Hai Phong Chairman agrees to auction 3 land plots in Do Son

On November 24, Mr. Nguyen Van Tung - Chairman of Hai Phong City People's Committee, inspected the field and listened to a report on land management in Do Son district, Hai Phong city.

In Document No. 360/TB-VP issued by the Office of the Hai Phong City People's Committee on the same day, Mr. Nguyen Van Tung agreed in principle to handle the site clearance and prepare documents to auction land use rights (LUR) for 3 land plots for tourism development purposes according to the adjustment of the General Planning of Hai Phong City to 2040, with a vision to 2050, approved by the Prime Minister in Decision No. 323/QD-TTg.

These are the land areas: Vung Xec Area and Area 203 in Van Huong Ward, Do Son District with an area of about 20 hectares; The land area of Do Son Rehabilitation - Occupational Disease Treatment Center was transferred by the Prime Minister to Hai Phong City in Decision No. 996/QD-TTg and Coconut Tree Area, Old Ward Area in Van Huong Ward, Do Son District with an area of about more than 3 hectares; The land area from Hoa Phuong Hotel to the land area of the Conference and Training Center for Trade Union Cadres under the Vietnam General Confederation of Labor in Area 1, Do Son District with an area of about 3 hectares.

Also in Document No. 360/TB-VP, Mr. Nguyen Van Tung pointed out violations in the management and use of State assets, land and construction in 7 other areas of Do Son district. Specifically: The Do Son District Party Committee and People's Committee have loosened their direction in the management of land, construction and public assets, leading to many shortcomings in many affiliated agencies and units, and failure to thoroughly handle violations of land and construction laws.

The fact that the People's Committee of Do Son town (now the People's Committee of Do Son district), the Department of Land Administration of Do Son town (now the Department of Natural Resources and Environment of Do Son district), the Department of Urban Management of Do Son town (now the Department of Urban Management of Do Son district), the People's Committee of Van Huong ward, Do Son district and the Do Son Tourism Development and Service Center arbitrarily signed contracts to lease business locations, premises, premises use licenses, construction site lease contracts, investment cooperation contracts... is a violation of Decree No. 14/1998/ND-CP, Decree No. 52/2009/ND-CP of the Government regulating the management and use of State assets.

Mr. Nguyen Van Tung requested the Do Son District Party Committee to: Inspect and review the responsibility of collectives and individuals involved in the management and use of public assets, signing of contracts, licenses, investment cooperation... land lease, premises lease, joint ventures and associations not in accordance with regulations; Direct the handling of public assets according to regulations; Inspect and review the responsibility of collectives and individuals in allowing households to encroach on land, not handling it thoroughly, allowing households to violate for many years.

At the same time, request the People's Committee of Do Son district to: Direct the review, termination, and cancellation of documents of agencies that have signed illegal agreements with households regarding permission to use premises, business locations, and investment cooperation; Handle public assets under management according to authority; Handle architectural assets of violating households, create a clean site before organizing the auction of land use rights for 3 land plots .
