In the Government's report sent to the National Assembly Standing Committee's monitoring delegation on innovation of general education programs and textbooks, the content of textbook experiments was mentioned.
The National Assembly Standing Committee's monitoring delegation commented: "The experimentation and impact assessment of the important innovative contents of the Program have not been focused on, and have been carried out in a short period of time and on a narrow scope."

In response to that opinion, the Government stated that: In order to implement the goals, requirements and contents of innovation stipulated in Resolution 88, the Government has directed the Ministry of Education and Training to develop a general education program that ensures a unified orientation and core, compulsory educational contents for students nationwide, while at the same time empowering localities and schools to proactively select and supplement some educational contents and implement educational plans suitable to the educational subjects and conditions of the locality and school, contributing to ensuring the connection of school activities with families, authorities and society.
According to the report, the program only stipulates general principles and orientations on requirements for students' qualities and abilities, educational content, educational methods and assessment of educational results, without too many detailed regulations, to create conditions for textbook authors and teachers to promote initiative and creativity in implementing the program.
With that perspective, the 2018 general education program is a legal document, built according to the process of building legal documents.
During the development process, the draft program was widely consulted with scientists, education experts, teachers and people from all walks of life.
The content of the new general education program inherits the 2006 general education program, so the experiment will not be carried out on the content already in the 2006 general education program, but will only focus on new, important content, and the experimental location has been chosen to represent regions across the country.
In Document No. 335/TTr-CP dated September 18, 2014 submitted to the National Assembly on the promulgation of the National Assembly's Resolution on innovation of general education programs and textbooks, it stated that "The State organizes the compilation, appraisal and promulgation of programs.
The program experiment is implemented in a practical, compact manner and is often only carried out for new educational content and methods. Focus is placed on decentralization in building and managing the program flexibly, and unity in diversity.".
With the perspective of building an open program, the 2018 General Education Program ensures both stability and the ability to develop during implementation to suit scientific and technological advances and practical requirements.
Developing general education programs is a regular activity, including the stages of evaluating, revising, supplementing, and perfecting the program during implementation.
During the implementation process, the Government directed the Ministry of Education and Training to conduct field surveys, consult with educational management agencies, schools, managers, teachers, students, parents and interested parties to evaluate the program, review, adjust, develop new subject programs (if necessary) and guide the implementation of adjustments (if any).
