On the diplomatic side, there were Ambassadors/Charges General of Latin American and Caribbean countries in Hanoi.
At the welcoming ceremony, many children of the capital stood along both sides of the road to the Presidential Palace waving the flags of the two countries to welcome President Luiz Inácio Lula da Silva and the Brazilian high-ranking delegation.

The motorcade escorting President Lula da Silva entered the Presidential Palace, President Luong Cuong was present on the red carpet to warmly welcome President Lula da Silva leading the Brazilian high-ranking delegation on a state visit to Vietnam. Representatives of the capital's children came forward to present President Lula da Silva with a bouquet of fresh flowers.
To the sound of welcoming music, President Luong Cuong and the President of Brazil walked along the red carpet and onto the podium. After the national anthems of both countries were played, President Luong Cuong and President Luiz Inácio Lula da Silva left the podium, bowed to the military flag and inspected the Guard of Honor of the Vietnam People's Army. Next, the two leaders introduced the members of the high-ranking delegations of the two countries attending the welcoming ceremony.
This is President Luiz Inácio Lula da Silva's second visit to Vietnam after 17 years since his previous visit in 2008, and is also the first State visit by a foreign leader to Vietnam in 2025, demonstrating the friendship and trust that President Luiz Inácio Lula da Silva and Brazil have for Vietnam and the bilateral relationship, as well as Vietnam's respect for Brazil and the Vietnam-Brazil relationship.

The visit took place in a context where the world continues to witness rapid and complex changes, but cooperation and development continue to be the general trend. The Latin American region basically maintains the trend of dialogue and cooperation. In its efforts to recover from the Covid-19 pandemic and adjust the growth model that previously relied heavily on the export of raw materials and primary products, the Latin American economy is still considered one of the growth pillars of the world economy.
Taking place after the two countries established a Strategic Partnership during Prime Minister Pham Minh Chinh's visit to Brazil in November 2024, the State visit of Brazilian President Luiz Inácio Lula da Silva to Vietnam demonstrates the determination of the two countries to promote and deepen the friendship and cooperation; contributing to opening a new chapter in the Vietnam-Brazil Strategic Partnership, for the benefit of the people of the two countries, for peace, stability, cooperation and development in the region and the world.
After the welcoming ceremony, President Luong Cuong and President Luiz Inácio Lula da Silva led the high-ranking delegations of the two countries to hold talks, assessing the results of cooperation between the two countries in the past and proposing directions for future cooperation. The two leaders will also witness the signing of cooperation documents and meet the press.
