For the benefit of members
Identifying that caring for the lives, representing and protecting the legitimate and legal rights and interests of union members and workers is the core task of the Trade Union organization, in the past term, Trade Unions at all levels in the province have coordinated well to implement the grassroots democracy regulations, proactively working with the heads of agencies, units and enterprises. Every year, 100% of agencies, units of the administrative sector, and public service units organize conferences for cadres, civil servants and public employees; 100% of State-owned enterprises and 71.2% of grassroots Trade Unions (CĐCS) of non-State enterprises organize Conferences for workers, exceeding the target set for the term by 6.2%. Thereby, creating democracy, equality and ensuring harmonious interests for all parties. It is encouraging that the periodic dialogue work at the workplace between the Trade Union, workers and employers is carried out in an increasingly systematic and scientific manner. Through dialogue, we aim to grasp the legitimate thoughts and aspirations and promptly respond to concerns, problems and recommendations of workers, minimizing the occurrence of complaints, collective work stoppages and complicated labor disputes.
During the past term, there were 1,287 enterprise trade unions organizing 1,732 dialogues between employers and workers, the average annual rate of enterprise trade unions organizing dialogues reached 75%, exceeding the term target by 15%.
Promoting the role of the Trade Union in participating in resolving collective work stoppages, the Provincial Federation of Labor and Trade Unions at all levels have promptly and proactively closely grasped the situation; coordinated with functional agencies to propagate, mobilize, persuade, and organize dialogues to find solutions to thoroughly resolve the situation. 100% of work stoppages have been resolved satisfactorily. Trade Unions at all levels have focused on negotiating and signing collective labor agreements in enterprises. There have been 106 new Collective Labor Agreements signed, exceeding the target set by the Congress; the content of the Agreements has many new provisions, more beneficial to workers than the provisions of the law. The work of inspection, examination, and supervision of labor laws has been focused on. Labor safety and hygiene, fire prevention, and improvement of working conditions and environment for workers have been paid attention to and continued to be maintained by trade unions at all levels.
In order to take care of the lives of union members and workers, the Trade Unions at all levels in the province have had many good models and creative ways of doing things, creating a strong influence. Notable activities such as "Tet Sum Vay", "Worker's Month"... have become highlights in the activities of the Trade Union. With the motto "No union member or worker is left without Tet", every year, the Trade Union has allocated operating funds and mobilized resources from philanthropists and the social community to help and care for workers in difficult circumstances; at the same time, it advised to invite Party, State and provincial leaders to visit businesses, celebrate Tet and give gifts to workers. Over the past 5 years, the Trade Unions at all levels in the province have proactively organized visits and given 398,422 gifts with a total amount of 177.7 billion VND. At the same time, mobilized support, built new and repaired 124 "Union Shelters" with a total amount of over 4.3 billion VND, reaching 332% of the term target.
Implementing the program "Welfare for union members and workers", over the past 5 years, the provincial trade unions have proactively negotiated and signed 97 new cooperation agreements on providing products and services at preferential prices of 5-10% for union members; helping over 200,000 people access preferential products and services with a total benefit of over 16.3 billion VND. At the same time, strengthen supervision, inspection and propose to employers to improve the quality of shift meals for workers. Currently, 221/291 enterprises organize shift meals for 75,745 workers, an increase of 112 enterprises compared to the beginning of the term. The quality of shift meals is increasingly improved, with 155/221 enterprises providing shift meal support to ensure the value of meals according to Conclusion No. 03 of the Vietnam General Confederation of Labor.
In particular, during the complicated developments of the COVID-19 pandemic, trade unions at all levels have taken the lead in accompanying employers in organizing epidemic prevention and control measures at agencies and enterprises to ensure production safety. Timely deploying support packages for workers affected by the COVID-19 pandemic to ensure publicity and transparency. Organizing activities to visit and encourage frontline forces against the epidemic; caring for and supporting union members and workers affected by the epidemic with an amount of 1.63 billion VND; donating 23,346 boxes of masks, splash shields and some necessities to trade unions of enterprises, quarantine checkpoints and centralized isolation points. The Provincial Federation of Labor has reviewed and supported 182 workers who are beneficiaries of the support policy for union members and workers whose working hours have been reduced or whose labor contracts have been terminated due to the business having its orders cut or reduced according to Decision No. 6696 of the Vietnam General Confederation of Labor with an amount of 198.5 million VND.
The above activities have affirmed the role of trade unions as a bridge between workers and agencies, units and enterprises, creating a favorable environment for union members and workers to feel secure in their work, labor and dedication.
Imprints in the workers' movement and trade union activities
Right from the beginning of the term, the Standing Committee and the Executive Committee of the Provincial Federation of Labor have developed a work program with key and central tasks and issued documents... to deploy to all levels of the union. In leadership, direction, and operation, the principle of democratic centralism has been properly implemented; there have been many innovations, creativity, determination, timeliness, comprehensiveness, and accuracy, thereby creating a clear change in the movement of workers, civil servants, laborers, and union activities.
Notably, the work of developing union members and establishing grassroots unions has clearly innovated in approach and implementation according to the provisions of the Charter of the Vietnam Trade Union. During the term, the province has newly established 135 grassroots unions and admitted 55,227 new union members. The actual number of union members increased during the term by 32,401 people (reaching 180% of the target set by the Congress).
Up to now, the Provincial Federation of Labor is managing 1,085 affiliated trade unions with 111,254 union members. The work of building a strong trade union organization and improving the quality of trade union activities has been focused on. Every year, the rate of trade unions at all levels completing their tasks well has reached and exceeded the set targets. The work of training and fostering cadres has been carried out flexibly, focusing on improving the skills and expertise of the trade union cadres. Through the Program "Improving the quality of trade union cadres" during the term, over 50,000 trade union cadres have been trained and fostered in professional skills (achieving the target set by the Congress).
Trade unions at all levels and union members, workers, civil servants and laborers (CNVCLĐ) actively participate in Party building and building a clean and strong government by contributing opinions on Party documents and State laws; enthusiastically participate in the election of deputies to the 15th National Assembly and People's Councils at all levels for the 2021-2026 term. Attention is paid to the work of introducing and developing the Party among CNVCLĐ.
During the past term, more than 5,000 outstanding union members were introduced by the Trade Union for consideration of admission by the Party Committee, of which nearly 4,000 union members were admitted to the Party (exceeding the set target). Foreign affairs were strengthened, in which the Provincial Federation of Labor increased exchanges and cooperation with international union organizations, especially maintaining solidarity, friendship and cooperation with the Gangwon Provincial Union (Korea) to study, exchange, share experiences and information in protecting the legitimate rights and interests of union members and workers.
A highlight of the past term is the innovation and creativity in launching and organizing emulation movements of trade unions at all levels, which have encouraged union members and workers to overcome difficulties, promote their potential, creativity, and compete in production labor. The most prominent movements are: "Good workers, creative workers"; "Emulation to serve the cause of industrialization, modernization of agriculture and new rural construction"; "Emulation to study, improve the educational level and professional skills of union members and workers"...
Over the past 5 years, through the movement "Good workers, creative workers", more than 30,000 topics and initiatives of employees have been implemented (reaching 300% of the target). Of which, 72 authors were awarded the Certificate of Creative Labor (exceeding 44% of the target); 220 works and products were registered for implementation; nearly 20,000 initiatives of union members and workers participated in the Program "75,000 initiatives and one million initiatives to overcome difficulties, be creative, and determined to defeat the COVID-19 pandemic", reaching 182% of the target assigned by the Vietnam General Confederation of Labor; of which 10,125 topics and initiatives were applied in practice, reaching 146% of the set target, thereby benefiting businesses over 2 billion VND...
Ninh Binh is one of the leading units in the Emulation Cluster of the 9-province Labor Federation of the Red River Delta and ranked 18th nationwide in implementing the Program. Through emulation movements, it has contributed to promoting economic growth and maintaining stability, security, and social order and safety in the province.
The achievements in the past term are a solid foundation for Ninh Binh Trade Union to enter the new term with many new expectations. With the spirit of "Innovation - Democracy - Solidarity - Development", in the 2023-2028 term, promoting the glorious tradition of the working class and the Trade Union organization, the Trade Unions at all levels of Ninh Binh province closely follow the political tasks of the province, determined to unite, innovate, create, improve the effectiveness of the workers' movement and Trade Union activities, build a strong and comprehensive Trade Union organization, always be a reliable support for workers, contribute to the successful implementation of the Resolution of the 22nd Provincial Party Congress, build Ninh Binh homeland to be increasingly rich, beautiful and civilized.
