Vaccination: A Look at the Measles Outbreak

- In the face of the complicated developments of measles, in recent days, the provincial health sector has coordinated with other sectors and localities to launch a measles vaccination campaign. The general goal of the campaign is to increase the rate of measles immunity in the community, reduce the incidence and prevent deaths from measles.

Over 80% of measles cases have not been vaccinated or have not been fully vaccinated against measles.

For the past 2 weeks, Ms. GTC and her husband, Yen Lam commune (Ham Yen) have had to take time off from their construction work to take care of their 7-year-old son, D.VT, who has measles. Ms. C. said: 2 weeks ago, the child had a high fever, cough, and runny nose. Ms. C. bought medicine for him to take but it did not help. When they saw that their child's health was getting worse, with a rash all over his body, they rushed to take him to the doctor, who diagnosed him with measles. Fortunately, the family took him to the doctor and he was treated promptly, so his health is now stable, Ms. GTC said. When asked if her son D.VT had been vaccinated against measles, Ms. C. "innocently" answered no, because after the vaccine, the child was often fussy and had a fever, so the family did not take him to get vaccinated.

Baby boy CMT, born in 2020, Thuong Nong commune (Na Hang) had to be hospitalized after having a high fever and a red rash all over his body. Taking his son to the doctor, Ms. H., the child's mother, was surprised when the doctors told her that her son had measles. However, when asked, Ms. H. said that her son was now 5 years old, but she had not given him any measles vaccine.

In addition to baby CMT, medical units in Na Hang district are currently treating 14 other children with measles. Doctor Nguyen The Phuong, Deputy Director of Yen Hoa Regional General Clinic (Na Hang) said: Since the beginning of March, the clinic has received nearly 60 children with measles. Notably, all of these children have not been vaccinated against measles or have not received enough doses. Partly because they are not old enough, most of their parents have not taken them to get vaccinated. "These subjects are very vulnerable to measles attacks," said Doctor Phuong.

According to the report of the provincial Center for Disease Control, from the beginning of the year to March 30, the whole province recorded 172 measles cases (162 cases in March alone), of which Na Hang district recorded 68 cases, Ham Yen 57 cases, Yen Son 19 cases, Tuyen Quang city 12 cases, Chiem Hoa 9 cases, Lam Binh 5 cases and Son Duong 2 cases. Through epidemiological investigation, of the 172 cases, over 80% of the cases were unvaccinated and not fully vaccinated. Notably, 50% of the cases were of age for measles vaccination but had not received any doses.

Accelerate vaccination

Looking at the province's vaccination rate, Dr. La Dang Tai, Deputy Director of the Department of Health, is concerned about the risk of measles spreading in the community in the coming time, especially in crowded places such as schools, childcare centers and medical facilities. Dr. Tai believes that the low vaccination rate is the reason why measles and other vaccine-preventable diseases are returning. "When vaccination is not done properly or sufficiently, it only takes a few cases for the risk of an epidemic to spread.

The measles virus spreads very quickly and will attack people who have not been vaccinated, such as children who are not old enough to be vaccinated, and people who cannot be vaccinated, such as children with heart disease, children with chronic diseases, etc. To prevent the risk of measles outbreaks, it is necessary to urgently vaccinate as quickly as possible," said Dr. Tai.

Faced with the complicated developments of measles, the health sector is urgently implementing a measles vaccination campaign. The specific goal of the campaign is to strive for 95% of children who are not vaccinated or have not received enough doses.
Measles-containing vaccines are given 1 dose of measles-containing vaccines as prescribed and ensure vaccination safety as prescribed.

The subjects of this campaign include: Children from 6 months to under 9 months old, including transient children currently in the locality, each child will be vaccinated with 1 dose of measles vaccine. Children from 6 to 10 years old, including transient children currently in the locality, who are determined to have not been vaccinated or have not been fully vaccinated with measles-containing vaccine, each child will be vaccinated with 1 dose of measles-containing vaccine. Children from 1 to 5 years old who have not been fully vaccinated with measles-containing vaccine will be given a catch-up injection.

According to the review, the whole province has 12,375 children from 6 months to 10 years old vaccinated this time, of which Son Duong district has 2,870 children, Yen Son 2,498, Ham Yen 1,916 children, Tuyen Quang city 1,635 children, Chiem Hoa 1,559 children, Lam Binh 1,109 children and Na Hang district 788 children.

Vigorous vaccination campaign

Not only measles, to prevent the risk of infectious diseases, every year the provincial health sector implements an expanded vaccination program to vaccinate children for free to prevent diseases such as diphtheria, whooping cough, tetanus, polio, measles, Japanese encephalitis, tuberculosis, hepatitis B, cholera, typhoid... Thanks to that, the rate of infection due to dangerous infectious diseases in children has decreased significantly. Being fully vaccinated with all types of vaccines according to the regulations of the Ministry of Health will greatly contribute to protecting the health of young children. If young children are vaccinated on schedule, they will have the best immune response.

Recently, at the province-wide online conference on measles prevention and control, the leaders of the Department of Health admitted that the results of measles prevention and control in Tuyen Quang have not been as expected, there are still some shortcomings and clearly identified the risk of measles outbreaks due to low vaccination rates; at the same time, determined that only vaccination can prevent and prevent an outbreak.

To prevent measles outbreaks, the provincial health sector has implemented many solutions to prevent and control measles, focusing on promoting measles and measles-rubella vaccination activities. The Department of Health has issued plans to implement measles vaccination campaigns for children aged 6 months to 10 years within the scope of the campaign.

In addition to providing sufficient vaccines and necessary supplies to units, the Provincial Center for Disease Control has provided professional advice and guidance on measles prevention and expanded immunization and campaign vaccination in the province, especially in areas with increasing cases. The unit has sent many working groups to measles hotspots to monitor, guide, guide and directly support epidemic prevention activities and vaccination implementation.

In Yen Son district, the District Health Center has directed communes and towns in the area to strengthen communication and mobilize people with children of the right age to fully vaccinate their children. Doctor Hoang Manh Hung, Director of the Yen Son District Health Center, said: Since the beginning of the year, the whole district has recorded 19 cases of measles. Implementing the measles vaccination campaign, at commune health stations, station health workers have communicated in many forms such as activating text messages, information on zalo groups, direct information... to families with children of the right age to fully vaccinate their children. According to statistics, the whole district has 2,188 children who are eligible for vaccination in this phase. As of March 31 (the end of the campaign), the whole district had 2,158 children vaccinated in the campaign, reaching 98.6% of the plan.

In Binh An commune (Lam Binh), during the measles vaccination campaign in the whole commune, there were over 196 children of the right age. Before the campaign took place, medical staff organized propaganda and mobilization to households, propagandizing the complicated developments and dangerous complications of measles to help people raise awareness about the disease and proactively get their children fully vaccinated. Doctor Nguyen Thi Tho, Head of Binh An Commune Health Station said: "We organized vaccinations at the station for neighboring villages and some schools near the station and organized vaccination points at schools for remote villages in the commune. At the end of the campaign, the measles vaccination rate in the whole commune reached 96.8%".

Through the propaganda, many people in Binh An commune have proactively brought their children to get vaccinated. Ms. Chau Thi Hien, Chau Quan village, Binh An commune shared: "After hearing the announcement from the officials, I brought my child to get vaccinated today to prevent measles. Not only me but many people in the village also brought their children to get vaccinated."

With the determination: Vaccinate correctly, sufficiently and promptly, after 7 days of launching the measles vaccination campaign for children (from March 25 to 31), the whole province had more than 11 thousand children from 6 months to 10 years old vaccinated, reaching a rate of 95.8%.

Strengthening inspection and supervision work

Vaccination work in the district has been carried out seriously, 95% of children have been vaccinated against measles according to regulations, demonstrating the efforts of all levels, sectors and localities. To ensure safety and effectiveness, communes and towns have focused on reviewing and making accurate lists, not missing any subjects. The District Health Center closely coordinates with Health Stations in guiding and inspecting the electronic vaccination system.

In addition, inspection and supervision work needs to be strengthened, ensuring full updates of vaccination data, monitoring post-vaccination reactions and timely reporting. The district will continue to organize inspection teams before, during and after the implementation of the plan to ensure vaccination is carried out in accordance with regulations.

Get vaccinated to proactively prevent disease

Every year, Tuyen Quang province is allocated 11 types of vaccines in the EPI Program. From January 2025, the province will be supplemented with Rotavirus diarrhea vaccine, bringing the total number of vaccines in the EPI Program to 12 types. After the period of social distancing due to the Covid-19 pandemic as well as some times of vaccine shortage after the pandemic, the Provincial Center for Disease Control and the Medical Centers of districts and cities have carried out catch-up and catch-up vaccinations as soon as vaccines are fully supplied. At the same time, they have actively promoted propaganda to raise people's awareness of proactively getting vaccinated. Thanks to that, the province's vaccination rate has always met the target, and for many years, diseases that are protected by vaccines such as whooping cough, diphtheria, polio, and neonatal tetanus have not appeared in the area.

Difficulty in educating the people

As a locality with a population of over 80% ethnic minorities, the process of propagating to help people understand the urgent need for vaccination for children of all ages still faces many difficulties. The main problem is still people's awareness. To widely cover vaccination for children in the commune, the Commune Health Center is actively coordinating with village chiefs and teachers at schools in propagating, supporting, advising, and guiding people to follow the vaccination schedule, vaccinate their children fully, on schedule, with enough doses, and implement disease prevention measures to improve health.

Mr. Hoang Van De

Don't be subjective with the epidemic

Recently, there have been a number of cases of children contracting measles in the commune, causing many parents to worry. Through the mass media and propaganda from the commune health station staff, my husband and I clearly understand the dangers of measles. The main reason why children contract measles is because they have not been fully vaccinated.

Not being subjective about measles, my family has fully vaccinated our children. At the same time, we always pay attention to and take care of nutrition to help improve our children's health and increase their resistance. My husband and I also proactively practice good personal hygiene, monitor and check our children's health every day. In case our children show signs of fever, cough, rash, etc., my husband and I will take them to see a doctor and receive timely treatment.
