The Chairman of the Provincial People's Committee concluded on the Project to promote decentralization to the People's Committees at district and commune levels and specialized agencies.

Accordingly, on April 22, 2024, at the headquarters of the Provincial People's Committee, Chairman of the Provincial People's Committee Nguyen Duc Trung chaired a working session on the Project to promote decentralization for the People's Committees at district and commune levels and specialized agencies under the People's Committee of Nghe An province; also attending were Vice Chairmen of the Provincial People's Committee: Le Hong Vinh, Bui Thanh An, Bui Dinh Long and representatives of leaders of departments, branches and sectors: Office of the Provincial People's Committee, Home Affairs, Planning and Investment, Finance, Justice, Industry and Trade, Natural Resources and Environment, Agriculture and Rural Development, Construction, Education and Training, Labor - Invalids and Social Affairs, Management Board of the Southeast Economic Zone.

After listening to the Director of the Department of Home Affairs report on the content of the Project and the opinions of the delegates attending the meeting, Chairman of the Provincial People's Committee Nguyen Duc Trung concluded as follows:

1. Acknowledge and appreciate the Department of Home Affairs in presiding over and coordinating with relevant departments, branches, sectors and units to develop the Project. However, it is necessary to continue to research, review, rearrange the layout, structure and complete the content of the Project, the draft Submission of the Provincial People's Committee, the draft Resolution of the Provincial People's Council; in which the following contents should be noted:

- Regarding the Project content:

+ Regarding the current situation: Review and compile all the decentralized contents; documents decentralized by the Provincial People's Committee, the decentralizing agency, the agency receiving the decentralization; evaluate the good and bad aspects, and difficulties in the implementation process.

+ Regarding decentralization content: Clearly define the viewpoints, goals, and principles of decentralization implementation; At the same time, note to clarify the following contents: (1) Contents that have been decentralized and continue to be decentralized; (2) Contents proposed for decentralization (additional/new) need to analyze the reasons for the proposal, the implementation capacity of the agency receiving the decentralization, and other conditions to ensure good performance of assigned tasks.

- For the draft Submission and draft Resolution: Study and complete them in a concise manner (details are included in the attached Project).

2. Task assignment:

2.1. Assign the Directors of Departments, Heads of provincial-level departments and branches to continue reviewing the decentralization contents in the state management fields under their charge according to the above requirements and take full responsibility before the Provincial People's Committee and the Chairman of the Provincial People's Committee; send a document to the Department of Home Affairs before May 20, 2024 to synthesize and closely coordinate with the Department of Home Affairs in the process of completing the Project dossier.

2.2. The Director of the Department of Home Affairs shall preside over and coordinate with relevant departments, branches and sectors to complete the contents of the Project and draft Submissions and draft Resolutions; submit to the Provincial People's Committee when the Project dossier ensures the quality according to the requirements.
