Immediately after the Lunar New Year holiday, investors urgently requested contractors to increase human resources, equipment, and work overtime to soon connect the North-South expressway in the 2021-2025 period (phase 2).
Three projects ready to finish on April 30
Closing the 2025 Lunar New Year holiday, the North-South expressway project, Vung Ang - Ham Nghi section, received good news right from the beginning of the year when the construction output reached nearly 80% of the contract value, 0.31% faster than planned.

According to Mr. Nguyen Khac Trung, Project Executive Director, during Tet holidays, the project site still maintains 8 construction sites with nearly 100 engineers, workers, more than 60 locomotives and equipment (about 20% compared to normal).
Up to now, major bottlenecks such as site clearance, relocation of 220kV and 500kV power lines, and procedures for granting special material mines have been basically resolved by the competent authorities of Ha Tinh province. The project management board is resolutely directing contractors to speed up the progress, bringing the project to the finish line by April 30.
Maintaining 60% of the construction force throughout Tet, Mr. Hoang Chien Thang, Executive Director of the Bai Vot - Ham Nghi expressway project, said that currently, the project's construction output has reached about 73% of the contract value.
"Right after Tet, the investor asked contractors to mobilize "3 shifts, 4 crews" to work as usual. The biggest challenge right now is that Ha Tinh province has a lot of rain, we are closely following to flexibly plan the construction accordingly, determined to finish the project by April 30," said Mr. Thang.
Ending 2024 with a construction output of approximately 90% of the contract value, right after the Tet holiday, the Van Phong - Nha Trang expressway is also simultaneously implementing the remaining items, ready to reach the finish line on April 30, 2025.
Mr. Le Quoc Dung, Director of Project Management Board 7, said that the investor has clearly identified the work to be done on the two main segments (Km 285+000 - Km 298+000 and Km 298+000 - Km 368+350.
Regarding internal work, the Board is proactively implementing related procedures in parallel according to regulations; directing construction contractors and supervision consultants to focus on completing completion documents to implement the next step, acceptance and put into operation as soon as possible.
Focus on weak ground treatment
As one of the projects with construction results exceeding the plan with output reaching more than 68% (exceeding nearly 1%), Mr. Ho Xuan Thang, Executive Director of Chi Thanh - Van Phong project said that, based on the actual construction of weak ground locations, the project's completion time was carefully considered.

Specifically, 33km of road that does not have to wait for subsidence will be completed with asphalt concrete by September 2025. For the roadbed section waiting for subsidence (15km), the finish time is December 2025.
Tunnel project (Tuy An tunnel, exploiting 1 tunnel tube first) completed on September 30, 2025. The completion time of the bridge project on the route is June 30, 2025.
The reason why the soft soil treatment area cannot be shortened is because the time for granting permits for soil exploitation at the mine under the special mechanism is prolonged, 10-12 months slower than planned. In 2024, the rainy season will last longer, and the soil mines will have to temporarily stop exploitation from mid-October to December...
To meet the deadline of 2025, the requirement is that the loading work to treat weak soil must be completed by March this year. In addition to overtime, a series of solutions are being implemented by the contractor such as: Adding machinery and high-capacity rock drilling and blasting equipment; monitoring and observing subsidence to decide to end the loading time earlier for early subsidence sections, thereby implementing the road surface foundation items...
Proactive material source
As one of the sections with a relatively large rate of weak soil treatment, the two North-South expressway component projects, Can Tho - Ca Mau section, are also being calculated for solutions and time optimization.
Mr. Le Duc Tuan, Deputy Director of My Thuan Project Management Board, said that the loading and treatment of weak soil was one of the main items that was organized to be constructed during the recent Lunar New Year.
From January 25 to February 1, 2025, at the Can Tho - Hau Giang section project, contractors have compacted the roadbed and filled nearly 14,000m3; at the Hau Giang - Ca Mau section, it is more than 29,000m3.
According to Mr. Tuan, up to now, the volume of sand brought to the construction site is about 12.6 million m3 (including river sand and sea sand). Contractors have also mobilized nearly 600,000 m3 of rock to replace sand to speed up progress.
The requirement is to mobilize nearly 2 million cubic meters of sand and stone from now until the end of March. Currently, the mining capacity of the mines is limited, only reaching about 25,000 - 26,000 cubic meters/day, while the demand is double. Some contractors have started to mobilize sand imported from Cambodia for construction despite the higher purchase price.
The investor has proposed and received approval from the leaders of An Giang province to resume exploitation of 3 sand mines that stopped exploitation in 2024. It is expected that the procedures will be completed in February, and exploitation will begin again in March 2025.
In Dong Thap province, the application to increase the reserves of 3 mines has also been submitted, the locality is reviewing and completing the procedures in February 2025.
"If the materials are sufficient in March, the unloading work is expected to take place from March to the end of September. After that, the contractor will speed up the construction to meet the 2025 finish line," informed the leader of the My Thuan Project Management Board.
According to the leader of the Department of Construction Investment Management (Ministry of Transport), out of a total of 12 component projects on the North-South Expressway phase 2 being implemented, 10 component projects (total length of 610km) from Ha Tinh to Khanh Hoa basically meet the schedule.
For the two component projects Can Tho - Hau Giang and Hau Giang - Ca Mau (111km long), My Thuan Project Management Board needs to closely coordinate with localities with mines to ensure exploitation capacity according to schedule, proactively search for sand sources, and adjust design solutions to shorten loading time and waiting for settlement.
"The Minister of Transport has directed the investor to coordinate with consultants and contractors to flexibly apply solutions, including forced loading solutions, so that the weak soil treatment plan and the overall progress of the project will not be delayed because of waiting for sand," said the leader of the Department of Construction Investment Management.
