Multiple solutions to poverty reduction

Grasping the advantages of terrain and soil to meet the diverse crop and livestock structure, in recent years, the Party Committee and the government of Minh Coi commune, Ha Hoa district have synchronously and effectively implemented sustainable poverty reduction solutions. Thanks to that, many new economic models have emerged, people have made efforts to work and produce; the rate of poor and near-poor households has decreased year by year, and people's lives have increasingly improved and enhanced.

Multiple solutions to poverty reduction

The 2km long road connecting zone 3 of Minh Coi commune to Van Lang commune, Ha Hoa district was invested in construction to serve the travel needs and production development of the people.

Located about ten kilometers from the center of Ha Hoa district, Minh Coi commune currently has 782 households with nearly 3,000 people, living in 4 administrative areas; people here mainly produce agriculture and afforestation. In 2023, the value of agricultural, forestry and fishery production of the commune reached 112 million VND/ha. Starting from a low point, people's lives are still difficult; identifying poverty reduction as a key task to ensure social security, in recent years, closely following the support policies of the Party and State, Minh Coi commune has mobilized resources, invested in completing socio-economic infrastructure, accelerated the disbursement of public investment capital, reformed administration and synchronously implemented support programs according to the needs of poor households in the whole area such as: Support for career conversion; loans for production; application of scientific and technological advances in production; Convert ineffective rice-growing land to growing fruit trees and aquaculture with high economic value...

Currently, the poor and near-poor households in the locality that are receiving support policies are mainly the elderly living alone, households with no working capacity, the disabled, people with serious illnesses... Therefore, the locality has focused on effectively implementing social protection work through reviewing, approving and preparing applications for monthly allowances for the subjects.

Along with promoting propaganda, mobilization, and helping poor households access support policies and regimes, the locality also pays special attention to and creates conditions for poor, near-poor, and newly escaped-poverty households to borrow preferential loans from credit institutions and the Social Policy Bank to have the opportunity to develop the economy; promote vocational training and create jobs for rural workers. Currently, the total preferential loan capital that the locality has entrusted with the Social Policy Bank and the Bank for Agriculture and Rural Development is over 31 billion VND for more than 200 households.

In the commune, there are currently 6 enterprises and 13 small-scale handicraft production establishments producing products such as wood processing, mechanics, garments, etc., creating jobs for nearly 50 workers. Every year, the Commune People's Committee proactively coordinates with units and organizations to enroll 1-2 vocational training classes for rural workers in need, with 35 students per class. After attending vocational training classes, most students are accepted to work at local garment factories and establishments, with stable jobs and incomes. Currently, 71% of workers in the area have been trained and passed on their profession, of which 48% have degrees.

Multiple solutions to poverty reduction

With preferential loans from the Social Policy Bank, Mr. Phung Duc Thu's family - Zone 3, Minh Coi Commune has developed a commercial fish farming model for high income.

Mr. Phung Duc Thu - Zone 3 said: “I am a freelancer, previously due to unstable work and income, life was difficult. With the propaganda and mobilization of the commune government, I boldly borrowed 50 million VND from preferential capital from the Social Policy Bank to develop a commercial fish farming model. Not only was I supported with the loan, I also participated in training courses and instructions on the application of science and technology in aquaculture, so the economic model has been effective. Currently, my family has more than 2.5 hectares of water surface to raise tilapia, grass carp, and common carp with an output of 35 - 38 tons/year, after deducting expenses, I earn about 450 million VND/year”.

Implementing many synchronous solutions, suitable to practical conditions, in recent times, in Minh Coi commune, many effective production models have appeared, contributing to job creation and reducing the poverty rate of the commune each year. Currently, the average income per capita of the whole commune reaches 40.1 million VND/person/year; the poverty rate has decreased to 6.6%.

Comrade Ha Van Minh - Chairman of the Commune People's Committee said: On the basis of promoting the achieved results, in the coming time, Minh Coi commune will continue to focus resources on implementing the National Target Program on sustainable poverty reduction; promote the transformation of the structure of crops and livestock with high economic value; focus on effectively implementing programs and projects to create livelihoods, support the poor to develop production; strive to reduce the poverty rate in Minh Coi commune to below 5% by the end of 2025.
