How do you assess the role of economic diplomacy in the overall picture from the perspective of the business community?
I think economic diplomacy is one of the bright spots of 2023. As Deputy Director of the Vietnam National Administration of Tourism Ha Van Sieu said, the best support for the tourism industry comes from the diplomatic sector. When we upgrade relations with a series of important countries, the image of Vietnam is mentioned with high frequency in many countries, this will promote tourism development, the image of Vietnam will become more beautiful, a destination that many people want to set foot in.
The contribution of the Diplomatic sector to tourism and many other industries is also a strong mark in my opinion. Foreign direct investment (FDI) inflows into Vietnam reached a record of 36.6 billion USD, an increase of 32.1% compared to 2022, with a great contribution from economic diplomacy. Thanks to that, many foreign investors have confidently chosen Vietnam. Not only helping to increase FDI capital flows and develop tourism, economic diplomacy also supports the development of business investment activities.
If you were to use one adjective to briefly describe the results of economic diplomacy over the past year, what would it be?
I would like to use the word “spectacular” to talk about the achievements and new stature that economic diplomacy has achieved in recent times.
What are the new points in Resolution 02/NQ-CP on key tasks and solutions to improve the business environment and enhance national competitiveness in 2024, which has just been issued by the Government, and what values will it bring to the business community?
A new feature of 2024 is that from the beginning of the year, the Government continued to issue Resolution 02. In 2023, the content of Resolution 02 was integrated into Resolution 01 on the Socio-Economic Development Plan. This year, the issuance of Resolution 02 separately shows that the issue of improving the business environment and enhancing Vietnam's competitiveness is a very important issue, a focus of 2024, requiring the focus of the Government and ministries, branches and localities.
In Resolution 02, the Government focuses a lot on the capacity and competitiveness of domestic private enterprises, with the clear goal of how to have more newly established private enterprises operating effectively, minimizing the number of enterprises leaving the market. Thus, in addition to overcoming difficulties from the market, we must minimize difficulties from policy mechanisms, access to capital...
Among the many key solutions mentioned in Resolution 02 of the Government, we see that the most prominent is the assignment of responsibility to ministries and branches to proactively and regularly review, thereby proposing to cut many legal regulations and administrative procedures that are not beneficial to business activities.
The economy will only become more competitive when the legal system becomes more favorable, simpler, and more competitive than that of other countries in the region. Vietnamese enterprises' goods can only compete with goods and services from other countries if administrative procedures, the quality of business regulations, and the operation of government apparatus at all levels can compete with those of other countries. Therefore, the implementation of Resolution 02 is very important.
Through many years of implementing Resolution 19 and Resolution 02, I have realized that the key point is how we must implement this orientation. To do so, we need to periodically summarize, review, and check every month and quarter to see which tasks have been completed and which have not, because experience over many years shows that there is often asynchronous movement between ministries and branches in implementation.
In addition, agencies, ministries and sectors need to actively exchange and dialogue regularly with VCCI and business associations to proactively grasp difficulties and promptly make adjustments because to create a healthy, effective and favorable business environment, there must be interaction, dialogue and timely grasp of the opinions and aspirations of businesses, especially in the context of the current volatile world economic situation.

This year, Resolution 01/NQ-CP pointed out that Vietnam needs new growth drivers and new business models in addition to old ones. So how will Resolution 02 support this policy?
If Resolution 01 is the key tasks that ministries and branches must implement in 2024, Resolution 02 has assessment criteria, specific task assignment directions associated with the responsibilities of each person... suitable to promote the driving forces specified in Resolution 01.
A year can go by very quickly, so if we group tasks with individual responsibilities and a specific timeline, we will know when we will complete this amount of work.
In addition, it should be noted that the fact that Resolution 02 was issued at the beginning of the year shows that this is a very important and urgent task, requiring the heads of local ministries and branches to promote its implementation.
According to you, what are the key tasks of 2024?
In 2024, one of the important tasks of the Government and the administrative apparatus at all levels is to regain high growth momentum. In 2023, despite great efforts, in the context of many difficulties in the world, our growth target has not yet been achieved.
2024 will be the year Vietnam needs to accelerate. Therefore, any challenges that hinder this goal must be removed to ensure growth targets.
To achieve this, we must act urgently from the beginning of the year, requiring immediate participation from all levels and sectors. Among the groups of solutions, the group of solutions related to institutions, removing barriers that are hindering the development of growth drivers needs to be focused on. For example, barriers to export development, private enterprise capacity, FDI capital flows, etc. need to be removed to create growth drivers.
Through the issuance of Resolutions 01 and 02, it is clear that the Government is very "impatient". Hopefully, this impatience will be conveyed to ministries, branches, and local authorities, thereby creating development inspiration for the business community and investors in 2024.
