These moves show that the province is making great efforts to strongly improve the business environment to suit the context and development trends towards reducing compliance costs, promoting entrepreneurship, encouraging innovation; at the same time, strengthening trust, creating a fulcrum for businesses to recover and develop.
In early 2025, the Provincial People's Committee issued Plan No. 155/KH-UBND to deploy key tasks and solutions to improve the business environment and enhance national competitiveness. In particular, the Provincial People's Committee clearly defines the responsibilities of each agency and unit, ensuring timely implementation of the plan, synchronous implementation of solutions at all levels and sectors; strengthening discipline, order, enhancing the role and responsibility of heads of agencies and units in organizing implementation.
The important objectives of the plan are to effectively implement solutions to overcome and improve the PCI and PGI indexes; focus on improving 6 key solution groups and 10 component indexes. In particular, assigning specific responsibilities to agencies and units under departments, branches, sectors, People's Committees of districts, towns and cities to be fully responsible for 142 sub-indexes of 10 PCI component indexes and 41 sub-indexes of 4 PGI component indexes.
In particular, focus on overcoming the declining indicators such as: land access, informal costs, proactive government dynamism, legal institutions and security and order. In addition, create a healthy competitive environment, rapidly increase the number of newly established enterprises.
Specifically, strive for the number of enterprises entering the market (newly established and returning to operation) in 2025 to increase by at least 10% compared to 2024; the number of enterprises withdrawing from the market in 2025 to increase by less than 10% compared to 2024.

Implementing Resolution No. 02/NQ-CP dated January 8, 2025 of the Government on key tasks and solutions to improve the business environment and enhance national competitiveness in 2025, the leaders of the Department of Industry and Trade requested heads of departments and affiliated units to focus on administrative reform, ensuring the legitimate rights and interests of individuals, organizations and enterprises to increase investment attraction and create favorable conditions for enterprises.
Director of the Department of Industry and Trade Pham Van Binh said: “The Department assigns specific tasks to each department. Accordingly, the Department of Energy Management will take the lead and coordinate with relevant departments and units in implementing procedures for accessing electricity, striving to achieve the target of accessing electricity within no more than 12 days; striving to have 100% of communes in the province meeting the rural electricity criteria by the end of 2025.
The Trade Management Department is responsible for implementing incentive solutions, creating conditions for domestic market development, building a database of export markets and key export product groups of the province.
The Department Office is in charge of advising on continuing to improve business environment factors towards reducing the number of procedures, time, costs and risks for businesses, improving the quality of service to people and businesses, and improving the transparency index.
