(NLDO) - Vinh City has decided to administratively fine the investor of Lung Lo - Vinh building in Vinh City (Nghe An) for allowing more than 200 households to move in against regulations.


On the morning of April 27, speaking with a reporter from Nguoi Lao Dong Newspaper, Mr. Hoang Nang Hiep, Head of the Urban Management Department of Vinh City (Nghe An), said that the city had issued a decision to administratively sanction 389 Investment, Trade and Construction Joint Stock Company, the investor of the Lung Lo - Vinh building project (address 33 Phan Boi Chau Street, Vinh City) for putting the construction project into use without organizing acceptance according to regulations.

Although it has not been accepted yet, more than 200 households have moved into the Lung Lo - Vinh building project for many months now.

Specifically, the amount of money that 389 Investment, Trade and Construction Joint Stock Company was administratively fined was 90 million VND. 389 Investment, Trade and Construction Joint Stock Company was required to complete the acceptance of the project and put it into use within 1 to 3 months from the date of issuance of the penalty decision. "The city's viewpoint is to strictly handle violations according to regulations," Mr. Hiep affirmed.

As reported by Nguoi Lao Dong Newspaper, although the acceptance has not been organized, for many months now, more than 200 households have moved into the Lung Lo - Vinh building project (address: 33 Phan Boi Chau Street, Vinh City) invested by 389 Investment, Trade and Construction Joint Stock Company. The above incident poses a potential risk of insecurity, causing public discontent.

On January 16, 2025, after inspecting urban order work in the area, the ward made a record of the current status of the Lung Lo - Vinh building project invested by 389 Investment, Trade and Construction Joint Stock Company, which has not yet been completed and put into use, but some households have moved into the building. Based on the regulations on coordination of construction order management in Vinh City, the Vinh City Urban Order Management Team is requested to preside over and coordinate with the Ward People's Committee to inspect to ensure construction order management according to regulations.

Also related to the violations at this project, on October 26, 2024, 389 Investment, Trade and Construction Joint Stock Company was administratively fined 130 million VND by the Vinh City People's Committee for illegally constructing a transformer station. At the same time, the authorities requested that within 90 days from the date of the administrative penalty decision, the dossier must be completed to request the competent authority to issue a construction permit.

After the prescribed time limit, if 389 Investment, Trade and Construction Joint Stock Company fails to present a construction permit, it must voluntarily dismantle the violating construction. If it does not voluntarily dismantle the violating construction, it will be forced to comply according to the provisions of the law on handling administrative violations. However, up to now, 5 months after the date of administrative sanction, the investor of this project has not yet completed the application for a construction permit from the competent authority.
