Within the framework of the official visit to the Russian Federation, on the afternoon of September 9 (Moscow time), at the headquarters of the Federation Council of the Russian Federation, Chairwoman of the Federation Council, Federal Assembly, Russian Federation Valentina Matvienko hosted an official welcome for National Assembly Chairwoman Tran Thanh Man and the high-ranking delegation of the Vietnamese National Assembly. At the talks, Chairwoman of the Federation Council of the Federal Assembly of the Russian Federation Valentina Matvienko warmly welcomed National Assembly Chairwoman Tran Thanh Man and the high-ranking delegation of the Vietnamese National Assembly to their official visit to the Russian Federation; emphasized that the Russian Federation attaches special importance to this visit of National Assembly Chairwoman Tran Thanh Man; expressed her belief that the visit will not only help expand inter-parliamentary cooperation but also further promote the Comprehensive Strategic Partnership. Chairwoman of the Federation Council Valentina Matvienko affirmed that the relationship between the Russian Federation and Vietnam has a history of nearly 75 years. In recent years, based on the efforts of the two countries' senior leaders, the cooperative relationship between the Russian Federation and Vietnam has been raised to a new level: Comprehensive Strategic Partnership.

Most recently, President Putin paid a State visit to Vietnam in June 2024. During this visit, during the meeting between National Assembly Chairman Tran Thanh Man and Russian President Putin, both sides acknowledged that cooperation between the two National Assemblies plays an important role in developing bilateral cooperation.

Taking place right after President Putin's visit to Vietnam, Chairwoman of the Federation Council Valentina Matvienko assessed that this visit to the Russian Federation by National Assembly Chairman Tran Thanh Man and the high-ranking delegation of the Vietnamese National Assembly is extremely important and timely; she believes that with representatives of relevant ministries and branches, the visit will discuss measures to effectively implement the agreements and documents signed between the two countries.

Chairwoman of the Federation Council Valentina Matvienko expressed her belief that, with a rich agenda, the visit of National Assembly Chairwoman Tran Thanh Man will once again affirm the special traditional friendship between the Russian Federation and Vietnam as well as with National Assembly Chairwoman Tran Thanh Man personally.

The National Assembly Chairman respectfully conveyed the greetings and best wishes of General Secretary, President To Lam, and Prime Minister Pham Minh Chinh to senior Russian leaders, including Chairwoman of the Federation Council of the Russian Federation Federal Assembly Valentina Matvienko. The National Assembly Chairman thanked the Russian Federation for congratulating President To Lam on his election as General Secretary; and affirmed that Vietnam attaches special importance to relations with the Russian Federation through all channels, including the Party, State, National Assembly, and people-to-people exchanges.

The National Assembly Chairman congratulated the Russian Federation on its comprehensive and important achievements and results in recent times, ensuring socio-political stability, economic development, and enhancing its position in the international arena; and congratulated the Russian Federation on successfully organizing local elections on September 8.

At the talks, National Assembly Chairman Tran Thanh Man and Federation Council Chairwoman Valentina Matvienko highly appreciated the achievements after 30 years of signing the Treaty on the fundamental principles of Vietnam-Russia friendship; more than 10 years of establishing the Vietnam-Russia Comprehensive Strategic Partnership, towards the 75th anniversary of establishing diplomatic relations between the two countries in 2025.

The two Presidents agreed that the two sides should promote and expand cooperation commensurate with the tradition and comprehensive strategic partnership; promote the achievements based on trust and existing cooperation frameworks; and coordinate to organize practical activities to celebrate the 75th anniversary of diplomatic relations in 2025.

The two sides continue to increase delegation exchanges at all levels to continuously consolidate and promote relations and practical and effective cooperation through Party, National Assembly, Government and people-to-people channels.

Both sides wish to continue promoting cooperation in the following areas: Economy, trade, investment, including oil and gas-energy; defense-security; science, education, training; culture, sports, tourism, health and cooperation between localities of the two countries. These areas of cooperation have continued to be strong pillars in the bilateral relationship in recent times and need to be further developed and promoted.

On this occasion, the National Assembly Chairman thanked the National Assembly and the Government of the Russian Federation for their attention to creating favorable conditions and ensuring security for more than 60,000 Vietnamese people living, working and studying stably in Russia, integrating into the local community, contributing to being a bridge of friendship and cooperation between the two peoples; promptly agreeing and signing agreements to attract Vietnamese workers to work in Russia and creating more favorable conditions for travel and exchange between citizens of the two countries.

Regarding the cooperation between the two countries' National Assemblies, the two Chairmen agreed to propose that the two sides continue to increase the exchange of high-level delegations of National Assembly leaders, cooperation activities between the agencies of the National Assembly, the Friendship Parliamentarians' Group, the Young Parliamentarians' Group, the Women Parliamentarians' Group, and National Assembly deputies of the two countries in both direct and online forms. Continue to coordinate in monitoring and urging the implementation of the Cooperation Agreements signed by the two Governments and strategic cooperation projects. Build and perfect a favorable legal corridor, support the Governments, localities, businesses and people of the two countries to increase exchanges and cooperation on the basis of mutual benefit.

Appreciating the role and effectiveness of cooperation between the parliamentary groups of the two countries, Chairman of the Federation Council Matvienko pointed out that the two sides have now established friendship parliamentary groups, including the Vietnam-Russia Friendship Parliamentary Group chaired by Vice Chairman of the National Assembly Nguyen Khac Dinh and the Cooperation Group with the Vietnamese National Assembly chaired by First Vice Chairman of the Federation Council Andrey Yatskin.

On this occasion, National Assembly Chairman Tran Thanh Man respectfully invited Chairwoman of the Federation Council of the Federal Assembly of the Russian Federation Valentina Matvienko to visit Vietnam in the near future.

The Chairman of the Federation Council of the Federal Assembly of the Russian Federation thanked and happily accepted the invitation of National Assembly Chairman Tran Thanh Man to visit Vietnam at an appropriate time.

After the talks, at the headquarters of the Federation Council, National Assembly Chairman Tran Thanh Man and Chairwoman Valentina Matvienko signed a new cooperation agreement between the Vietnamese National Assembly and the Federation Council of the Russian Federation; witnessed the signing ceremony of the cooperation agreement between Ba Ria-Vung Tau province and Rostov province; and visited the plenary meeting room of the Federation Council of the Russian Federation.
