Socio-economic development is stable and achieves important results.

In the first quarter of 2025, despite many difficulties and challenges, with the solidarity, proactiveness, creativity, determination and drasticness of the Party Committee, government, business community and people of all ethnic groups in the province, the province's socio-economy remained stable and achieved important results.

In particular, agricultural, forestry and fishery production achieved positive results. Winter crop food output was estimated at 58.8 thousand tons; Spring crop planting area reached 177.3 thousand hectares, equal to 93.8% of the plan. Livestock development was stable; forestry developed in a sustainable direction, newly planted 2,650 hectares of concentrated forests, equal to 26.5% of the plan, up 4.3% over the same period. In the first quarter, 1 more district and 14 communes met the new rural standards (NTM), 2 districts and 11 communes met the advanced NTM standards, 8 communes met the model NTM standards. There were 25 more OCOP products (including 1 5-star product), bringing the total number of OCOP products to 631 products.

Industrial production in the first quarter grew quite well with the IIP index estimated to increase by 15.9% over the same period. In the first quarter, a number of new industrial facilities came into operation, such as: Nghi Son High-Tech Mechanical Factory, Dai Duong High-Tech Reinforced Concrete Components Factory...; construction of a number of new industrial projects started, such as: Project No. 1 - Duc Giang Chemical Complex, Hop Thang Industrial Cluster (Trieu Son), Outdoor Vietnam Sports Equipment Factory...

The service sector developed quite well, with retail sales of goods and services estimated at VND50,609 billion, up 12.1% over the same period. Export value was estimated at USD1,447.5 million, up 16.1%; import value was estimated at USD2,574.7 million, up 1%. The whole province is estimated to welcome 2.67 million visitors, up 4.8% over the same period; tourism revenue is estimated at VND2,555 billion, up 6.1%. State budget revenue is estimated at VND12,572 billion; mobilized development investment capital is estimated at VND31,909 billion.

The 2025 public investment capital plan managed by the province was assigned in detail from the beginning of the year and focused on directing its implementation. As of March 25, the disbursement value of public investment projects was estimated at VND2,401.2 billion, equal to 16.9% of the plan, 0.9% higher than the same period last year and 7.4% higher than the general disbursement rate of the whole country...

The fields of science - technology and digital transformation were promoted; the quality of cultural - social activities continued to be improved; social security policies were fully and promptly implemented, and people's lives were improved. National defense - security, social order and safety were ensured; traffic accidents decreased compared to the same period in all three criteria of the number of cases, the number of deaths and the number of injuries; the military recruitment target for 2025 was completed. Party building and political system work were strengthened; in the first quarter, the whole province admitted 2,455 new party members. The arrangement of the apparatus of agencies in the political system to be streamlined, strong, efficient, effective and efficient was carried out drastically and promptly in accordance with the direction and guidance of the Central Government.

However, in addition to the achieved results, the report on the implementation of the tasks of the first quarter and the key tasks of the second quarter of 2025 of the province also highlighted a number of shortcomings, limitations, and causes of these shortcomings and limitations related to many issues such as: attracting investment; State budget collection; progress of implementing infrastructure investment projects in industrial parks and industrial clusters; progress of preparing and submitting for approval the 2025 district-level land use plan... At the same time, 10 groups of key tasks to be implemented in the second quarter were proposed to create momentum to complete the set goals in 2025.

Proposing solutions to promote socio-economic development

Budget collection faces many challenges

In the first quarter of this year, the state budget revenue in the province reached 12,572 billion VND, equal to 86.2% of the same period and 27.6% of the estimate.

This decline is mainly due to the reduction in capacity of Nghi Son Refinery and Petrochemical Plant. Previously, in the first quarter of the same period, after completing general maintenance, the plant operated at nearly 120% of its design capacity to compensate for the country's gasoline and oil output when Binh Son Refinery and Petrochemical Plant underwent maintenance. Along with that, the decrease in crude oil prices has affected the revenue from value-added tax from crude oil imports. Land use fees in the province in the first quarter also only reached about 14% of the annual estimate. Along with that, fiscal policies, reducing value-added tax by 2% until the end of 2026, reducing environmental protection tax... will continue to affect this revenue source.

In the coming time, the tariff policies of countries will continue to have a general impact on import and export activities; the province's traditional industrial products such as beer, tobacco, steel, etc. will still face many difficulties. In the context of the Nghi Son Refinery's capacity decreasing compared to 2024, the local budget revenue will face many challenges to achieve the set estimate.

In order to exploit the revenue potential for the State budget in the short and long term, the province and all levels and sectors need to continue to be more drastic in removing difficulties for production activities; creating favorable conditions for enterprises to access capital to develop production and business; and continuing to promote land auctions. Along with that, the most important solution is to strongly participate in removing difficulties for projects under investment, soon put them into operation and attract new projects.

Focus on speeding up the progress of preparing and submitting for approval the 2025 Land Use Plan

Entering the implementation of the 2025 tasks, our province has encountered many difficulties and challenges due to the complicated and unpredictable developments in the world's political and security situation. Domestically, the macro economy continues to be stable, inflation is under control, but the ability to absorb capital and the demand of the economy is still weak. Meanwhile, a number of officials and civil servants at the district and commune levels have a mentality of working in moderation when implementing the policy of streamlining the organizational apparatus... which has affected the implementation of the province's common tasks.

In that context, the Provincial Party Committee, People's Council, People's Committee and all levels and sectors have closely followed reality, focused on implementing drastically, synchronously and effectively the proposed tasks and solutions and achieved many very positive and comprehensive results in all fields.

However, one of the limitations and weaknesses in the first quarter of 2025 is that the progress of preparing and submitting for approval the 2025 Land Use Plan at the district level is still slow. According to the report, up to now, 21/26 districts, towns and cities have not yet had their 2025 Land Use Plan approved. This situation has negatively affected the implementation of investment projects due to legal procedures related to land, directly affecting the progress of disbursement of public investment capital.

Therefore, I propose that relevant departments, branches and localities need to focus on accelerating the progress of preparing and submitting for approval the 2025 Land Use Plan, as a premise to remove obstacles and difficulties in implementing procedures for land allocation, land lease, and site clearance to implement projects.

In addition, to speed up the implementation of tasks in the second quarter and the whole year of 2025, the Provincial People's Committee is requested to continue maintaining working groups to inspect and remove obstacles and difficulties to help localities implement assigned tasks and goals.

For its part, the Department of Finance will proactively develop plans to handle issues related to budgetary finance, public investment projects, etc., in order to avoid work interruptions or stagnation after the restructuring and streamlining of the organizational apparatus.

There needs to be a specific policy to complete the clearance of the traffic route from Bim Son Industrial Park to the coastal road section Nga Son - Hoang Hoa.

The traffic project from Bim Son Industrial Park to the coastal road section Nga Son - Hoang Hoa is currently facing many difficulties, obstacles and is behind schedule compared to the requirements. According to the direction of the Provincial People's Committee and the commitment to the investor, the Department of Construction, the entire remaining land must be handed over to serve the construction by June 30, 2025. However, there are still 6 households with garden and pond land adjacent to residential land that have not agreed. The reason is that previously, garden and pond land adjacent to residential land was supported 50% compared to residential land, but according to the new regulations of the province, it is no longer supported. Therefore, these 6 households do not agree with the compensation price for site clearance. Nga Son district proposed that the Provincial People's Committee promptly consider and have a special policy for the district to complete the site clearance work before June 30, before abolishing the district level.

In addition to the cause of 6 households, the project implementation is behind schedule because the transfer of resources and the implementation of the task of disbursing the project's site clearance funds will not be decided until March 10, 2025 by the Provincial People's Committee; at the same time, the data entry of Nga Son - Hau Loc treasury is delayed due to the rearrangement of the organization and apparatus.

Removing difficulties and obstacles in implementing the compensation, support and resettlement component of the Ban Mong Reservoir Project, Phase 1

In line with the spirit of Directive No. 22-CT/TU of the Provincial Party Committee Standing Committee, Nhu Xuan district has established a Steering Committee for the campaign; developed plans, instructions, implementation plans and implemented them synchronously from the district to communes, towns, agencies, units and enterprises. At the same time, a review was conducted to clearly identify the number of poor households, policy households and households with housing difficulties in the area. Through the review, there are 360 ​​poor households, policy households and households with housing difficulties in the district that are eligible to be proposed for housing support in the 2 years of 2024-2025.

In 2024, the district built houses for 107 households; in 2025, it reviewed the number of households eligible for new construction, 172 households, and 10 households for repair. The total support fund received by the District Fatherland Front Committee in the first phase was over 4 billion 915 million VND, of which the allocated fund was over 4 billion 312 million VND. The remaining unallocated fund in 2024 was over 600 million VND.

However, the implementation process in the district encountered difficulties and problems: For households under Project 4845, it is difficult to arrange residential land for households under the interlaced project.

Regarding the progress of implementing the compensation, support and resettlement component of the Ban Mong Reservoir Project, phase 1, Nghe An province in Nhu Xuan district is currently facing difficulties and obstacles, such as: Currently, 34 households and individuals who have approved the first phase of compensation and support plan have not agreed on the land clearance contract to compensate 100% of the rubber tree money for Thanh Hoa Rubber One Member Co., Ltd. according to the approved plan, so they are facing difficulties in land acquisition.

Therefore, it is recommended that the Ministry of Agriculture and Environment consult with the Vietnam Rubber Industry Group to consider supporting care wages during the basic construction period for 34 households with contracts with Thanh Hoa Rubber One Member Co., Ltd. It is recommended to provide specific support for 107 households as prescribed in Clause 1, Article 92 of the 2024 Land Law; it is recommended to add 21 households to the resettlement area.

Speed ​​up investment progress, complete the synchronous and modern socio-economic infrastructure system; focus on removing obstacles to speed up construction progress, complete and put into use and prepare for investment in major and key transport projects. Prepare conditions to implement site clearance for the North-South high-speed railway project through the province, especially preparing land funds to invest in infrastructure for resettlement areas.
