Government saves 83 trillion, streamlines more than 7,000 staff

Reduced 17 general departments, 10 departments and 144 cases

On the afternoon of May 20, Minister of Finance Ho Duc Phoc presented to the National Assembly a report on the results of practicing thrift and fighting waste in 2023.

Reporting to the National Assembly, Minister of Finance Ho Duc Phoc said that in 2023, the state budget revenue will reach 1,754.1 trillion VND, an increase of 133.4 trillion VND (up 8.2% compared to the estimate), saving 83 trillion VND. billion dong

In addition, promoting the disbursement of public investment capital contributes to starting new projects and speeding up the implementation progress of many key national infrastructure projects and works.

However, 91/115 ministries, branches and localities have cumulative disbursement results for 13 months lower than the national average.

Regarding the reduction and simplification of procedures and regulations, Minister Ho Duc Phoc pointed out that ministries and agencies have issued or submitted to competent authorities for issuance 30 documents to reduce and simplify 341 business regulations and simplify 528/1,086 administrative procedures.

"However, cutting administrative procedures is sometimes slow, not timely, and not drastic; administrative procedures in some areas are still cumbersome and complicated, causing difficulties for people and businesses. The arrangement, consolidation, and streamlining of the apparatus, reducing focal points, and reducing intermediate levels still have some shortcomings," said Mr. Phoc.

For the management and use of state capital and assets at enterprises, 2023, already State capital divestment in five enterprises with a value of 11.7 billion VND, earning 24 billion VND.

Corporations, general companies, and state-owned enterprises have divested capital from 7 enterprises with a value of 53.5 billion VND, earning 206.3 billion VND.

Assessment report: The work of handling slow-progressing and ineffective projects and enterprises has made positive progress, achieving many important results.

In particular, in streamlining the payroll and apparatus, ministries and branches have reduced 17 general departments and equivalent; reduced 10 departments and 144 departments/divisions under general departments and ministries; reduced 108 rooms in departments/divisions under ministries and branches; reduced 22 public service units.

Localities reduced 13 departments and other administrative organizations under the provincial People's Committee; 2,572 divisions under specialized agencies of the provincial and district People's Committees.

"By the end of 2023, 7,867 public service units had been reduced (236 units were reduced in 2023), leaving 46,385 public service units. The number of people subject to staff reduction in 2023 is 7,151 people," the Government's report said.

The Minister of Finance said that in the coming time, the Government will be responsible for directing the unified implementation of goals and targets for practicing thrift and fighting waste in 2024.

The plan to implement the savings goals and targets is specifically developed in each field, in which the responsibilities of each agency, organization, affiliated unit, and each cadre, civil servant, and public employee are clearly assigned and decentralized, combined with regular inspection and evaluation work, ensuring the effective implementation of the Program.

Many public works are still abandoned and wasteful.

From the perspective of the auditing agency, Chairman of the Finance and Budget Committee Le Quang Manh assessed: At the 6th session, the National Assembly issued Resolution No. 106/2023/QH15 on piloting special policies and mechanisms on investment in construction of road traffic works, promptly removing difficulties and obstacles in project implementation.

Public debt management and public debt restructuring have been carried out closely and basically achieved the set goals, ensuring public debt safety and national financial security.

The management and use of public assets are basically strict and economical from the investment, procurement to exploitation and use stages. Many ministries, branches and localities have done a good job of reviewing, arranging and re-arranging working offices and public service facilities.

However, the inspection agency assessed that the work of rearranging and handling houses and land is still slow, and that there are still situations where office buildings, official residences and public welfare works in some localities are left abandoned and wasteful.

"The handling and arrangement of public assets in administrative units after the merger, especially in districts and communes in mountainous areas, is still wasteful due to the lack of mechanisms, policies and laws for handling," according to Mr. Manh.

Besides, the work of organizing planning and land use planning in some localities is still slow.

The approval of planning and adjustment of land use planning is not close to the needs, the quality of planning and land use planning in localities is not high. There are 404/908 projects and works that have not put land into use, or are slow to put land into use with an area of ​​18,308/28,155ha that have not been processed.

Therefore, the Finance and Budget Committee proposed that the Government strengthen inspection and strictly handle violations in bidding, implementation of public investment projects, national target programs, and procurement of goods, equipment, and supplies.

Promote the rearrangement of housing and land facilities; approve business plans and business partnerships of agencies, organizations and enterprises to avoid waste, loss and risk of corruption; Continue to complete the national database on land, public assets, labor, etc.

On the other hand, the Government needs to strictly manage and have plans to handle the waste of land resources, offices, public housing, and public welfare works in some localities.
