The 6th Congress of Delegates of the Vietnam Youth Union of Son La province, term 2024-2029

On October 2, at the Central Hall of Son La City, the 6th Congress of Delegates of the Vietnam Youth Union of Son La Province, term 2024-2029, took place with the theme "Son La Youth Pioneers - Volunteers - Creativity - Development".

Attending the Congress were comrades: Vi Duc Tho, member of the Provincial Party Standing Committee, Chairman of the Provincial Vietnam Fatherland Front Committee; Luu Minh Quan, member of the Provincial Party Standing Committee, Head of the Provincial Party Committee's Mass Mobilization Commission; Nguyen Thanh Cong, Vice Chairman of the Provincial People's Committee; leaders of the Central Council of the Young Pioneers, the Central Committee of the Vietnam Youth Union, and 248 official delegates, representing more than 70,000 members and youths in the province.

In his opening speech, comrade Lo Manh Cuong, Deputy Secretary of the Provincial Youth Union, Chairman of the Vietnam Youth Union of Son La province, term V, affirmed: The 6th Congress of the Son La Provincial Youth Union is a Congress that demonstrates the determination, aspirations and responsibilities of cadres, members and youth of all ethnic groups in the province, promoting the youth's strength to contribute together with the Party Committee, government and people of all ethnic groups to build Son La province to develop greenly, quickly and sustainably.

Comrade Lo Manh Cuong, Deputy Secretary of the Provincial Youth Union, Chairman of the Vietnam Youth Union of Son La province spoke at the Congress.

In the 2019-2024 term, the Vietnam Youth Union of the province has made strong progress in both scale and quality. The programs and movements of the association have been implemented substantially, creating an environment for young people to practice, contribute, promote the spirit of vanguard, volunteerism, and creativity to participate in socio-economic development and national defense.

A typical example is the movement "I love my Fatherland", which has encouraged young people to express their patriotism through concrete actions, training, cultivating, and striving to become good citizens, living honestly and responsibly towards their families and society.

In the movement "Son La Youth Volunteers for the Community", all levels of the association have implemented 15,470 youth projects and tasks; over 820,000 cadres, members and youths participated in volunteer programs, supporting 86,570 people and students in difficult circumstances with a total value of over 39 billion VND; implementing the construction of 202 schools, houses, boarding houses...

With the program "Accompanying young people to establish a career", the whole province organized 140 activities to support over 126,000 young people to access the labor market; established 204 volunteer young intellectual teams to support the transfer of science and technology to young people; supported 86 projects and youth start-up models, with a total value of 6.1 billion VND... Associations at all levels in the province innovated the content and methods of operation with many solutions, contributing to the completion of 10/10 targets, of which 6 targets exceeded the set plan.

At the Congress, delegates focused on discussing and contributing ideas to continue innovating the content and methods of operation, building a strong association; agreeing on the goals, contents and solutions to concretize the action program of the Vietnam Youth Union of the province, term VI, 2024-2029.

Comrade Nguyen Kim Quy, Permanent Vice President of the Central Committee of the Vietnam Youth Union, spoke at the Congress.

Speaking at the Congress, Comrade Nguyen Kim Quy, Permanent Vice President of the Central Committee of the Vietnam Youth Union, requested the Congress to synchronously, resolutely and effectively implement the action program and tasks and solutions stated in the resolution, in accordance with the specific situation of the province; continue to effectively implement the emulation movements of the Union; promote the potential and advantages of agriculture, eco-tourism and indigenous culture, develop start-up ideas; promote solidarity, gather young people, strongly arouse patriotism, self-reliance, self-reliance, confidence and aspiration to build Son La province to develop greenly, quickly and sustainably.

Speaking at the Congress, Comrade Nguyen Thanh Cong, Vice Chairman of the Provincial People's Committee, requested the new Provincial Committee of the Vietnam Youth Union to continue promoting the spirit of solidarity, gathering young people in the province; doing a good job of educating and orienting young people, contributing to building a new generation of young people "with heart, mind, talent, self-respect and self-control"...

In the spirit of democracy, solidarity and high consensus, the Congress consulted to elect 31 members of the Provincial Committee of the Vietnam Youth Union, term VI, 2024-2029. At the first session, the Provincial Committee of the Vietnam Youth Union, term VI, consulted to elect the Chairman of the Provincial Youth Union, term VI, and the Inspection Committee of the Provincial Youth Union, term VI, 2024-2029. Comrade Lo Manh Cuong continued to be consulted to hold the position of Chairman of the Provincial Committee of the Vietnam Youth Union, term VI.

On this occasion, the Central Committee of the Vietnam Youth Union awarded certificates of merit to 4 collectives and 15 individuals; the Provincial People's Committee awarded certificates of merit to 3 collectives and 8 individuals; the Provincial Committee of the Vietnam Youth Union awarded certificates of merit to 5 collectives and 29 individuals with outstanding achievements in the work of the Union and youth movements for the 2019-2024 term.

Introducing the Delegation to the 9th National Congress of the Vietnam Youth Union, term 2024-2029.

The Congress also elected 10 official delegates and 3 alternate delegates to attend the 9th National Congress of the Vietnam Youth Union, term 2024-2029.

The Central Committee of the Vietnam Youth Union awarded certificates of merit to collectives and individuals.

Targets of Resolution of the 6th Provincial Congress of Delegates of the Vietnam Youth Union, term 2024-2029

(1) 100% of cadres and members are thoroughly informed and educated, and 80% of young people are informed and disseminated about resolutions of the Party, Youth Union, and Association, provided with information on policies and laws, and equipped with knowledge about national defense and security.

(2) Every year, the provincial level and 100% of the Vietnam Youth Union at the district level have at least 2 activities participating in preserving and promoting national cultural identity.

(3) Every year, the provincial level and 100% of the Vietnam Youth Union at the district level organize at least 1 activity to equip young people with startup knowledge; strive to support at least 80 innovative startup projects of young people during the term.

(4) 80% of young people participate in activities to support digital capacity building; use online public services, and use electronic payment accounts.

(5) Introduce jobs to 100,000 young people, of which at least 1,000 young people have stable jobs.

(6) Each member participates in at least 2 volunteer activities per year.

(7) Organize youth volunteers to donate 3,000 units of blood; establish teams of young doctors and nurses to provide free health care and chronic disease screening for 30,000 children and people in difficult circumstances.

(8) Provincial level and 100% of Vietnam Youth Unions at district level annually organize at least 1 activity to create a creative environment for young people; organize at least 1 activity to improve foreign language skills and international integration for young people.

(9) Every year, the Vietnam Youth Union at all levels organizes at least one training course on professional skills of the Union for Union officials; maintains the organization of commendation for exemplary Union officials.

(10) Develop 20,000 new members; strive to develop 4 Association organizations in non-state enterprises, industrial parks, and new urban areas.
