Announcing 10 provinces with Film Crew Attraction Index and Film Production Environment in Vietnam

(Fatherland) - On December 11, the Vietnam Film Promotion and Development Association (VFDA) coordinated with the People's Committee of Ninh Binh province to organize the Forum "Film Crew Attraction Index and Film Production Environment in Vietnam." This event marked one year of implementing the PAI (Production Attraction Index), and was also an opportunity to announce the ranking of localities with the highest PAI, launch the online platform Vietnamfilmproduction.vn and discuss solutions to improve and build the film production environment in provinces and cities across the country.


Attending the Forum were Mr. Doan Minh Huan, member of the Party Central Committee, Secretary of the Ninh Binh Provincial Party Committee; Mr. Mai Van Tuat, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Ninh Binh Provincial People's Council; Mr. Tong Quang Thin, Standing Vice Chairman of the Ninh Binh Provincial People's Committee; Ms. Bui Mai Hoa, Head of the Propaganda Department of the Ninh Binh Provincial Party Committee; Ms. Giang Thi Hoa, Vice Chairman of the Provincial People's Council, Chairman of the Dien Bien Provincial Literature and Arts Association; Mr. Dao My, Vice Chairman of the Phu Yen Provincial People's Committee; experts and speakers.

PAI Index – A comprehensive assessment tool to help localities attract film production

First launched in November 2023, the PAI is designed to assess the attractiveness of localities to film crews. The main objective of the PAI is to evaluate and enhance the attractiveness of different regions of Vietnam for film production. Through the PAI, the Vietnam Association for the Promotion of Cinema Development hopes to exploit the strengths of the Vietnamese film industry and introduce to the world the beauty and stories deep within the country's borders.

Speaking at the opening of the Forum, Dr. Ngo Phuong Lan, President of the Vietnam Cinema Promotion Association and Vice President of the Central Council for Theory and Criticism of Literature and Arts, said: PAI is not just an index; it is the key that opens the door to a world full of cinematic potential. PAI acts as a bridge between local authorities and the film industry. By making assessments based on the PAI index, local authorities invite film production crews to choose Vietnam as a setting.

"PAI is not just a list of destinations but a comprehensive tool with a structured approach to assess the level of support of localities for the film and tourism industries. Based on five main components - finance, information, field, legal and infrastructure - the index provides a clear analytical framework, from assessing financial subsidies and incentives, destination promotion efforts, connecting film crews with stakeholders, to transparency in legal procedures and quality of infrastructure. PAI acts as a "five-pointed star" guiding filmmakers to potential unexplored locations" - Dr. Ngo Phuong Lan shared.

PAI is designed to be user-friendly, helping local governments understand and tailor their policies and actions to their specific needs and capabilities in an effort to most effectively attract film crews, create jobs, promote tourism, and grow the local economy. Like a star, PAI guides localities to become attractive destinations for film production and tourism.

In 2023 - the first year of implementation, PAI received strong response from provinces and cities across the country. Over the past year, the number of localities applying this index has increased from 10 to 36, with many impressive results recorded. Notably, Phu Yen province - a locality once famous for the setting of the film I See Yellow Flowers on the Green Grass - continues to lead the rankings thanks to outstanding improvements in support policies and infrastructure serving film crews.

The PAI Index is not only a measurement, but also a bridge between cinema and localities, helping to discover and promote untapped potential. At the Forum, the 2024 PAI rankings were announced, honoring the top 10 localities with the highest index, while also motivating other provinces and cities to continue improving the filmmaking environment and enhancing competitiveness. These results not only demonstrate the value that the PAI Index brings, but also lay the foundation for extensive cooperation between localities and the film industry.

The top 10 provinces and cities with the highest PAI are Phu Yen province; followed by Da Nang; Ho Chi Minh City; Thua Thien Hue; Thanh Hoa; Ha Tinh; Tuyen Quang; Ninh Binh.

Mr. Doan Minh Huan, Secretary of Ninh Binh Provincial Party Committee, spoke at the Forum.

Within the framework of the Forum, thematic discussions attracted great attention from domestic and international film experts, as well as representatives of localities with great development potential. With two main topics, the discussions provided in-depth and practical perspectives, helping localities and the film industry find more effective directions in developing the film production environment.

The first session, titled “PAI and the Vietnamese Filmmaking Environment: A Conversation for a Better Future,” focused on how PAI connects localities with the film industry. Led by Ms. Phan Cam Tu, speakers such as Mr. Trinh Hoan, producer Tran Thi Bich Ngoc and Mr. Jared Dougherty (Sony Pictures) emphasized the importance of transparent policies and practical support to help localities effectively exploit the potential of filming locations.

According to Mr. Trinh Hoan, film production requires the support of localities in licensing and filming locations. Conversely, through cinema, the image of localities is also strongly communicated, becoming a favorite tourist destination.

Sharing the same view, Mr. Jared Dougherty (Sony Pictures) said that the support and tax exemptions provided by localities and management agencies for film crews are decisive factors in film production. On the contrary, film production also brings many benefits to localities by promoting the beautiful landscapes, people, and cultures of regions in cinematographic works.

Discussion Session 2

The second session, entitled “Filmmaking Incentives and Benefits for Film Production Activities,” highlighted the value of preferential policies for the film industry, which not only promote film production but also promote tourism and the local economy. Mr. Franck Priot and Ms. Ngo Thi Bich Hanh shared practical experiences, affirming the role of public-private partnership in building a professional filmmaking environment.

Along with tax refund policies, localities have their own specific policies based on local strengths that will positively impact film crews.

The ideas in these two discussion sessions are not only strategic but also practical, opening up creative solutions. This is an opportunity for localities to better understand the needs of the film industry, thereby continuing to improve and build a professional filmmaking environment, attracting more and more international filmmakers to Vietnam./.

Launching Vietnamfilmproduction.vn – Comprehensive support platform for the film industry

One of the important highlights of the Forum was the launch of the online platform Vietnamfilmproduction.vn, developed by the Association in collaboration with Baker & Mckenzi Vietnam. This platform was developed as a comprehensive support tool for film crews, providing detailed information on filming locations, support policies and legal procedures in localities. Through Vietnamfilmproduction.vn, domestic and international filmmakers can easily access rich resources, learn about potential filming locations and receive prompt support from local authorities. This platform not only enhances professionalism but also opens up new cooperation opportunities, making Vietnam an attractive destination on the international film map.
