To speed up the disbursement progress, the Ministry of Finance recommends that the Prime Minister direct ministries, central agencies and localities to request program/project/sub-project/component owners and People's Committees to promptly grasp difficulties and obstacles in local implementation to guide, promulgate or submit to competent authorities to promulgate policy mechanisms to create a legal corridor for localities to organize implementation.
For ministries, central and local agencies that have not yet fully allocated the central budget capital plan for 2024, it is necessary to urgently complete procedures and allocate capital; in case capital has been allocated, it is requested to send it to the Ministry of Finance for synthesis.
At the same time, the Ministry of Finance requested localities to review and allocate capital for National Target Programs in accordance with the objectives, subjects, locations and support content, ensuring implementation in accordance with regulations.
