sustainable development goals.
At the same time, Ambassador Le Thi Tuyet Mai emphasized the need to resolve political divisions and differences and promote cooperation and trust building, including through the activities of the Human Rights Council, to ensure that people around the world fully enjoy human rights.
In addition, Ambassador Le Thi Tuyet Mai reaffirmed Vietnam's commitment to promoting substantive dialogue and effective cooperation with all member states and human rights mechanisms of the United Nations; supporting the basic principles of universality, fairness, objectivity, non-selectivity, and non-interference in the internal affairs of countries; believing that substantive dialogue and cooperation as well as compliance with the above principles are the most effective ways to promote and protect human rights for sustainable development.
Earlier, High Commissioner for Human Rights Volker Türk presented an Update on the human rights situation worldwide, which reaffirmed the human rights enjoyed by all people in the world, such as the right to a decent life, including access to food, health care, education, a clean, healthy and sustainable environment, a judicial system that protects human rights, and the obligation of States to realize these rights; and mentioned the human rights situation in a number of countries and territories.
The High Commissioner for Human Rights said that to address global challenges such as climate change, pandemics, conflicts, water and food insecurity that have left millions facing hunger, the world needs to act immediately. However, instead of uniting to address the challenges, the world is witnessing political division. Therefore, the High Commissioner for Human Rights called on countries to unite and work together to address the challenges facing humanity.
The High Commissioner for Human Rights also stressed that with the increasing crises facing the world, countries need to move towards a rights-based economy in which green solutions are promoted.
At the 54th Session of the UN Human Rights Council held in Geneva from September 11 to October 13, Vietnam continued to promote its participation as a member of the UN Human Rights Council for the 2023-2025 term, in which a key topic that Vietnam promoted at this Session was the right to health.
Accordingly, Vietnam has developed a Joint Statement at the discussion session on the topic of promoting human rights through vaccination and organized an International Symposium on promoting human rights through vaccination. The 54th session of the Human Rights Council, which will continue to be held in a hybrid format in Geneva and online, is the last regular session of the year. It will include five thematic sessions on unilateral enforcement measures (UCM) and human rights, gender mainstreaming in the work of the Human Rights Council, the rights of indigenous peoples, youth and human rights, and cyberbullying of children; discussions on 87 thematic reports, as well as discussions and dialogues with 37 special procedures of the Human Rights Council and UN human rights mechanisms. This session also includes discussions and dialogues on the human rights situation in a number of countries, including: Afghanistan, Belarus, Cambodia, Myanmar, Russia, Ukraine, Sri Lanka, and Syria. At this Session, the Human Rights Council also plans to complete the procedure for adopting the entire Universal Periodic Review (UPR) Report of the 4th cycle of 14 countries; at the same time, it is expected to consult and consider and adopt about 30 draft resolutions; and consider and approve the decision to appoint 12 personnel for the special procedures of the Human Rights Council. |
