On the afternoon of September 13, a working delegation of the National Assembly Standing Committee led by Comrade Nguyen Khac Dinh, member of the Party Central Committee and Vice Chairman of the National Assembly, inspected and directed the work of overcoming the consequences of natural disasters; encouraged people affected by floods in the districts of Hung Ha, Vu Thu, and Kien Xuong.

Receiving and working with the delegation were comrades: Nguyen Tien Thanh, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Lai Van Hoan, Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee, Deputy Head of the Standing Committee of the Provincial Steering Committee for Disaster Prevention, Control and Search and Rescue (PCTT and TKCN); Nguyen Van Huy, Member of the Provincial Party Committee, Deputy Head of the Provincial National Assembly Delegation; leaders of relevant departments and branches.
Due to the impact of storm No. 3 and the post-storm circulation causing heavy rain combined with the water flow from upstream, the water level in Thai Binh's river system rose, causing nearly 10,000 hectares of winter-spring rice to be flooded; many residential areas outside the main dike were flooded; some dykes, embankments, and banks in the province were overflowed. Thai Binh mobilized the entire political system, armed forces, and the entire population to respond to and overcome the consequences of the storm and flood. Thanks to that, Thai Binh had no human casualties, fishermen's boats were safe; the transportation system, power grid, and telecommunications were soon restored.

Directly inspecting the actual flood response work at Dia dike, Hong An commune (Hung Ha); Tan Lap sluice, Tan Lap commune medical station (Vu Thu); Muc sluice, Minh Tan commune (Kien Xuong), Vice Chairman of the National Assembly Nguyen Khac Dinh shared the damage caused by storms and floods to the people, hoping that people would overcome difficulties to soon stabilize their lives.
He also acknowledged and commended the efforts of the Party Committee and authorities at all levels of Thai Binh province in proactively and promptly mobilizing and directing forces to prevent and fight storms and floods according to the "4 on-site" motto, preventing human casualties, minimizing property damage, and helping people overcome the consequences of floods.
The Vice Chairman of the National Assembly also informed: Sharing the pain and loss caused by natural disasters, Party and State leaders directly went to localities to inspect, direct, encourage, share and provide initial support for provinces and cities to overcome the consequences of storms and floods. The Government supported Thai Binh province with 30 billion VND, the Central Committee of the Vietnam Fatherland Front supported 15 billion VND for localities to overcome the consequences of natural disasters. This affirms that the Party and State always care about and look after the lives of the people, especially those affected by natural disasters and storms and floods with specific and practical actions.
Vice Chairman of the National Assembly Nguyen Khac Dinh requested Thai Binh province to continue directing functional sectors and localities to promote the spirit of solidarity, promptly overcome the consequences of floods and storms; quickly review and count all damages to production and people's property; at the same time mobilize and effectively use support resources from the Central and local governments, helping people and businesses stabilize their lives and production and business activities, paying attention to poor households, policy families, and households in difficult circumstances affected by storms and floods. In the face of complicated weather developments, the province continues to seriously implement the Central Government's directives on disaster prevention and control and search and rescue; continue to respond to floods on rivers, organize patrols and guard to protect the safety of dykes in the area according to the "4 on-site" motto; Closely monitor weather and flood developments, proactively direct and deploy response work, ensure urgency, timeliness, and effectiveness; absolutely do not be subjective or negligent.
The Vice Chairman of the National Assembly emphasized that at this time, Thai Binh province must focus and mobilize all resources to overcome the consequences of storms and floods, and soon bring all social activities back to normal. For businesses and production establishments affected by storm No. 3, he suggested that the province pay attention and support them with specific policies such as debt forgiveness, debt extension, loans, and support for businesses to restore production and business, and stabilize production.
On this occasion, Vice Chairman of the National Assembly Nguyen Khac Dinh and his delegation presented gifts to encourage the local authorities, people, task forces and families who suffered heavy losses due to the impact of storms and floods. In addition, Power Generation Corporation 2 donated 100 million VND to the PCTT Fund of Hung Ha, Vu Thu and Kien Xuong districts to overcome the consequences of storm No. 3 and floods.
