On January 2, 2024, the Ministry of Public Security's Security Investigation Agency issued a decision to prosecute the accused, an arrest warrant for temporary detention, and a search warrant for the residence of Mr. Hoang Quoc Vuong (born in 1963), former Deputy Minister of Industry and Trade, for the crime of "Abusing position and power while performing official duties" as prescribed in Article 356 of the Penal Code.
This is a new development when the Investigation Agency expanded the case of "Abusing position and power while performing official duties" occurring at the Ministry of Industry and Trade and provinces and cities.
Mr. Hoang Quoc Vuong was born in 1963 and graduated from the MGRI Mining School in Russia. Mr. Hoang Quoc Vuong was the Vice Chairman of the People's Committee of Thai Nguyen province. In 2010, Mr. Vuong was appointed Deputy Minister of Industry and Trade, marking a period of continuous change in working positions from state management to enterprises and then back to state management.

In September 2012, the Prime Minister appointed Mr. Hoang Quoc Vuong as Chairman of the Board of Members of Vietnam Electricity Group (EVN).
In the period of 2013 - 2015, EVN has exceeded the annual plan assigned by the State, meeting the electricity demand for the country's socio-economic development. The total output supplied by EVN to the national electricity system (including electricity produced and purchased) in 3 years was 430.7 billion kWh, achieving an average growth rate of 10.67%/year.
Notably, the average growth rate of commercial electricity during this period reached 10.86%, 1.8 times higher than the average economic growth rate (6.03%).
In 3 years (2013-2015), EVN invested in developing power sources and power grids with a total capital of 338,378 billion VND.
EVN has put into operation 18 power generators belonging to 11 power source projects, with a total capacity of 6,434 MW. At the same time, it has completed 591 110 kV - 500 kV power grid projects with a total line length of about 8,000 km, and the total additional capacity of transformer stations is about 30,500 MVA.
In January 2015, Mr. Vuong resigned from the position of Chairman of EVN to become Deputy Minister of Industry and Trade. During his time in this position, Mr. Vuong continued to be assigned to manage many fields, the key of which was energy.
All policies and mechanisms related to solar and wind power were consulted and issued during his tenure as Deputy Minister of Industry and Trade. These are Decision No. 11/2017/QD-TTg dated April 11, 2017, the Prime Minister approved the FIT price (feed-in tariff) for solar power at 9.35 cents/kWh; Decision No. 13/2020/QD-TTg of the Prime Minister; Decision 39/2018/QD-TTg on support mechanisms for wind power projects.
High-price mechanisms have helped renewable energy have a "boom" period in Vietnam.
Concluding the inspection of the Power Plan VII and the adjusted Power Plan VII, the Government Inspectorate stated that: The adjusted Power Plan VII (2011-2020 period, with a view to 2030) sets a target of installing 850 MW of solar power capacity, however, the Ministry of Industry and Trade has advised and submitted to the Prime Minister for approval to separately supplement 54 projects with a total capacity of 10,521 MW based on the proposal of the Provincial People's Committees from the proposal of investors (23 projects with a total capacity of 5,200 MW scheduled to operate in the 2016-2020 period; 31 projects with a total capacity of 5,321 MW scheduled to operate in the 2021-2025 period).
Meanwhile, the Ministry of Industry and Trade did not establish a national solar power development plan until 2020. Therefore, the Government Inspectorate concluded that the approval of the above 54 projects (total capacity of 10,521 MW) had no legal basis for planning.
The Government Inspectorate also pointed out violations when the Ministry of Industry and Trade approved the addition of solar power projects under 50 MW to the provincial power planning and submitted them to the Prime Minister for approval to add them to the adjusted Power Planning VII without having to prepare an adjusted plan.
In addition to violations in massively supplementing power sources, the inspection conclusion also pointed out "loopholes" in the guidance and consultation on issuing preferential FIT electricity purchase prices; the management and use of land to implement investment in wind and solar power projects...
