Shifting labor structure associated with creating sustainable jobs

In recent years, the shift of labor structure from agriculture to non-agriculture in Quang Tri has tended to increase, however, the speed of the shift is still slow, the quality of labor in the province is low and uneven. Therefore, it is necessary to have the direction of functional sectors and local authorities to ensure appropriate labor shift, creating sustainable jobs.

According to the report of the Department of Labor, War Invalids and Social Affairs (DOLISA), in the first 9 months of 2024, the labor force aged 15 and over in Quang Tri province was estimated at 337,127 people, of which the number of workers with stable jobs was estimated at 330,175 people, accounting for 97.94%, an increase of 0.57% over the same period in 2023 (workers working in enterprises were about 50,500 people).

Assessments by professional agencies show that, in general, the labor structure in the area is shifting in the right direction of economic structure and this is a positive move according to the annual developments of the 2021-2025 period. In the first 6 months of 2024, the labor force in the agriculture, forestry and fishery sector was 134,553 people, accounting for 40.82%; in the industry and construction sector, 66,263 people, accounting for 20.1%; in the service sector, 128,804 people, accounting for 39.08% (the labor structure in the first 6 months of 2023 was 41.24%; 20.08%; 38.68%, respectively).

According to Deputy Director of the Department of Labor, Invalids and Social Affairs Le Nguyen Huyen Trang, although currently, the labor force is still suitable for production and business activities in the area due to the needs, qualifications as well as the scale and field of operation of enterprises, production and business establishments in the province are still small and simple.

However, in general, the quality of the province's labor force is still low; uneven among industries, fields, economic sectors as well as between regions; human resources have not created an impression to attract investors to implement industrial projects in Quang Tri.

Improving labor quality is an objective trend and a key factor of human resources. In particular, to achieve the goal of bringing the province's labor quality to a high average level compared to the national average, synchronous and practical solutions are needed.

To promote rapid transformation of labor structure in the right direction, in line with economic restructuring, and create sustainable jobs for workers, it is necessary to pay attention to perfecting and effectively implementing a number of policies on attracting investment as well as developing human resources and solving employment.

Promote industrial development by policies to attract investors to develop factories and production workshops in industrial parks and economic zones. At the same time, the province also needs to have appropriate support policies for local enterprises to attract workers from agriculture and rural areas to move to industry.

Consider converting some purely agricultural cooperatives to fully mechanize agriculture in the direction of industry and support services, for example, cooperatives specializing in rice harvesting, land preparation, repairing agricultural tools, fishing tools... thereby transferring part of the agricultural labor force to industry.

It is necessary to pay more attention to developing the labor market information system, increasing the ability to connect labor supply and demand in the market, and having appropriate labor allocation solutions by region to use human resources reasonably and effectively.

Enhance skills for workers. Focus on creating jobs for young people, middle-aged workers, disadvantaged workers and female workers; encourage and support workers to migrate from rural areas to urban areas and industrial zones to work. Build a national database on workers (connect information with the national database on population).

Improve the capacity of specialized units and job placement services to analyze and forecast the labor market, combined with investigation and review of the labor and employment situation.

On that basis, survey the employment needs of rural workers to organize vocational training and apprenticeship suitable to reality; improve the quality of transaction sessions, consultation, job introduction, becoming a bridge between workers and businesses inside and outside the province.

Coordinate with state management agencies, local authorities and enterprises in organizing consulting activities, seminars, conferences to exchange experiences, career orientation, recruitment and communication activities to connect employees with businesses and employers. Encourage businesses to coordinate with vocational training institutions in training and improving skills for the workforce to meet the needs of businesses.
