According to the National Center for Hydro-Meteorological Forecasting, by August 8, in the mountainous and midland areas of the North, there will continue to be moderate rain, heavy rain, and in some places very heavy rain with common rainfall of 50 - 120 mm, and in some places over 180 mm. In the context of continuous rain in the past few days, the soil is in a state of water saturation, there is a very high risk of continued localized flooding on small rivers and streams, flash floods, landslides, rockfalls, and inundation in low-lying areas.

To ensure the safety of life and limit damage to people's and state's property, the Prime Minister has requested the National Steering Committee for Natural Disaster Prevention and Control and the National Committee for Incident Response, Natural Disasters and Search and Rescue, Ministers and Chairmen of Provincial People's Committees not to be negligent, subjective, or lose vigilance, but to focus on leadership, direction, and proactively deploy flood response work according to the "four on-site" motto.

Accordingly, sectors and localities in the province need to proactively respond to developments of heavy rain, floods, inundation, flash floods, and landslides according to the direction of the National Steering Committee for Natural Disaster Prevention and Control; closely monitor developments of heavy rain, floods, inundation, flash floods, and landslides, and promptly and fully inform authorities at all levels and people to proactively prevent, respond, and minimize damage.

Organize forces to control and guide traffic, put up warning signs, especially at culverts, spillways, deeply flooded areas, and areas with fast-flowing water; proactively arrange forces, materials, and means to overcome incidents, ensuring smooth traffic on main traffic routes when heavy rain occurs; disseminate and guide people on proactive measures to prevent and limit damage caused by flash floods and landslides; continue to organize inspections, relocation, and evacuation of people and property from dangerous areas, especially areas at risk of landslides, rockslides, and flash floods; closely monitor the development of floods and landslides, proactively direct and deploy timely and effective response work to ensure people's safety.
