On April 8, the Provincial Party Standing Committee held a conference to listen to a report on the implementation of the two-level local government model, without organizing the district level, and merging commune-level administrative units. Comrade Vu Dai Thang, member of the Party Central Committee, Secretary of the Provincial Party Committee chaired the meeting.
Implementing the policies and directions of the Central Government on the project of rearranging and reorganizing administrative units at all levels and building a model of organizing a 2-level local government, the Standing Committee of the Provincial Party Committee has issued many leadership and direction documents for implementation; directed the development of the Project of not organizing at the district level, merging administrative units at the commune level. The Provincial Party Committee of the Provincial People's Committee directed the Provincial People's Committee to urgently issue documents and direct departments, branches, and local People's Committees to synchronously organize and implement the tasks under their authority.
Up to now, all levels and sectors of the province are actively developing and submitting project documents when there are instructions and decisions from competent authorities with a proactive spirit, running and lining up at the same time. At the same time, doing a good job of information and propaganda work on the necessity, plans for arranging commune-level administrative units and related contents to spread, create consensus and unity of the entire political system from the province to the grassroots, especially the trust and support of voters.
Discussing at the conference, opinions were unanimous in stating that the completion of the decentralization and delegation plan for the two levels of local government is a very important premise for the government apparatus to operate synchronously and smoothly after the reorganization. At the same time, delegates also focused on discussing and proposing a plan for decentralization of authority for the commune level; the commune-level organizational model and the arrangement of cadres and civil servants; the arrangement and handling of public assets; the organization model of some career functions, etc.
Concluding the conference, Comrade Vu Dai Thang, Member of the Party Central Committee, Secretary of the Provincial Party Committee emphasized that this is a particularly important issue for the entire political system at the present time. In order for the two-level local government model to officially come into operation from July 1, he requested the Provincial Party Committee, the Provincial Party Committee's Organization Board and relevant agencies to absorb the comments to continue perfecting the proposed plans.
In particular, promptly complete the organization of the political system, especially the Party organization and the government apparatus in the new organizational model in accordance with the direction of the Central Government. For district-level public service units, in the immediate future, the current operating model will be maintained and assigned to provincial-level units to take responsibility for general management. Particularly for the District-level Construction Investment Project Management Board, complete the transfer to the Provincial Project Management Boards before May 15. On that basis, review the list of projects and develop a specific implementation roadmap. Ensure the progress of disbursement of public investment capital in 2025. For the Management Boards of relic sites and scenic spots located in many communes and wards, in the immediate future, transfer the status quo to specialized state management agencies. After the Central Government has a policy on this issue, the province will implement a specific arrangement plan.
The Provincial Party Secretary also requested the Standing Committees of the district-level localities to direct the implementation of congress preparations for the communes after the merger. In particular, special attention should be paid to the preparation of documents and personnel, ensuring that the documents closely follow the major orientations of the province in the coming term. At the same time, prepare personnel work in accordance with the central orientations on the organization of the administrative apparatus of the commune-level units after the reorganization.
