The policy of reducing staff according to the plan of rearranging and streamlining the organizational apparatus of ministries, departments, branches and localities is a current story. While there are still cadres who hesitate and calculate, there are many cadres who have volunteered to retire early to make the rearrangement of the apparatus more favorable.
Information from the press shows that the list of officials requesting early retirement is increasing, including officials under the management of the Secretariat.
In Thanh Hoa, after Deputy Head of the Provincial Party Committee's Propaganda Department Bui Thi Muoi took the lead in applying for early retirement, many officials have now written applications for early retirement, including officials under the management of the Provincial Party Committee's Standing Committee, leaders of departments and units under departments and districts, even though they still have 3 to 10 years of work left.
Speaking at a recent meeting with former Party and State leaders, exemplary veteran cadres, intellectual representatives, scientists, artists from southern provinces and cities on the occasion of the Lunar New Year 2025, General Secretary To Lam emphasized: "If we do not develop quickly and sustainably, other countries will develop and not wait for us." Therefore, according to the General Secretary, "We need to unify our awareness and actions on the urgency of continuing to carry out economic innovation. Without innovation, we cannot achieve the double-digit growth target. If we achieve that goal in 2025, we will continue to achieve it in the following years and terms. In particular, we must prioritize streamlining the apparatus so that we can take off, fly high, and fly far. If it is too heavy, it will be very difficult"...
Streamlining the apparatus to "fly higher and farther" is very practical and urgent. However, to do this, we need cadres who dare to volunteer. If everyone calculates and waits to see how the "village" is before making their decision, it will cause great obstacles and lose opportunities. The cadres' early retirement is both a support for the Party's policy on streamlining the apparatus; at the same time, they will enjoy the very preferential early retirement regime and policy stipulated in Decree No. 178/2024/ND-CP dated December 31, 2024 of the Government. Cadres, civil servants, and public employees need to look at it with a positive perspective to make appropriate and timely decisions.
The revolution in streamlining the payroll with the goal of reducing at least 20% of civil servants and public employees receiving salaries from the State budget is becoming very popular. We commend those officials who have worked and contributed for many years and are now pioneering in supporting a major policy. They are contributing to making the apparatus “lighter to fly higher”, also being a mirror, creating a source of inspiration to spread, contributing to changing the mindset of “clinging to the State” to survive, relying on the State to pursue private interests.
