Minister of Education and Training Nguyen Kim Son responded to the petition of voters in Hung Yen province about having only one set of unified textbooks to avoid waste when changing them frequently.
Voters in Hung Yen suggested considering a common set of textbooks for students of the same grade level nationwide. Textbooks should not be changed frequently, causing waste because the books cannot be reused.

In particular, according to voters, when floods occur, students in many places have all their textbooks damaged, but when agencies, units, and people support books, they are not the correct set of books that students are studying, so they cannot be used.
Recently, responding in writing, Minister of Education and Training Nguyen Kim Son cited Resolution No. 88 of the National Assembly stipulates: "Implement socialization of textbook compilation; have a number of textbooks for each subject".
"Each subject and educational activity has many textbooks and the policy of socializing textbooks is a breakthrough policy, changing the monopoly mechanism of publishing textbooks. At the same time, socializing textbooks creates conditions for many individuals and organizations with the ability and conditions to participate in compiling and publishing textbooks, creating competition and motivating groups of book authors and publishers to have good quality books," the Minister of Education and Training affirmed.
Minister Nguyen Kim Son's response also cited Conclusion No. 91 of the Politburo on continuing to implement Resolution No. 29 on fundamental and comprehensive innovation in education and training, which clearly stated the task: "Continue to perfect and effectively implement the new general education program... Implement a unified general education program nationwide, each subject has one or several textbooks and socialize the compilation of textbooks".
According to Minister Kim Son, the organization of teaching and learning in general education institutions in localities is implemented uniformly according to the 2018 General Education Program, textbooks implementing the General Education Program, specifying the requirements of the General Education Program on educational goals, content, requirements on students' qualities and abilities; orientation on teaching methods and methods of testing and evaluating educational quality.
The Ministry of Education and Training will evaluate and report.
Minister Nguyen Kim Son said that currently, the 2018 General Education Program has been implemented up to grade 5 for primary school, grade 9 for secondary school and grade 12 for high school, the socialization of textbooks has achieved good results, all subjects and educational activities have from 3 to 9 sets of textbooks, teachers and students have the opportunity to choose textbooks suitable for the socio-economic conditions of the locality, suitable for the teaching and learning conditions of general education institutions to organize teaching and learning.
Mr. Nguyen Kim Son also informed that the Ministry of Education and Training is summarizing the compilation of textbooks, in which it will specifically evaluate the socialization of textbooks, on that basis it will research and report to the Government and the National Assembly on the necessity of uniformly and synchronously issuing textbooks nationwide.
