Speaking at the opening of the conference, Secretary of the Provincial Party Committee - Chairwoman of the Provincial People's Council Ho Thi Hoang Yen raised a number of issues that need attention during the discussion.

Regarding the report on the implementation results of the Provincial Party Committee's Resolution in the first quarter and key tasks and solutions in the second quarter of 2025, the Provincial Party Committee Secretary requested delegates to closely follow the content of the draft report and the report of the Standing Committee and examine the situation in the locality and the responsible unit to discuss and objectively and comprehensively assess the implementation of political tasks in the first quarter of 2025, especially comparing with the goals and tasks of the 2025 resolution to propose specific solutions to focus on achieving the highest results in the second quarter and the remaining quarters of 2025.

In particular, assessing the implementation and concretization of the Provincial Party Committee Resolution in 2025; the organization of the implementation of the growth target of 8% or more; difficulties, obstacles and solutions in the coming time; the implementation of the public investment plan, the progress of disbursement of public investment capital; the progress of building new rural areas, advanced new rural areas, and model new rural areas; the progress of eliminating temporary and dilapidated houses in the province; assessing the situation of political security, social order and safety, traffic accidents, and social evils in the area.

Provincial Party Secretary - Chairwoman of the Provincial People's Council Ho Thi Hoang Yen delivered the opening speech at the conference.

Regarding the Interim Report on 4 years of implementing Directive No. 01-CT/TU and 1 year of implementing Plan No. 330-KH/TU of the Provincial Party Standing Committee on launching the "New Dong Khoi" emulation peak in the two years of 2024-2025, it is requested to study, discuss and give opinions on the draft report; focusing on evaluating the new Dong Khoi emulation peak in the two years of 2024-2025, especially the contents that need to be focused on in 2025.

Regarding the draft Plan of the Provincial Party Committee to implement Resolution No. 57-NQ/TW, dated December 22, 2024 of the Politburo on breakthroughs in science, technology, innovation and national digital transformation, to achieve the goal of comprehensive and synchronous development of science, technology, innovation and digital transformation potential into an important foundation to enhance endogenous capacity and competitiveness of the local economy through promoting research and application of science and technology, improving productivity, quality and added value in key sectors and fields, it is necessary to research, discuss and give opinions on specific goals, tasks and solutions in the coming time, especially breakthrough tasks, close to the local situation, ensuring results in implementation.

“The contents of this conference are all very important, especially the assessment of the situation and results of the implementation of the Provincial Party Committee's Resolution in the first quarter and the key tasks and solutions in the second quarter of 2025 in the context of streamlining the organizational apparatus, developing a project to merge commune-level administrative units , eliminating districts and merging them into provinces. After the opening speech, the conference focused on discussing in the hall to give opinions on the following contents: Submission to approve the draft Report on the implementation results of the Provincial Party Committee's Resolution in the first quarter of 2025; Submission on amending and supplementing the Working Regulations of the Provincial Party Committee, the Provincial Party Committee Standing Committee, and the Provincial Party Committee Standing Committee for the 2020-2025 term; Submission to approve the draft report summarizing 4 years of implementing Directive No. 01-CT/TU and 1 year of implementing Plan No. 330-KH/TU of the Provincial Party Committee Standing Committee on launching the "New Dong Khoi" emulation peak in 2 years 2024-2025; Submission to approve the draft Plan of the Provincial Party Committee to implement Resolution No. 57-NQ/TW, dated December 22, 2024 of the Politburo on breakthroughs in science, technology development, innovation and national digital transformation.

The members of the Provincial Party Executive Committee and delegates participated in many relatively comprehensive, specific and frank opinions on Party building work and the socio-economic situation, especially spending a lot of time discussing, analyzing and clarifying comments and assessments on the achieved results, limitations and shortcomings in leadership, direction, implementation, dissemination and concretization of the Resolution of the Provincial Party Committee in the first quarter of 2025.

In her closing speech at the conference, on behalf of the Provincial Party Committee Standing Committee, Secretary of the Provincial Party Committee - Chairwoman of the Provincial People's Council Ho Thi Hoang Yen noted a number of issues that need to be focused on in the coming time. In particular, to ensure the achievement of the growth target of over 8% in 2025, it is necessary to focus on leadership and drastic implementation of solutions to direct and manage economic development in the second quarter and the remaining quarters of 2025.

Focus on leading political and ideological work, creating high unity in the entire political system, consensus of the people, cadres, civil servants and public employees in implementing the policy of streamlining the organizational apparatus. Publicize on the media the commitments to self-cultivation, training and striving of the Party Secretary and leaders at all levels.

Provincial Party Secretary - Chairman of the Provincial People's Council Ho Thi Hoang Yen delivered a closing speech at the conference.

Effectively implement the "New Dong Khoi" emulation peak period with specific products according to Plan 330 of the Provincial Party Committee Standing Committee in 2025. Lead and direct the strict implementation of regulations and instructions of the Central and Provincial Party Committee on inspection and supervision work; synchronously implement solutions to reduce party members violating discipline. Continue to lead and direct the effective implementation of anti-corruption, waste and negativity work according to the 2025 work program.

Effectively lead and direct the implementation of propaganda and mobilization work among the people, creating consensus in site clearance for the construction of key projects of the province such as Ba Lai 8 bridge; Dinh Khao bridge; bridges on coastal roads; power lines, 110kV transformer stations, etc.

Focus on leading and directing the arrangement and reorganization of commune-level administrative units, not organizing at the district level. District and city Party Committees (before the end of district-level administrative units) lead and direct the arrangement and assignment of cadres, civil servants, public employees, and workers; arrange headquarters, equipment, and conditions to ensure service for the work of Party Committees, authorities, the Fatherland Front, and functional agencies at the commune and ward levels.

Actively coordinate with the Provincial Party Committee's Organizing Committee in advising the Provincial Party Committee's Standing Committee to appoint the Executive Committee, Standing Committee, Secretary, Deputy Secretary, Inspection Committee members, Chairman and Deputy Chairman of the Inspection Committee of the commune and ward Party Committees.

The Party Committees of communes and wards (after reorganization) shall lead the implementation of preparations for the organization of the Party Congresses of communes and wards for the 2025-2030 term. Implement the contents to ensure the operation of agencies and units of Party agencies, authorities, and the Fatherland Front at the commune level.

The Provincial Party Committee's Organizing Committee presides over and coordinates with relevant agencies to advise on the Plan to adjust, amend and supplement Plan No. 387-KH/TU and Instruction No. 06-HD/TU dated October 21, 2024 of the Provincial Party Committee Standing Committee on personnel work at the Party Committee level to prepare for the Party Congresses at the district, equivalent and grassroots levels for the 2025-2030 term after the Politburo adjusted and amended Directive No. 35-CT/TW dated June 14, 2024 and Conclusion No. 118-KL/TW dated January 18, 2025 of the 13th Politburo on Party Congresses at all levels towards the 14th National Congress of the Party.

Advise the Provincial Party Standing Committee to issue decisions on establishing Party Committees of communes and wards (after merging commune-level administrative units). Assign and mobilize cadres under the management of the Provincial Party Standing Committee before the end of district-level administrative units; lead and direct the organization of Party Congresses of communes and wards for the 2025-2030 term (to be completed before August 31, 2025).

Focus on drastically implementing solutions to achieve economic growth of 8% or more, including regularly checking, monitoring, and accelerating the progress of disbursing public investment capital according to plan. Focus on collecting state budget in the province. Focus on removing obstacles, coordinating to accelerate the progress of completing the energization before April 30, 2025 for Phu Thuan 110kV Transformer Station, Giao Long - Phu Thuan 110kV line; before August 31, 2025 for An Hiep 110kV Station and 110kV line from 220kV Ben Tre - 110kV An Hiep, Phu Thuan - Binh Dai 110kV line; Ba Tri - Binh Thanh 110kV line...

Speed up the progress of new rural construction according to plan, continue to support districts in building new rural districts and consider and recognize communes that meet new rural and advanced new rural standards.

Complete the work of eliminating temporary and dilapidated houses in phase 1 before April 30, 2025 for 1,031 households that meet the conditions according to Decision No. 55/QD-BXD of the Ministry of Construction. Specifically review the problems to resolve, recommend and propose solutions according to authority for 1,070 households that do not meet the conditions according to Decision No. 55/QD-BXD to complete and summarize the program by the end of 2025.

Deploy plans and measures to ensure political security and social order and safety in the area, absolutely do not be passive or surprised in any situation, especially before, during and after the implementation of administrative positions, organizational structure, Party Congresses at all levels...

In addition, the Provincial Party Secretary also noted the exemplary role and serious implementation of the Working Regulations of the Provincial Party Committee, the Provincial Party Standing Committee, and the Provincial Party Standing Committee for the 2020-2025 term of the members of the Provincial Party Executive Committee, contributing to improving the effectiveness of leadership and direction of the activities of the Provincial Party Committee, the Provincial Party Standing Committee, and the Provincial Party Standing Committee in the coming time.

On behalf of the Provincial Party Committee, the Provincial Party Secretary requested comrades in the Provincial Party Committee, Party committees at all levels, authorities, business community and people of the province to continue promoting the spirit of solidarity, unity, proactiveness, cooperation and sharing to overcome all difficulties and challenges to successfully implement the set goals and political tasks for 2025.

Sectors and levels, especially heads of Party committees, authorities, agencies and units, must strengthen coordination in a more synchronous, serious, proactive and drastic manner in performing tasks according to their responsibilities and authority; at the same time, prepare well for the work of arranging administrative boundaries, do a good job of ideological work on arranging and streamlining the apparatus, and eliminating the district level; each cadre and party member needs to uphold their sense of responsibility for assigned tasks, demonstrate their strengths, abilities, initiative, creativity and mettle in all circumstances, so that all work is not stagnant or interrupted, affecting people and businesses, and negatively impacting the implementation results of the Provincial Party Committee Resolution 2025.
