According to the assessment of the Provincial Party Standing Committee, after 10 years of implementing Conclusion No. 102 of the Politburo (11th tenure) on mass associations, mass association work in the province has had strong changes, becoming a bridge between the government and the people, contributing to building great national unity, promoting socio-economic development and ensuring security and order in the area.
In 2024, with the close direction of Party committees and authorities at all levels, mass organizations in the province achieved many remarkable achievements.
Community Engagement
According to the report of the Provincial Party Standing Committee, by the end of August 2024, the province had 1,392 mass organizations with 440,532 members, of which 65 organizations had a province-wide scope of operation, including 14 organizations assigned by the Party and the State and 51 voluntary, self-managed organizations; 124 organizations had a scope of operation at the district level and 1,203 organizations had a scope of operation at the commune level. Every year, mass organizations have proactively innovated and diversified the content and methods of operation towards issues of concern to members and people. Notably, the organizations assigned by the Party and the State in the province have implemented their annual tasks and achieved and exceeded the assigned targets.
Associations such as the Provincial Union of Science and Technology Associations, the Lawyers Association, the Provincial Cooperatives Union... have organized consultation, supervision, and social criticism of local socio-economic development programs and projects, including the development of collective economy and cooperatives; organized specialized scientific seminars such as community health care, irrigation systems in agriculture... Thereby, helping authorities at all levels and investors have more information and independent, objective scientific arguments in the construction, appraisal, approval or implementation of local socio-economic development programs and projects.
For organizations such as the Red Cross, the Association for the Promotion of Education, the Association for the Blind, the Association for Victims of Agent Orange/dioxin, the Association for the Support of the Disabled and Protection of Children's Rights, the Association of Oriental Medicine... regularly organize many charitable and humanitarian activities, supporting community development with a total value of hundreds of billions of VND. Thereby, creating conditions for a part of the people, vulnerable groups in society to overcome difficulties and rise up in life. At the same time, the associations at all levels have actively coordinated to propose to the government to resolve policies and regimes for members according to regulations such as: regimes for victims exposed to Agent Orange/dioxin, regimes for people participating in the resistance war, social policies for the elderly.
Associations such as: Association of the Elderly, Association of Former Youth Volunteers, Retirement Club have many activities to educate the younger generation about traditions, actively participate with the government, fully and promptly implement policies and regimes for the elderly, help families of former youth volunteers with economic difficulties, participate in searching and retrieving martyrs' remains... Professional associations such as: Association of Enterprises, Association of Young Entrepreneurs, Tourism Association, Phan Thiet Fish Sauce Association, Dragon Fruit Association, Aquatic Products Association, Provincial Shrimp Breeding Association... have performed quite well the role of a bridge between the government and enterprises, creating links between the business community and entrepreneurs inside and outside the province. Thereby, contributing to improving the investment and business environment of the province.
In general, the activities of mass organizations increasingly demonstrate their role in gathering solidarity, mobilizing social resources, and members actively participate in contributing to the stability and socio-economic development of the province, especially in the fields of social work, charity, humanitarianism, helping each other to reduce poverty, production, develop industries, and implement grassroots democracy regulations.
Enhance the responsibility of the leader
According to the Provincial Party Standing Committee, in the coming time, Party committees and Party organizations will continue to strengthen leadership, direction and organization of the implementation of Conclusion No. 102, the Party's guidelines, policies and laws of the State on mass associations. Further enhance the role and responsibility of heads of agencies, units and localities in disseminating, thoroughly understanding and organizing implementation; regularly organize inspections, supervision and timely direction of the implementation of sectors and localities. Pay attention to Party building, Party member development and promote the core role of Party members in mass associations to improve the quality and effectiveness of association organizations.
Along with that, authorities at all levels continue to review, supplement and concretize the Party's viewpoints and the State's policies and laws on mass associations; continue to research, complete and organize the implementation of the Project on reorganizing and innovating state management of mass associations according to Conclusion No. 102. In particular, focus on developing and implementing measures to improve the effectiveness of state management of mass associations in the province through orienting the organization and content of activities; create favorable conditions for mass associations to promote their role in participating in the implementation of socio-economic development tasks and social security policies of the locality. Focus on guiding and inspecting the organization and operation of associations; promptly correct associations that operate ineffectively, do not comply with the objectives, charters or violate the law. Strengthen coordination between departments, branches, sectors, advisory boards of the Provincial Party Committee, the Vietnam Fatherland Front Committee and socio-political organizations in the management of mass associations, especially associations assigned by the Party and State.
For the Vietnam Fatherland Front, socio-political organizations at all levels continue to promote coordination, orientation, and create conditions for mass organizations to operate effectively; gather and mobilize mass organizations to actively participate in campaigns and patriotic emulation movements, contributing to building and promoting the strength of the great national unity bloc. Continue to promote the advisory role and participation of mass organizations in activities chaired by socio-political organizations, carry out supervision, social criticism, and contribute ideas to Party building and government building according to Decision No. 217 and Decision No. 218 of the Politburo (term XI)...
It can be said that mass organizations not only play a role in connecting the community, but also are an important driving force for the comprehensive development of the province. With constant efforts and innovative methods of operation, mass organizations are contributing to building a united, dynamic and sustainably developing Binh Thuan.
