Gio Linh prepares plan to effectively exploit beaches

Two community beaches, Trung Giang, Gio Hai and Cua Viet in Gio Linh district, have just received a thorough investment thanks to the Greater Mekong Subregion Tourism Infrastructure Development Project, Phase 2 (project) funded by ADB. To ensure sustainable and effective development of marine tourism, it is necessary to develop a thorough management and exploitation plan.

More than 20 years ago, in the area of ​​Trung Giang, Gio Hai and Cua Viet communal beaches in Gio Linh, there were only small, shabby, makeshift shops built by households to serve tourists swimming in the sea. This was a spontaneous, seasonal form of business aimed at increasing income and improving the lives of local people.

Currently, with the support of the project, modern and spacious works have been invested in and built such as roads, operating houses, restaurants, parking lots, embankments, drainage systems, lighting, power supply, trees, wharves, train stations, garages, train platforms... bringing a new and vibrant look to this coastal area.

Despite its great potential for sea tourism, Gio Linh district still has many problems that need to be solved. One of the biggest obstacles at present is the lack of functional zoning planning for the beach. This makes it difficult to develop plans for leasing land and arranging services, leading to a situation of "everyone doing their own thing", lacking uniformity and professionalism. Revenue from sea tourism is still limited, not meeting the demand for investment in equipment for management, rescue and relief. The increase in the number of tourists has led to many problems related to security, order and environmental sanitation. Waste collection and treatment are still manual and unsynchronized.

Tourism services at Gio Linh beach are still poor, lacking typical products. Service staff are not properly trained, and have limited foreign language skills. This reduces the attractiveness of the destination to tourists. Although infrastructure has been invested in, many items have not been completed, affecting the process of exploiting tourism potential.

The Project Management Board, Land Fund Development and Industrial Cluster of Gio Linh District is a public service unit, not authorized to handle administrative violations, causing difficulties in handling violations.

Chairman of Gio Linh District People's Committee Vo Dac Hoa shared that up to now, the construction items of the 3 beaches have not been decided by the competent authority to be handed over to the local authorities for management. Therefore, the district does not have enough basis and conditions to develop a project to manage, exploit and use the beaches according to the direction of the Provincial People's Committee.

In order to be proactive in organizing the management, operation and effective exploitation of tourist beaches in the district right after the province handed over the items, recently, Gio Linh District People's Committee has developed a plan to manage and exploit beaches in the area. The goal of developing a plan to manage and exploit beaches is closely linked to the province's tourism development orientation, while ensuring compliance with current regulations while still aiming to create sustainable livelihoods for local people.

The plan focuses on research on beach management with the following contents: land lease, public property lease at beaches, boundaries, rescue, security and order, environmental sanitation, infrastructure, and service utilities at beaches with a total length of about 2.6 km including beaches: Trung Giang, Gio Hai, Cua Viet 1 and Cua Viet 2 along the Cua Viet - Cua Tung route.

Accordingly, it is important to focus on demarcating the boundaries of beach areas to clarify the scope of responsibilities and powers of agencies in management and identify types of beaches to form functional zones, invest in infrastructure and develop appropriate marine tourism products and services.

At the same time, investment in rescue equipment is increased to ensure absolute safety for tourists. To protect the marine environment, the district promotes propaganda and education programs to raise public awareness. At the same time, it tightens management of business and service activities at the beach, ensuring publicity and transparency.

Training and fostering a team of professional, skilled and foreign-language tourism staff is a key factor. The district also encourages the participation of businesses, organizations and individuals in investing and developing marine tourism, creating growth momentum. Focus on investing in a systematic wastewater and waste treatment system, thoroughly solving the pollution problem.

In particular, strengthening the close connection between all levels of government, departments, sectors, businesses and people, creating a combined strength for the development of marine tourism. The ultimate goal is to effectively manage, operate and exploit the infrastructure of beaches, attract tourists, and contribute to the sustainable development of local tourism.

Also according to the district's plan, the locality proposed that the Provincial People's Committee consider a special policy in implementing the auction plan for leasing at beaches to prioritize and create conditions for solving livelihoods for local people to develop the economy.

Priority is given to and conditions are created for households that have been doing business at the beaches, and households in Ward 7, Cua Viet town that are affected during the process of land acquisition and site clearance to build a resettlement area to expand Cua Viet port.

With synchronous solutions and high determination, Gio Linh beach tourism promises to become a favorite destination for tourists, contributing to the tourism development of Quang Tri province.
