According to the petition of citizen Nguyen Cong Chinh: His family uses 128 m2 of land at plot number 514, cadastral map sheet number 4, Phu Xa ward, Thai Nguyen city. Of which, 70 m2 of residential land has been granted a land use right certificate (LURC) by the People's Committee of Thai Nguyen city and 58 m2 of perennial land has not been granted a LURC.

The origin of land plot No. 514 (area of ​​128 m2) was that Mr. Nguyen Cong Bang (Mr. Chinh's father) bought it from Mr. Pham Ngoc Lan in 1991. In 1999, Mr. Bang was granted a land use right certificate for 70 m2 of residential land on land plot No. 514 by the People's Committee of Thai Nguyen City, while the remaining 58 m2 of perennial land had not been granted a land use right certificate. In 2010, Mr. Bang passed away without leaving a will. In 2015, Mr. Chinh completed the procedures to inherit land plot No. 514.

Implementing the Viet Bac Road Upgrading Project (Phase 2) under the Northern Mountainous Urban Program Project of Thai Nguyen City, Phase II - Phu Xa Ward, the People's Committee of Thai Nguyen City has reclaimed the entire area of ​​128 m2 of land from Mr. Chinh's household. On May 24, 2020, the People's Committee of Thai Nguyen City issued Decision No. 4735/QD-UBND on approving the compensation and support plan for site clearance of the Viet Bac Road Upgrading Project (Phase 2), in which Mr. Chinh's household was compensated and supported with a total amount of VND 848,246,274.

On October 14, 2021, the People's Committee of Thai Nguyen City issued Decision No. 10937/QD-UBND on the allocation of resettlement land with an area of ​​110 m2 at plot No. 3105, map sheet No. 4, resettlement area of ​​inter-groups 19, 20, Trung Thanh ward to Mr. Chinh's household. On December 29, 2021, the People's Committee of Thai Nguyen City issued Decision No. 14090/QD-UBND on the issuance of land use right certificates, house ownership rights and other assets attached to land No. DD 675359, plot No. 3105, map sheet No. 4, resettlement area of ​​inter-groups 19, 20 to Mr. Chinh. However, up to now, he has not been allocated land and marked in the field because the infrastructure has not been fully completed. He has submitted a petition to the Chairman of the Provincial People's Committee for direction to inspect, consider and resolve.

After listening to the opinions of citizens and reports and explanations of relevant agencies and localities, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee Nguyen Huy Dung concluded: Citizen Nguyen Cong Chinh's aspirations are legitimate. The Chairman of the Provincial People's Committee requested the People's Committee of Thai Nguyen City to preside over and coordinate with relevant agencies and units to promptly resolve the legitimate rights of citizens, with a resolution deadline of April 10, 2025. Regarding citizens, he requested coordination with relevant agencies in the process of resolving the case, in accordance with the provisions of law. The Chairman of the Provincial People's Committee assigned the Provincial Citizen Reception Committee to monitor and urge the implementation of the conclusion of the Chairman of the Provincial People's Committee.
