On the morning of October 21, Chairman of the Central Committee of the Vietnam Fatherland Front Do Van Chien presented a report summarizing opinions and recommendations of voters and people sent to the 8th session of the 15th National Assembly.

Mr. Chien said that voters acknowledged and expressed joy at the results achieved in various fields, but were still concerned and worried about the huge damage caused by storm Yagi (storm No. 3) to 26 northern provinces and cities, making people's lives more difficult and the risk of falling back into poverty high.

Voters hope that the Party and State will have fundamental policies, solutions and strategies to ensure people's safety against the major impacts of climate change.

Regarding education, voters and people are concerned that public educational institutions in big cities have not yet met the learning needs of students; the situation of both surplus and shortage of teachers still has no feasible solution to overcome.

Regarding healthcare, there is still a lack of a list of health insurance drugs; the advertising of functional foods and medicines is not clear and transparent; some large hospitals have not invested in construction in a synchronous manner and have not been put into operation to serve the people, causing waste.

According to Mr. Chien, voters and people highly appreciate, are grateful and very moved by the image of armed forces working hard to help people prevent storms and floods... Thereby, contributing to consolidating and strengthening people's trust in the Party, State and armed forces.

Regarding the work of preventing and combating corruption and negative practices, voters and people continue to express their deep trust in the fight against corruption and negative practices of our Party and State, headed by General Secretary and President To Lam.

Mr. Chien said that the content of the articles, speeches and very specific instructions of General Secretary and President To Lam received deep attention and high consensus from voters, people, and public opinion at home and abroad.

The Ministry of Education and Training has not fulfilled its commitment to voters.

Presenting a report on the results of monitoring the settlement of voters' petitions, Mr. Duong Thanh Binh, Head of the Petition Committee of the National Assembly Standing Committee, said that the settlement of voters' petitions still has some limitations.

Voters in many localities have complained about the lack of vaccines in the expanded immunization program at public health facilities. Many children are not vaccinated on schedule or have not received enough doses, so they are at high risk of infection.

Mr. Binh said that the Government has issued Resolution 98 on budget allocation for the Ministry of Health to purchase vaccines for the expanded immunization program, in which ensuring the earliest availability of vaccines is an urgent task. The Government assigned the Ministry of Health to submit a new decree on vaccination activities in July 2023 according to simplified procedures.

Decree No. 13 amending Decree No. 104 was not issued until February 5. The Ministry of Health only issued the expanded vaccination plan for 2024 in June, which Mr. Binh affirmed was "too slow for localities to implement".

The Head of the People's Petition Committee also said that the shortage of vaccines in the expanded immunization program has occurred in many localities since the end of 2022, and this situation is still occurring as of September this year.

Regarding education, Mr. Binh said that since the 7th session, voters have requested the Ministry of Education and Training to study and submit amendments and supplements to regulations supporting students and primary schools in particularly disadvantaged communes and villages. However, so far, the support policy has not been amended or supplemented in a timely manner.

"The Ministry of Education and Training has not fulfilled its commitment to the deadline promised to voters. These recommendations need to be studied and accepted in order to resolve them completely, to avoid voters continuing to make recommendations in the next sessions," Mr. Binh said.

The monitoring agency recommends that the Ministry of Education and Training urgently complete and submit to the Government for promulgation documents amending and supplementing the regulations on the above support policies.
