- On the morning of April 8, the Steering Committee for the implementation of the arrangement and reorganization of administrative units at all levels and the construction of a 2-level local government model in Lang Son province (Steering Committee) held a conference to discuss, review and agree on a number of contents related to the implementation of the arrangement of commune-level administrative units in the area.
Comrades: Hoang Van Nghiem, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation, Head of the Steering Committee; Doan Thi Hau, Permanent Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, Deputy Head of the Steering Committee; Ho Tien Thieu, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Deputy Head of the Steering Committee; Nguyen Canh Toan, Deputy Secretary of the Provincial Party Committee, member of the Steering Committee co-chaired the conference.
At the conference, delegates heard the drafts: Regulations on the operation of the Steering Committee; Plan of the Steering Committee on the implementation of the arrangement of commune-level administrative units; plan for the arrangement and merger of commune-level administrative units.
According to the roadmap, the review and development of the plan for the arrangement of administrative units must be completed before April 10, 2025; the synthesis and development of the Project for the arrangement of administrative units at the commune level must be completed before April 20; the organization of collecting voters' opinions on the project must be completed before April 23; the People's Councils at all levels must approve the project in April 2025; the documents and project must be completed and submitted to the Ministry of Home Affairs for appraisal before May 1, 2025.
Currently, the Steering Committee has developed a draft plan for the arrangement and merger of commune-level administrative units to ensure harmony and suitability, based on factors of natural conditions, area, population, historical traditions and culture.
Discussing at the conference, delegates basically agreed with the draft Regulations on the operation of the Steering Committee and the Plan for implementing the arrangement of administrative units at the commune level in the area. At the same time, delegates discussed and expressed opinions related to the following contents: supplementing and adjusting tasks for some members of the Steering Committee; adjusting to speed up the completion time of some tasks in the plan; adjusting the plan to rearrange some communes in border areas; choosing the plan to name and arrange the headquarters of the communes after the arrangement; the plan to ensure traffic infrastructure, ensure national security and defense; the plan to arrange and assign commune-level officials after the arrangement...
In his concluding remarks, the Provincial Party Secretary requested the Department of Home Affairs to synthesize, review, and complete the draft Regulations on the Steering Committee's operations on April 8 to submit to the competent authority for signing and promulgation.
Regarding the draft plan for the arrangement and merger of commune-level administrative units, he suggested that the Department of Home Affairs coordinate with the district-level steering committee to continue reviewing and perfecting the arrangement plan to ensure adherence to criteria and standards, both facilitating management work and facilitating people in traveling to the headquarters to carry out administrative procedures. The selection of commune names must be flexible and harmonious; both ensuring scientific, concise, easy to remember, and associated with historical and cultural traditions, and must be based on unity and consensus from the grassroots.
He emphasized: The arrangement and reorganization of administrative units at all levels and the construction of a two-level local government model is a difficult and complicated task, with special historical significance in the historical development process of the country and each locality, so there must be a unified understanding among the steering committees at all levels, in the entire political system and among the people. The members of the steering committees at all levels must promote a sense of responsibility and perform well the assigned tasks.
The Provincial Party Committee's Propaganda and Mass Mobilization Department presides over and coordinates the promotion of propaganda on the Party's guidelines and policies on the purpose and significance of the work of arranging administrative units and building a two-level local government model; focuses on orienting public opinion to create consensus among cadres, party members and the people. Press and media agencies actively propagate, increase broadcasting and posting news articles related to the work of arranging administrative units and building a two-level local government model in the area.
The provincial and district Steering Committees and advisory and support agencies must strengthen coordination and timely exchange of information to effectively perform their tasks and ensure the arrangement and reorganization of communal-level administrative units according to the set roadmap.
