The Ministry of Home Affairs has just sent a document to ministers, heads of ministerial-level agencies, government agencies, and chairmen of provinces and cities outlining the orientation for developing plans to arrange and assign cadres, civil servants, public employees, and people working under labor contracts when rearranging the administrative apparatus.

Accordingly, the positions under the management of the Politburo and Secretariat will be considered and decided by the Politburo and Secretariat according to their authority.

The titles are managed by the Party Committee, Party organization, agency and local leaders according to decentralization, and the units proactively develop plans. The agencies base on practical conditions and standards, and the capacity of the staff to select the head to meet the tasks of the new unit after the arrangement. The head personnel can be selected from within or outside the agency merged into the new agency.

If the head does not continue to hold this position, he/she will be assigned to the next subordinate position and enjoy policies according to the Government's regulations on organizational arrangement.

Agencies shall base on the actual number of deputy heads to arrange for this position in the new agency after the merger according to the requirements and capacity of the staff. In the immediate future, the number of deputy heads of the newly formed agency may be higher than the regulations, but within 5 years it must be reduced to the correct regulations.

Other cadres, civil servants and public employees are assigned to positions suitable to the tasks they were undertaking before the merger; if they no longer have tasks, they will be assigned to other units suitable to their expertise or have their policies and regimes resolved.

In the immediate future, the staff of the new agencies will not exceed the total number of cadres, civil servants and public employees present before the merger, but those who do not meet the requirements and lack a sense of responsibility must be reduced within 5 years.

The Ministry of Home Affairs encourages ministries, branches and localities to supplement policies (in addition to the central government's policies) when resolving policies and regimes for redundant cadres and civil servants after the apparatus is reorganized. The principle is to use cadres with outstanding capacity, responsibility, dedication to work, and to meet the tasks in the new situation.

Agencies evaluate the quality of cadres, civil servants, and public employees based on the requirements of the job position to arrange personnel and streamline the payroll. After 5 years, new units must complete the arrangement of redundant cadres and civil servants.

The selection and arrangement of cadres, civil servants, and management officials must be based on their capacity, strengths, reputation, work experience, and specific products suitable for the new organization.

At the regular Government press conference on December 7, Chief of the Office of the Ministry of Home Affairs Vu Dang Minh said that the agency is drafting a decree that proposes a "strong and outstanding" policy to streamline the civil servant workforce and retain talented people when streamlining the apparatus.

The spirit is to ensure the goal of streamlining, improving the quality of the staff and development, but also pay attention to their legitimate thoughts and aspirations. People with outstanding qualifications, qualities and abilities will be given priority in arrangement and use, especially in specific fields.

According to the Government's organizational restructuring plan announced on December 6, it is expected that 5 ministries and 3 ministerial-level agencies will be maintained, only streamlined internally. 14 ministries and ministerial-level agencies will be reorganized and merged. Ministries and ministerial-level agencies are assigned to develop plans for reorganization and restructuring, ensuring streamlining, and basically not maintaining the model of general departments under ministries.

Each ministry maintains an organizational focal point corresponding to the fields of personnel organization, law, international cooperation, office, financial planning, and inspection. Ministries review departments and divisions in a streamlined manner, maintaining only departments and divisions with specialized management objects. With interconnected departments and divisions, it is necessary to consolidate them into a focal point.

Implementing the above plan, the Government after being streamlined will have 13 ministries, 4 ministerial-level agencies (reduced by 5 ministries); 4 agencies under the Government (reduced by 4 agencies). Many localities are also developing plans to merge and rearrange departments and branches.

In Hai Duong, immediately after receiving Official Dispatch No. 7968/BNV-CCVC dated December 8, 2024 of the Ministry of Home Affairs, the Chairman of the Provincial People's Committee directed the heads of departments, branches, sectors and People's Committees of districts, towns and cities to base on the direction of the Ministry of Home Affairs to develop a reasonable arrangement and reorganization plan. The Chairman of the Provincial People's Committee assigned the Department of Home Affairs to monitor, urge and guide the implementation of this Official Dispatch.
