Over the years, as Chairman of the Elderly Association of Minh Phu commune, Doan Hung district, comrade Ly Cao Thai, Chairman of the Elderly Association of the commune, has always been a shining example of enthusiasm, responsibility and dedication to the movement and work of the Association, contributing to building the Elderly Association of the commune to be increasingly strong in all aspects, recognized and highly appreciated by all levels and sectors.
Comrade Ly Cao Thai and Minh Phu commune officials regularly visit, understand the thoughts, aspirations and share the difficulties of the people.
With over 45 years of Party membership, comrade Ly Cao Thai has held many different positions, from Party cell secretary to deputy head of residential area. In 2021, with the trust of the people, he was elected as Chairman of the Minh Phu Commune Elderly Association. Although he is almost 70 years old, comrade Thai's working spirit has not diminished.
The Minh Phu Commune Elderly Association currently has 846 members; as Chairman of the Elderly Association, Comrade Ly Cao Thai always identifies the care and promotion of the role of the elderly as a key task to ensure the quality of life as well as promote the intelligence and experience of the elderly for the development of the locality. Therefore, he regularly studies policies and guidelines for the elderly, and together with the Executive Committee of the Association, advises the commune government to effectively implement all aspects of the work. He is also always close to the grassroots, grasps the health situation and economic situation of members and the elderly in the area to guide the branches to organize care, help and encourage the right subjects, in accordance with regulations, contributing to ensuring social security in the area.
To better care for the spiritual life and health of the elderly, comrade Thai has coordinated with residential areas to mobilize people to build 7 cultural, artistic, sports clubs, and 2 folk dance clubs. The activities of the clubs not only help the elderly have a place to play and entertain, but also contribute to improving their health and spirit; promote patriotic emulation movements through specific actions, such as: Contributing ideas to build cultural residential areas, promoting the role of the elderly in mobilization and reconciliation work in the community; propagating and mobilizing the elderly to build a cultural life in residential areas; thereby, every year, over 90% of households in the commune achieve the title of cultural family.
Responding to the movement of the whole country joining hands to build new rural areas, he and the Executive Committee of the Association propagated and mobilized members to contribute money and working days to build roads, join hands to keep village roads and alleys clean, help each other develop the economy, maintain security and order... When the locality started to build new rural areas, comrade Thai was holding the role of Secretary of the Party Cell of the area. He and the Party Cell and Head of the residential area actively mobilized people to voluntarily donate over 5,000m2 of land and contribute over 230 million VND to build roads, organize construction, and concretize rural traffic routes in residential areas. Thanks to the positive contributions of comrade Thai and the cooperation of the people, the appearance of the areas has changed a lot. The dirt roads of the past have now been concreted, the houses are more spacious. The lives of the people have also improved.

For many years, the Minh Phuc Commune Elderly Association has been commended by all levels and sectors. Comrade Ly Cao Thai was personally commended by his superiors for his outstanding achievements in the emulation movement "Old age - bright example". In 2023, Comrade Thai was awarded a Certificate of Merit by the Provincial Fatherland Front Committee for his outstanding achievements in implementing patriotic emulation movements and campaigns. This is a worthy reward for his tireless efforts over the years.
