This afternoon, February 11, the People's Committee of Quang Tri province organized the announcement and awarding of decisions to establish and appoint the director and deputy directors of the Provincial Land Fund Development Center. According to Decision No. 2828/QD-UBND dated November 22, 2024, effective from January 1, 2025, the Provincial Land Fund Development Center, under the Provincial People's Committee, was established on the basis of reorganizing the Land Fund Development Center, under the Department of Natural Resources and Environment. The Provincial Land Fund Development Center is a land fund development organization, a public service unit under the Provincial People's Committee, operating under the financial autonomy mechanism as prescribed in Decree No. 60/2021/ND-CP dated June 21, 2021 of the Government.
Regarding the organizational structure, the Provincial Land Fund Development Center consists of: Director, no more than 3 deputy directors and specialized and professional departments. The number of employees and contracts of the Provincial Land Fund Development Center is determined based on approved job positions and the staff structure according to professional titles, associated with the functions, tasks, powers, organizational structure, scope of operations and financial autonomy mechanism of the center according to the provisions of law.

The Provincial Land Fund Development Center is assigned to receive and inherit the current functions, tasks, organizational structure, number of employees, finance, assets, facilities, equipment and other related contents of the current Land Fund Development Center.
Arrange and consolidate the organizational structure and arrange personnel in accordance with functions and tasks, ensuring the implementation of assigned tasks. Submit to the Provincial People's Committee to stipulate the functions, tasks, powers and organizational structure of the unit. Develop a financial autonomy plan and propose to classify the level of financial autonomy of the unit, prepare a revenue and expenditure estimate at the beginning of the stabilization period according to regulations, send it to the Department of Finance for review, and submit it to the Provincial People's Committee for decision on granting autonomy.

Mr. Nguyen Tri Huu, former Director of the Land Fund Development Center under the Department of Natural Resources and Environment, was appointed to the position of Director of the Provincial Land Fund Development Center under the Provincial People's Committee; Mr. Phan Dang Hai and Mr. Ho Cong Minh, former Deputy Directors of the Land Fund Development Center under the Department of Natural Resources and Environment, were appointed to the position of Deputy Directors of the Provincial Land Fund Development Center under the Provincial People's Committee. The term of appointment is 5 years.
In his speech assigning tasks, Acting Chairman of the People's Committee Ha Sy Dong emphasized that the arrangement and reorganization of the Provincial Land Fund Development Center under the Provincial People's Committee is necessary to concretize central regulations and decrees, including Resolution No. 18-NQ/TW dated June 16, 2022 of the 13th Party Central Committee.
After being established, the Provincial Land Fund Development Center under the Provincial People's Committee has larger functions and tasks, so it is recommended that the leaders and staff of the center need to inherit the achieved results, closely follow regulations such as the Land Law, guiding decrees, regulations of the Provincial People's Committee and related documents to advise and organize the good implementation of land fund creation; complete construction and infrastructure of urban areas.
Mobilize resources, propagate and mobilize people to effectively carry out site clearance and resettlement work for people to stabilize. Urgently develop contents related to functions, tasks, organizational structure, number of employees, job positions of the unit; develop financial autonomy plan according to regulations. Closely follow the resolutions of the Provincial People's Council and the assigned plan of the Provincial People's Committee to create revenue for the budget.
Speaking at the ceremony, Director of the Provincial Land Fund Development Center Nguyen Tri Huu thanked the provincial leaders for their trust. At the same time, he affirmed that he would continuously train to improve his political qualities, cultivate ethics and lifestyle, improve professional knowledge, grasp legal regulations; uphold the spirit of solidarity, unity, and join hands to overcome difficulties and challenges, seize opportunities and be determined to complete assigned tasks well, especially the budget revenue target of 500 billion VND.
